The successful applicant will form an important and integral part of a multi disciplinary team providing a general adult service to adults aged between 18 and 65 years and will work with the Community Mental Health Team and the in-patient team supported by Crisis Services. The associated inpatient beds are based at GartnavelRoyalHospital. The successful applicant will be expected to work closely with colleagues to provide a full range of services to the out patient population suffering from psychiatric illness.

Excellent communication skills are essential.The post is linked to active teaching programmes and continuing professional development, audit and research are encouraged and supported.

The post is offered on a part time basis (7 sessions).

Applicants must have full GMC registration, a licence to practice and be eligible for inclusion in the GMC Specialist Register. Those trained in the UK should have evidence of higher specialist training leading to a CCT in General Adult Psychiatry or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.Applicants must be MRCPsych or equivalent.

CONSULTANT ADULT GENERAL PSYCHIATRY

Applications are invited for this part time post. The successful applicant will form an important and integral part of a large multi-disciplinary team providing a general adult service to adults aged between 16 and 65 years . They will work as a key member of the Community Mental Health Team, the inpatient team both supported by the Crisis Team. The associated inpatient beds are based at GartnavelRoyal Hospital. The successful applicant will be expected to work closely with colleagues to provide a full range of services to the outpatient population suffering from psychiatric illness.

There is usually a junior doctor in support and a specialty doctor.

The team based at the Goldenhill Resource Centre consists of:

Out-patients appointments are at the Goldenhill Resource Centre, Clydebank) and in-patients are accommodated at GartnavelRoyalHospital, Glasgow.

The service provides for patients aged 18 years plus with significant, severe and/or enduring mental disorder.

The aims of the team are to provide a range of services to meet the individual needs of patient group, and to work collaboratively with other members of the Mental Health Network of Services which Include Primary Mental Health Team, Crisis Services and the Voluntary Sector Providers

The team uses the Recovery model to maximise sustaining an independent way of life.

Current Psychiatric Services – West Glasgow Area

The psychiatric services in Greater Glasgow and Clyde are split into three areas of a Community Health Partnership. North East CHP, South CHP and North West CHP. West Glasgow Area which sits within the North West consists of West Dunbartonshire CHCP which has a Service Level Agreement to deliver Psychiatric Services for Helensburgh and the Lochside with Argyle and Bute CHP. Following the dissolution of the Mental Health Partnership in 2011, Psychiatric services are co-ordinated system wide through the City Wide Planning and Strategic Groups. The Associate Lead Medical Director of Mental Health and Learning Disabilities is Dr Michael Smith who is based at William Street Clinic. The Management Team for West Dunbartonshire is based at Garshake, Dumbarton Council offices.

The West area serves a population of around 190,000 based on 2001 census data, with an additional 60,000 at the Lomond area. The population for Goldenhill Community Mental Health Team is approximately 31,000 people aged between 18 and 65 years, based on 2001 census data. Community services in Greater Glasgow are based in Resource Centres. There are four adult resource centres in the West area: Riverview, Arndale, Goldenhill and Riverside. Community services are well established and based around community mental health teams. In addition Helensburgh Community Mental Health Team is hosted by West Dunbartonshire Community Health Partnership. These services in recent years have been enhanced by the development of Crisis Teams and Primary Care Mental Health Teams.

GartnavelRoyalHospital has 60 acute general adult beds, 12 intensive psychiatric care unit beds, 10 rehabilitation beds, 10 adult continuing care beds and a number of old age beds. Patients access IPCU and Rehabilitation from Gartnavel Royal, although Helensburgh patients access rehabilitation beds at Argyll and ButeHospital. Older adults in West Dunbartonshire access mental health in-patients services at the VOLHospital.

Duties of the Post

Overview

This post is principally based at Goldenhill Resource Centre, Dumbarton. The Resource Centre covers a population of approximately 31,000, covering a range of housing types and deprivation levels. The community multi-disciplinary team is based at Goldenhill Resource Centre. The team comprises community psychiatric nursing, support workers, occupational therapy, clinical psychology, social work, MHOs and admin and is managed by the Operations Manager. Also within Goldenhill Resource centre is the Crisis Team and PCMHT. Both of these teams operate independently but occassionally the Consultant may have a patient jointly managed and joint working may be required. The inpatient multi-disciplinary team is based at Henderson Ward, Gartnavel Royal Hospital, and comprises nursing and occupational therapy staff, with input from community-based social work staff. On occasions, patients may be accommodated in other wards within GartnavelRoyalHospital. GartnavelRoyalHospital is a pilot site for the implementation of the Scottish Patient Safety Programme(SPSP) in-patient standards.

It is expected that the successful applicant would work closely with the Community Mental Health Team, Crisis Team, Operations Manager, Social Work and voluntary organisations to provide consultant input to a comprehensive service. This would include assessment and management of referrals to the service. In addition, the postholder will provide inpatient care at GartnavelRoyalHospital.

It is desirable that a successful applicant would be an approved medical practitioner in terms of the Mental Health (Scotland) Act 2003. Mental Health Act work, including attendance at Mental Health Tribunals is an essential element of the post. Domiciliary visits, Mental Health Act / Adults Incapacity and legal work arising from the case load assigned to the successful applicant would be expected to be undertaken.

The postholder will also provide clinical cover for colleagues in line with the arrangements set out in the National Terms and Conditions. The postholder would have opportunities to contribute to strategic development and on going development of the service and redesign as required to meet the needs of the patient group. This would include working closely with consultant colleagues, primary care providers and local management representatives.

A split of 9:1 between direct clinical care PAs and supporting professional activities is now the advertised standard for all new consultant job plans in Scotland. The one SPA minimum will reflect activity such as appraisal, personal audit, professional development and teaching/supervision of junior medical staff which occurs outwith study leave time.

Once the candidate has been appointed additional SPA time could be agreed for activities such as undergraduate and postgraduate medical training which takes place outside direct clinical care, as well as research and/or management. These activities would need to be specifically and clearly identified and agreed with the candidate in accordance with the needs of the department.

The above timetable is an illustration of how sessions could be delivered. Following negotiation with local colleagues and job planning there is scope to alter the schedule to suit personal circumstances.

Out-of-hours on-call commitment 1:60

There is a combined rota covering the North of the City of Glasgow including 3 hospital sites namely; Gartnavel royal, Stobhill and Parkhead hospitals. There are trainee doctors resident on call at all sites and a separate Higher Specialist Trainee Rota providing continuous 24 hour cover. In addition there is an Out of Hours nursing team across the Health Board area providing emergency assessments.

Job Plan and Timetable

A job plan will be agreed between the post holder and lead clinician and signed of by the Head of Mental Health .

This 7 programmed activity (PAs) ( 7x 4 = 28 hour) post consists of:

QUALITIES REQUIRED

Essential

  • Applicants must have full GMC registration, a licence to practice and be eligible for inclusion in the GMC Specialist Register. Those trained in the UK should have evidence of higher specialist training leading to a CCT in General Adult Psychiatry or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from the date of interview. Non-UK applicants must demonstrate equivalent training.
  • MRCPsych or equivalent.
  • An ability to interact professionally with colleagues, patients and carers.
  • A commitment to and working knowledge of multi-disciplinary working.
  • Leadership skills.
  • Knowledge of current issues in General Adult psychiatry.
  • Experience of working in a community mental health setting
  • Section 22 approval or be eligible for section 22 training and approval.

Desirable

  • Publications in the medical literature and/or presentations at Royal College or similar events.
  • Experience in providing teaching at undergraduate or postgraduate level.
  • Comprehensive experience of the practical use of mental health legislation.
  • Experience or training in a relevant therapeutic modality.
