The 2002-Lake Superior ProRally is based in Houghton, Michigan. Houghton is on the Keweenaw Peninsula of the western end of Michigan’s Upper Peninsula. Your host for this exciting rally weekend is the Lake Superior Region of the Sports Car Club of America (SCCA®).

This year marks the 23rd anniversary of an SCCA Sanctioned ProRally headquartered on the Keweenaw Peninsula.The Lake Superior Region officially assumed production of this premiere ProRally event in 1994. In 1996 and again in 1998, Lake Superior ProRally has garnered recognition as “ProRally of the Year.” For 2002, we continue with our well-tuned roots: two-day format, the OttawaNational Forest, and the Keweenaw Peninsula.

SANCTION/RULES

The Lake SuperiorProRally is organized and conducted by the Lake Superior Region of the SCCA. This is round # 10 and the final event for the 2002 SCCA ProRally Championship Series. Points will also count toward the North American Rally Championship.

Exceptions to these rules are:

1)[1.7.E.4] Reseed made after 13 miles

2)[1.7.F.6] No course arrows will be used

3)[7.4.A.10] Competitors are required to enter their score on the front cover of the score book

43)[7.8] Sweep will not extricate active competitors

I really don’t like this first sentence – it appears to allows control workers to over-rule the prorally rules and the supps and ‘standard procedure’....All rally officials and their delegates are Judges of the Fact and may report violations of these rules and regulations to the Organizers. Any circumstances not covered by these supplementary regulations and the SCCA Performance Rally Rules will be decided by the Chairperson or the ProRally Series Steward(as applicable).

IMPORTANT PARTICULARS

•High candlepower rally lights may not be used anywhere but on special stages.

•Any incident with more than $400 damage, non-driveable status, damage to another competitor or other’s property, or causing injury must be immediately reported to rally officials. It is the responsibility of the competitor to hand a completed incident report to the Safety Steward at the event or mail it to SCCA within 14 days. Vehicle registration & proof of insurance are required to be kept in each competition & service vehicle.

•A red cross (no matter what the size) displayed on a special stage means stop!

•Competitors must notify rally officials of their withdrawal from the rally. Score cards of competitors who have withdrawn must be turned in at an MTC or given to Sweep.

•Selected competitor vehicles may be impounded at the conclusion of the event for publicity purposes. Notification of this will posted on the Official Notice Board.

At Out MTC's from 1 hour before the scheduled departure of the first car until the First Car actually departs.

At the In MTC at the end of the day on Friday’s segment and the end of the day on Saturday’s segment.

** Competitors may only compete in one event at a time. Competitors may enter any/all events and withdraw from conflicting events are at or prior to the start of the conflict. All withdrawals after 10/15 will be charged a $100 fee. Conversion of entry from one event to another will be treated as a withdrawal of the original entry and a new entry for the new event (withdrawal and late fees will be charged if applicable). Entry Forms are available by mail from the registraron our website and SCCA generic Performance Rally Entry Forms may also be used. A separate entry form must be submitted for each event entered. Entry fees are based on receipt, not postmark or fax date. Incomplete entry forms will not be deemed received for purposes of entry fee calculations.

Entries withdrawn on or before October 15, 2002, will have their entry fee refunded in full; thereafter, a $100 administrative fee will be retained.

EXPRESS REGISTRATION

This year we will have two registration lines. A regular registration line and an express registration line. Express registration should only take a few minutes to complete. To qualify for express registration, the following items will need to be received by the registrar before 10/10/2002 (please remember that regular mail delivery to the UP can take up to 1 week):

-Completed registration form

-Completed crew form

-Completed medical forms for both driver and co-driver

-Copies of SCCA competitor's licenses, driver's licenses, and SCCA membership for driver and co-driver

-Copies of registration and insurance for both rally car and service vehicle

(Be sure to include specifications of coverage limits) Make sure the Vehicle Owner has signed the registration form in the appropriate place giving permission to use vehicle. You may not compete without this signature.

-Full payment of entry fee

At express registration all you need to do is sign the waivers, receive wristbands, pick up the route book, any decals and numbers needed to compete, and you are ready to rally!

Please Note:

Each member of your crew must sign an insurance waiver at Registration and that everyone working in the Services Areas must sign a SCCA waiver, INCLUDING MINORS.

SEEDING

Entries will be seeded according to the most current SCCA ProRally Seeding List and the ProRally Rules. The seeded draw will be October 16, 2002. The list will be presented to the Series Steward for approval and then published to the LSPR-2002 website posted on the Official Notice Board. If a contestant feels that he/she is incorrectly seeded, application for adjustment must be made in writing to the ProRally Series Steward or the ClubRally Steward NO LATER THAN 2 HOURS prior to the official LSPR-2002 start time. FIA seeded, Open Class drivers will be assigned start order using a lottery system during registration on Thursday evening.

Re-seedings will be conducted at the first available opportunity during thesecond Friday evening stages Service and also during prior to the Saturday stages. There will be no re-seed during Saturday’s stages.

SCRUTINEERING

Technical inspections will be held at the CopperCountryIntermediateSchool DistrictAutoTechCenter in Hancock. See the map for directions. Inspections will by appointment on Thursday and Friday morning. Appointment times can be secured at the Registration Table in Franklin Square Inn. At least one member of the team must be registered to receive an appointment and inspection forms. The car, suits & helmets may be brought to tech inspection by any registered crewmember. Logbooks will be NOT issued at the event. If you are in need of one or an annual inspection, contact Harry Lofgren, Chief Scrutineer (651) 690-3893, email: , prior to the event.

PRACTICE AND STAGE NOTE CALIBRATION SESSION

A practice and stage note calibration session will be held Thursday, October 17, from 17:00 to 19:00. It is open to all competitors who have completed registration and scrutineering. . There will be a $10 per run fee that will be collected on site for the benefit of local EMS units. See the official notice board for the location and conditions of practice.

THE ROUTE

The route is contained in an area 75 miles south and 50 miles north of Houghton, Michigan, which includes the land in the Ottawa National Forest; and Houghton, Baraga, Ontonagon, Iron and Keweenaw Counties. The ProRally event has a total of 473 miles (147 SS, 326 transit).

Maps will be in the route and service books. Road surfaces are rough, smooth, straight, twisty, sand, gravel, & hard packed dirt. There will be one (1) completely paved stage with an opportunity to change tires.

OttawaClubRally event has a total of 190 miles (81SS, 109 transit) 7 stages.

Auto Value Keweenaw ClubRally event has a total of 200 miles (40SS, 160 transit) 8 stages. There will be one (1) completely paved stage.

VEHICLE INSURANCE AND WAIVERS

Michigan law requires vehicle registration & proof of insurance be kept in each vehicle (competition and service vehicles). Liability coverages must be $100,000/$200,000/$50,000 which meets or exceeds the vehicle insurance standards established and required by the SCCA, and will be checked at registration. It is the competitor’s responsibility to insure that each team member (driver, co-driver & service) personally sign the SCCA Waiver form and display the required wristband throughout the event. Service personnel not displaying the wristband are not permitted to work on a competition vehicle. Violation of this requirement will result in penalties for the competing team.

SERVICE CREWS & SERVICE AREAS

Is this still applicable? “Service number boards and identification signs will be issued at registration, along with instructions on their use. ”

Each service vehicle and its personnel must be registered. All service crewmembers must sign a waiver at registration (minors must have a completed minor waiver form signed by a parent or guardian). Each service crew will receive a copy of these supplementary regulations, a service route book with maps, and a time schedule. Service number boards and identification signs will be issued at registration, along with instructions on their use.

A service notice board will be at each service. The exact location of the board will be indicated in the route book service maps. Service crews are responsible for checking this board for notices about the competing cars they are servicing.

Servicing is limited to those areas specified, and must be left as found. Spills must be cleaned up with oil dry and trash picked up or fines will be imposed. Fuel is available 24 hours in Houghton, L’Anse, Bruce Crossing and Calumet. Fuel is not available in the area of Friday’s competition. Crews should make arrangements accordingly.

Infractions of event rules and/or Michigan law by service crews will cause assessment of penalties to their competing cars.

Unleaded Fuel:

Use of unleaded fuel is required in all SCCA ProRally and SCCA ClubRally vehicles designed to use gasoline. Sunoco Race Fuel is the official fuel of the SCCA, and will provide fuel delivery service at this event. Pre-event ordering of fuel is highly recommended. Automotive Fluids:

Turbo Blue, 100 Octane Racing Fuel, is available at the Citgo station in downtown Houghton and on the West End of Hancock.

Disposal of oil can be done at the Houghton County Transfer Station just off Sharon Avenue. They are open Monday - Friday, 8-4 PM and Saturday, 8-2 PM.

OBSERVATION CONTROLS

There will be observation controls (OBS or O-Controls) along the transits and service route. They are there to control illegal driving actions, to include speeding, by competitors and crews. Marked observation controls require both competitors and crewmembers to stop. We ALL need to be legal for this event to continue in the future. Be sure to allow yourself adequate time and drive responsibly to avoid a penalty or disqualification.

SCORING and CLAIMS

Event will be timed and scored in seconds. Informational scores may be posted on the official notice board at MTC’s. The Ottawa ClubRally provisional scores will be posted at the FSI at 08:00 on the notice board. (this should match the schedule and have a real time – the club score-posting times should be also mentioned.) The Lake SuperiorProRally provisional scores will be posted at the MTU Memorial Union at approximately 21:00. The Auto Value ClubRally provisional scores will be posted at the MTU Memorial Union at approximately 21:30. All scoreswhen available Saturday evening and will become official 30 minutes later (or upon resolution of all timely scoring inquiries/protests). Scoring Inquiry forms will be available at the MTC’s, near the posted scores, or from the Chief of Scoring or Chairperson. They should be returned to the Chief of Scoring. Claim forms (non-scoring) will be available from the ProRally Steward or the CenDiv Steward. Rules regarding timely filing of claims will be adhered to. Inquiries and protests may be filed before the scores become provisional.

SCCA AWARDS BRUNCH

We are hosting the 2002 SCCA ProRally Series Year-End Awards Brunch on Sunday, October 20, 2002, at the MTU Memorial Union. Tickets may be pre-purchased at $12 per person prior to NOON on Friday' October 18, 2002, with checks payable to Lake Superior Region, SCCA and sent to the Registrar. Tickets will be available for pick up (not sale) at the door. To attend the Year-End Awards you MUST have a ticket.
