Minutes of Regular Meeting of Council

Tuesday January 2nd, 2007

PRESENT

Reeve Margaret Walsh in the Chair, Deputy Reeve Fred Lang, Councillor Rick Phillips, Councillor Chris Brady, Road Supervisor John Farrell, Recreation Coordinator Liette Osborne and Deputy Treasurer Donna Ward

Absent: Councillor Iain Gardiner

CALL TO ORDER

Reeve Margaret Walsh called the meeting to order at 7:00 p.m.

LORD’S PRAYER

Lord’s Prayer was said by all.

Moment of Silence for Thornton Portt.

ADOPTION OF AGENDA

That the Agenda for the January 2nd, 2007 Council Meeting be adopted and circulated.

CARRIED

DISCLOSURE OF PECUNIARY INTEREST

There were no disclosure of pecuniary interest noted.

ADOPTION OF MINUTES

The minutes for the December 18th, 2006 Council meeting were revised.

Our Council will be meeting with the Council from the Municipality of Tweed to discuss the road conditions on Smith Road. Wayne Tracey was not present at the meeting.

In addition, the resolution from Madawaska Valley has been accepted.

That the minutes of the December 18th, 2006 Regular Meeting be approved as read and circulated.

DELEGATION

Ken Power attended the meeting. The Nibourg and Canadian Waste dump sites will now be closed on Saturdays for the winter months. The Canadian Waste Site will remain open weekdays from 9 a.m. to 3 p.m.

It is suggested that John Farrell build a ramp up to the dumpster for easier access for residents with larger loads. The fee for using the dump will be $20.00 per trailer, $20.00 per half ton, or $2.00 per bag.

Terry Murphy from Quinte Conservation also attended the meeting. He brought with him a package that contains information regarding Quinte Conservation services and their future plans. He also invited Council to come to his office anytime.

OLD BUSINESS

John Farrell made recommendations with regards to funding from Infrastructure Ontario. He suggested that pricing estimates be taken for construction on Blessington road (East of Whalen’s Road to Deseronto Road) and repairs to the rock cut on Deseronto Road.

That John Farrell be authorized to obtain pricing estimates from Engineering Firms to perform construction on Blessington Road and repairs to the rock cut on Deseronto Road.

STAFF REPORTS

John Farrell, Road Supervisor

·  Plows were called out on Boxing Day, New Years Eve and New Years Day

·  The grader has also been out due to good weather conditions

·  Roads crew are continually working on the guide rails on Kingsford Bridge

·  The guide rails on Hunts Bridge received some damage and also need repairs.

Liette Osborne, Recreation Coordinator

·  Reminder of Recreation Committee meeting this Thursday night at 7:00 p.m. in the Council Chambers.

·  We are eligible for Ministry of Tourism funding through “Celebrate Ontario”. The application is due January 29th and it’s a grant of up to $100,000.

·  Carman Milligan will continue until he is complete with the year-end.

·  Reminds that cheques need to be signed by two people. Suggests that Donna Ward be the second signature.

That Donna Ward be authorized to co-sign cheques until further notice.

·  Cross Road needs a sign to warn of curve ahead in road.

Rick Phillips, Councillor

·  There needs to be a Deer Crossing sign placed between the 7th and 8th on Shannonville Road for safety.

·  He was approached by an individual with regards to borrowing equipment from the township. Currently, some equipment belongs to the Shannonville Agricultural Society, therefore, a policy needs to be put in place regarding this issue.
