Summary of Conditions of Service

Post: Sheltered Scheme Manager

Contract Term: Permanent

Salary: £21,872 per annum pro rata

Hours: 25 hours per week

Circle Anglia operates flexible working policies which you may be able to benefit from subject to the requirements of the policies

Holidays: 29 days running from 1 January to 31 December pro rata. After three years service the holiday entitlement rises to 30 days, after five years service to 31 days, after seven years service to 32 and after nine years service to 33 days pro rata.

Sickness: During probationary period there are 10 days paid sick leave pro rata. During first year of service, following satisfactory completion of probationary period, 20 days paid sick leave pro rata.

Thereafter: up to 13 weeks at full pay followed by 13 weeks at 75% of pay

This is subject to procedures being followed.

Probationary period: Six months

Notice period: One month upon satisfactory completion of probationary period.

Job Description

Sheltered Scheme Manager

Key purpose: / To be responsible for the general well being of tenants, the security of buildings, and co-ordination of services to the building and the social life of the scheme.
Responsible to: / Project Manager

Key responsibilities:

1.  Check tenants well-being on a regular basis, frequency as directed according to the scheme.

2.  Respond to emergencies. This includes:

·  Contacting emergency services.

·  Providing first aid.

·  Dealing with breakdown of services, e.g. power cuts.

·  Responding appropriately to death.

·  Liaising with the on site care team.

·  Keeping a record of all emergencies attended to.

3.  Personally provide emotional support to tenants and recognise when other services or family need to be accessed to provide the support. This will include:

·  Develop awareness and working relationship with community, domiciliary, health and social services.

·  Provide information to tenants.

·  When appropriate access the services on behalf of tenants with diverse needs.

4. Co-ordinate packages of care on behalf of tenants including:

·  Liaison with care team.

·  Involvement of relatives where appropriate.

·  Conducting support plans as necessary, and ensuring that all support plans are reviewed within 6 months.

·  Ensure Housing Management (HM) and support elements are clear as are the role of Supported Housing Officer (HO).

5. Promote a community spirit within the scheme through encouraging, enabling and facilitating social events that meet the needs of diverse tenants, frequency as directed according to the scheme, and leading on liaison with families and friends.

6. External social activity and twinning/pairing with other schemes

7. Be responsible for the security of the building, including checking it is secure on a daily basis, and ensure the scheme meets health & safety requirements and report all observed and/or reported maintenance and repairs needs to the housing team.

8. Liaise with the housing management team to ensure that specified repairs, cyclical works, improvements, aids and adaptations are carried out satisfactorily.

9. Liaise with the housing management team to ensure that services provided are carried out satisfactorily. Ensure that all furniture and equipment provided are well maintained and report to the Project Manager on the need for replacement.

10. Work closely with the housing management team on keeping void periods to a minimum. Notify the housing management team and project manager of voids. Assessing prospective tenants, arranging viewings and assisting new tenants to settle in.

·  Informing the housing management team of tenant queries on rent and welfare benefit matters.

·  Informing the housing management team of tenant disputes and work together with the housing management team to resolve the dispute.

·  Actively promote the services of the housing management team to the tenants through the regular surgeries

·  Work with the housing management team in reducing and keeping to a minimum rent arrears at the scheme

11. Keep accurate financial records of petty cash (where applicable), social fund and of money collected and banked.

12. Manage the office and create and maintain records of:

·  Tenant files and file notes

·  Control Centre information records

·  Incident Report log

·  Day book

·  Daily Register

·  Health & Safety log

·  Maintenance records

·  Fire register

·  Alarm system checks

·  Care package, support plan and risk assessment information

·  Arrears and housing benefit monitoring

13. Contribute to effective team working and provide cover on scheme and at other schemes on days as directed by the Project Manager.

14. Represent Circle Anglia group and promote the Trust and its services to tenants and others.

15. Ensure compliance with legislation that is relevant to Sheltered Housing and Community Care.

16. Use Information Technology to facilitate service provision as available.

17. Deliver all services in accordance with Circle Anglia/Epic Trust's policies and procedures particularly the SSC manual

18. Liaison with care staff, including daily handovers, liaison over void flats and working together to organise social activity.

19.  Compile key performance indicator (KPI) monthly reports and quality monitoring information as directed

20.  Community liaison, specifically family & friends, and other schemes in vicinity.

21.  Participate in the development, promotion and maintenance of core groups where appropriate.

22.  Attend meetings and other activities as directed by line manager

23.  Undertake other tasks as directed by the Service/Project Manager.

Professional Knowledge and Experience / Understands the ethos of sheltered housing, and its role in the community care framework. Has practical experience of dealing with the care and support needs of a diverse group of people, and of arranging/monitoring care packages when necessary. Experience of working with people from diverse cultural and ethnic backgrounds.

Explanatory Note

The Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975, as amended, removes from applicants for certain types of employment the right not to disclose spent criminal convictions.
