Terms & Conditions :

1.Scope of Work :

The contract work involves providing & fixing of Wedge type connectors to H.T. Conductors as per Company’s standard method.(if required by Company to do so) and as per Schedule ‘A’

The work involves.

i)Removing of binding from existing jumpers

ii)Clean the surfaces

iii)Fixing of wedge with the help of tool.

Contractor should take full precaution while doing the job. He should take permit to the line with the help of authorised technical staff of MSEDCL.

The work should be carried out under supervision of the Sub Divisional representative of MSEDCL.

Once the tender is submitted it will be presumed the contractor is well conversant of the Company’s Rules, Regulations, the site condition etc. and the tender cannot be withdrawn by the contractor for any reason.

2.PERIOD:

Period of this Contract is one year from Order receipt date.

3.

3.1Earnest Money Deposit [E.M.D.] :

a)The tender must be accompanied by Earnest Money Deposit (EMD) 1 % of tender value paid either by Demand draft or Bank Guarantee of any of the schedule bank. No other mode of payment will be considered. The demand draft should be attached with the tender. EMD paid will not carry any interest and shall be refundable within a period of not exceeding 90 days from the date of opening of the tender, subject to condition that, the Bidder should apply immediately after expiry of two months period and before expiry of ninety days in case of tenders. Who do not stood lowest. And refund of E.M.D. In case of bidder who stood lowest shall be subject to the condition under clause (b) below along with submission of original receipt issued by this office failing which the EMD paid will be liable for Forfeiture. EMD paid by Cheque will not be accepted.

b)The EMD will be forfeited in case:

1.If bidder withdraws the Tender after opening of the tenders but before 90 days i.e. before expiry of validity period of 90 days.

2.In the event of refusal to accept the order for work or if the bidder refuses to pay the Security Deposit as per the clause No. 2.2 of this Tender Condition.

3.If the successful bidder refuses to sign and complete the contract documents and agreement and to further execute the work.

3.2SECURITY DEPOSIT:

You will have to pay Security Deposit @ 5% of the order value in the form of D.D. or Bank Guarantee of the prescribed time limit i.e. within two weeks period to this office from the date of receipt of this order.

4.SAMPLE : Sample should be submitted by the bidder along with the tender document.

5.WORK ORDER:

Concern Sub Division Office will issue separate work order. The time limit of execution of each sub work order will be specified in the sub work order and this time will be counted from the date of handling work of a last consignment material to the contractor which should not exceed to

6.INCOME TAX:

As per section 194 (C ) of the Finance Act 1972 ,the deductions of Income Tax at source at 2.24% or rate prevailing on the gross amount of each bill shall be effected and paid to the Income Tax Authority. Works tax @ 2% for registered contractors and 4% for unregistered contractors will be deducted & paid to Sales Tax Authority.

7.WORK CONTRACT TAX :

As per Govt. of Maharashtra Works Contract Tax (Re-Enacted) Act 1989, Deduction of works contract tax at sources at @ applicable or as per rules of the gross amount payable to you against each bill will be effected and paid to the concerned Authority.

This office reserves the right to the divert the work to any other party after looking your performance.

8.QUALITIES AND PERFORMANCE:

If the quality of work as well as on performance is not satisfactory, the contract is liable for termination without giving any notice and at your entire risk and cost. The Security Deposit is paid by you shall be forfeited in such an event.

9.SUB CONTRACT, TRANSFER OR ASSIGN THE CONTRACT:

You should not entrust the work on sub-contract, transfer or assign the contract or any part there of any third party. In case this is not followed it will be treated, as breach of contract and the contract will be terminated at your risk and cost.

10.R.A. BILLS:

The bills for work completed should be submitted to the Superintending Engineer, through, Executive Engineer concerned R.A. Bills to the extend of 20% of Tender Value is permissible, subject to adjustment in final bill.

  1. MEASUREMENT:

The measurement of the work carried out shall be jointly taken by the Authorized representative of Executive Engineer concerned and a contractor.

12.TERMS OF PAYMENT:

On the basis of measurement recorded, 100% payment of the bill will be made to the Contractor by the Office of the concerned Superintending Engineer of the circle. The Security Deposit paid by you will be refunded / released after successful completion of the guaranty period of the date of completion of work.

a)The payment would be made as per our order rates for all the work executed according to the specification and measurement.

b)All materials and works for which the payment is made in part or full shall become the sole property of the Company but this provision shall not relieve the contractor of his responsibility for the care and protection of the material s and works at his own cost or of his liability to make good the damage if any, unless and until whole work is completed and handed over.

c)The periodical measurement and payment will be not entitled the contractor to any claim that the works for which payment made or accepted made as complete in accordance with the specification drawing or other contract documents in no way will curtail the right of representative of Company to subsequently direct to remove the defective work or to pay at lower, reduced rate or to re-measure the work. This periodical payment will be treated only as advance on account to be adjusted finally after the work are finally measured on claim any interest upon any arrears or upon any balance which may be found due, to him at any time.

RECOVERIES:

Recoveries due from the contractor as mentioned below up to the end of month previous to the month in which the bill is prepared should be made.

  1. Deduction on account of retention money in full together with any storage in such retention money.
  2. Penalty in full, if levied.
  3. Expenditure incurred by the Company on behalf of the contractor in full.
  4. Taxes as applicable.
  5. Any other such dues by the contractor to the Company or any other account whatsoever.
  6. Recoveries as advised in audit.
  7. Recoveries against E.P.F.; E.I. etc. wherever applicable.

13.Penalty:

If you fail to carry out the work in stipulated period of sub work order, penalty at 1% per delayed day beyond stipulated time limit will be charged and penalty will be computed on the amount of delayed work, subject to maximum of 10% of the value of respective sub work order.

14.GUARANTEE OF WORKS:

You will have to give guarantee of work carried out for the billing purpose. Any other complications due to wrong recording of data wrong billing due to work will be effected for penalty. You have to issue the Guarantee Certificate along with the each bill.

15.GENERAL CONDITIONS:

  1. In case any accidents occurs to any of the labours provided by agency the Company will not take any responsibility of any legal action and its complete responsibility lies on contractor.
  1. The contractor should posses Electrical Licensee from Govt. Electrical Inspector the Xerox copy should be submitted you receive Executive Engineer/Superintending Engineer immediately soon this contract work.
  1. In case of any conflicting construction or any difference of opinion in any difference of opinion in any point or in case of any dispute about this contract work order or interpretation of any of the clause/items /condition of this contract the decision of concerned Superintending Engineer, of the circle would be final and binding on you.
  1. Any risk that may be involved due to registration of your self of your labour under regulation of Employment and Welfare Act 1969 will be on your account.

Signature of contractor.

WEDGE TYPE CONNECTORS - TECHNICAL SPECIFICATIONS

Supply and installation of wedge type connectors on the overhead lines, for jumpers, cut-points, FTC, T connectors and substation equipment connections, as per the following Technical Specification.

CONSTRUCTION :

The connectors shall be as per specification no. : MM/I/HT LT Wedge type Connnectors/2007, given below.

1. SCOPE: The specification covers design, manufacture, shop testing, packing and delivery of HT

& LT Wedge Type overhead line connectors for Jumpers, cut-points, T-connections

and service connections by road/rail to the designated Store Centres in the State of

Maharashtra..

2. SERVICE CONDITIONS: Equipment to be supplied against this specification shall be suitable for

satisfactory continuous operation under the following tropical conditions.

2.1 Maximum ambient temperature (deg C) 50

2.2 Maximum temperature in shade (deg C) 45

2.3 Minimum temperature in air (deg C) in shade 3.5

2.4 Relative Humidity (%) 10 to 100

3. STANDARDS: Unless otherwise specified elsewhere in this specification, the rating as

well as performance and testing of the HT & LT overhead line connectors shall conform

to the latest revisions available at the time of placement of order of all the relevant

standards as listed below:-

1) ANSI C 119.4

2) I.S.5561/1970.

4. GENERAL TECHNICAL REQUIREMENTS FOR LT WEDGE CONNECTORS

(UNIVERSAL DISTRIBUTION CONNECTORS TYPE): -

4.1 WEDGE CONNECTORS:

The connector shall confirm to ANSI C 119.4. It consist of a spring ' C ' member and a Wedge, both made from a special tin plated copper alloy in a configuration that creates spring action. The ' C ' member and a Wedge shall be factory coated with a conductiveinhibitor containing abrasive particles to help in cleaning the contact surface during installation.The connector shall be useful for the conductor size of ANT, GNAT, WEASEL and service connection cables of sizes 2.5, 4.0 and 10 sq.mm.The connector shall be of Universal Distribution Connector (UDC) type. They shall connect conductors of Aluminium, Copper, Steel and their alloys regardless of the combination (i.e. Al to Al, Al to Cu, Cu to Cu). These connectors shall provide a noncorrosive action that is protected against temperature variation and overloading. Also, connector shall provide a reliable electrical as well as mechanical connection for solid.Stranded or compressed conductor combinations including AAC. AAAC and ACSR. A good connection shall be easily verified by visual inspection. All the connectors shall be removed without damaging the conductor and the conductor as well as connector can be used again.

4.2 " C " MEMBER:

The C member shall be formed from a special Copper alloy so that the grain (extrusiondirection) runs perpendicular to the conductor (e.g. from C-groove end to C-groove end).This orientation of grain direction provides for lower rates of stress relaxation in the metal and will maintain the level of contact pressure at or near the value at initial installation for the life of connection. Susceptibility to stress corrosion cracking will also improve. The material used shall be specially designed with close tolerances on the chemical composition to ensure consistency of the C- member production regarding dimensions and mechanical properties.

4.3 WEDGE:

The dimensions for the wedges are manufactured to close tolerances to ensure repeatability and reliability of the connection.

4.4 INHIBITOR:

An oxidation inhibitor shall be applied to the surface there by elimination of oxidation of metallic surface. The chemical composition of the inhibitor shall be synthetic and compatible with the rubber gloves used by the utilities. This inhibitor shall contain special Aluminium abrasive particles, optimized in size and quantity, to ensure repeatability and reliability of the electrical contact made in every connection.

5. GENERAL TECHNICAL REQUIREMENTS FOR HT WEDGE CONNECTORS ( AMPACT TYPE ):-

5.1 WEDGE CONNECTORS

The connector shall confirm to ANSI C 119.4. It consists of a spring ' C ' member and a Wedge, both made from a special Aluminium alloy of high ductility and electrical conductivity. The ' C ' member and a Wedge shall be factory coated with a conductive inhibitor containing abrasive particles to help in cleaning the contact surface during installation.

The connector shall be useful for the conductor size of diameter more than 10.05 mm such as RACCON, DOG, PANTHER AND above. AMPACT Wedge type connectors shall use a power-activated cartridge for installation with proper conductor combinations. During the assembly, the wedge shall be inserted at a speed of about 40 m/s (130 ft/s) using the specified tool. High-speed insertion with the specified inhibitor shall be very effective in abrading all sliding surfaces and in disrupting surface oxide film to generate large number of contact spot in the electrical surfaces. When connected, this tap shall provide a reliable electrical and mechanical connection for solid, stranded or compressed conductor combinations including AAC, AAAC and ACSR. During Dis-assembly, A system of take-off clips is designed for use with the specified tool. Upon dis-assembly, the conductor as well as connector can be reused.

5.2 " C " MEMBER:

The C member shall be formed from extruded aluminium so that the grain (extrusion direction) runs perpendicular to the conductor (e.g. from C-groove end to C-groove end). 5.3 WEDGE:

The dimensions for the wedges are manufactured to close tolerances to ensure repeatability and reliability of the connection.

5.4 INHIBITOR:

An oxidation inhibitor shall be applied to the surface there by elimination of oxidation of metallic surface. The chemical composition of the inhibitor shall be synthetic and compatible with the rubber gloves used by the utilities. This inhibitor shall contain special Aluminium abrasive particles, optimized in size and quantity, to ensure repeatability and reliability of the electrical contact made in every connection.

5.5 The connector shall be cartridge fired ‘C’ wedge type confirming to ANSI-C119.4 (AA):

Extra Heavy Duty Class tested. The connectors shall have maximum contact surface with conductor and, extremely low and stable contact resistance and minimum power loss. These shall maintain constant force within the connection for the life of the connector/clamp while compensating for thermal expansion or creep and increased life span. The mechanical stresses generated during the wedge insertion shall cause plastic

deformation of the C-clamp and shall increase the geometrical confirmation of the clamp to the conductor.

5.6 TOOL :-

The tool is having 4 moving parts: the ram, the power unit, the breech cap and the gas release knob. The gas produced by the cartridge during the installation is captive inside the power unit. This allows the tool to remain self-supporting on the lines during installations until the gas release knob is turned counterclockwise. This allows the gas produced by the cartridge to be released and the tool to be removed. Tool is to be

used on conductors above Rabbit only.

5.7 CARTRIDGE: -

Power charge repeatability (PCR) is critical to the supply of a reliable product, which can be applied safely and consistently every time. These cartridges are designed with the primer cap enclosed to ensure that it can only be used with the specified tool and to ensure that there is no accidental firing. Cartridges are to be used on conductors above Rabbit only.
