Buider Mahim Mittal S/o K.C.Mittal R/o A-7, Sector-50, Noida, Gautam Budh Nagar, UP, aged 47 years, a qualified Chartered Accountant has been arrested by Economic Offences Wing of Delhi Police in Connection with the three cases(62/12 PS EOW, 65/12 PS EOW & 143/12 PS EOW, all registered u/s 409/420/467/468/471/120-B IPC) registered in respect of project launched by Golf Course Sahkari Awas Samiti, namely “Shivkala Charms” at at Plot No. 07, Sector- Pi – II, Greater Noida, Gautam Budh Nagar, UP. Large number of general public invested (APPROXIMATELY 300 INVESTORS) in the said project. They alleged that the company/firm M/s Golf Course Sahakari Awas Samiti Ltd. in connivance with its various companies of Shivkala Groups and their directors have cheated the general public on pretext of the pre-launch project. The alleged company/firm has not delivered the flats as promised to be delivered by the end of December, 2008.

Most of the allotted flats in the alleged project were financed by different financial institution i.e., (i) PNB Housing Finance Ltd (ii) LIC Housing Finance Ltd. and (iii) HDFC Bank Ltd. (iv) Axis Bank Ltd. These financial institution extended loans to the extent of 90% of the total consideration amount and directly transferred these amounts to alleged companies. They kept on demanding instalments even when the project was abandoned by the builders.

There have been several instances where the same flat has been allotted to more than two/three persons and financial institutions advanced more than one loan on the same flat but to different persons. It has been ascertained that directors/officials of the alleged company have allotted similar flats in the alleged project to different persons. There are various allotments in respect of Non-existing flats. They allotted more than 300 flats against proposed availability of 140 flats. Total amount financed by these banks/financial institution is approximately 60 crores.

The aforesaid financial institution have also informed that alleged Mahim Mittal and Asit Mittal are authorized representative to look after the financial affairs of the alleged Samiti i.e., Golf Course Sahakari Awas Samiti Ltd.

Greater Noida Industrial Development Authority has confirmed that the alleged Samiti had filed a completion Certificate on 29.12.09 and the authority has dismissed the same. The lease deed granted to the Samiti also stands cancelled.

During investigation, it was revealed that funds of the alleged Samiti collected from the complainants/investors were regularly transferred to its sister concern M/s Advantage Engineers and Developers Pvt. Ltd., whose Directors/Authorized representatives are the family members of the accused Mahim Mittal. 13 bank accounts related to various group companies of Shivkala Group stand Freezed.

Mahim Mittal was earlier arrested in case FIR No. 809/12 (Criminal Case No. 936/12) dt. 29.09.2012 U/s 420/467/468/471/120-B/34/147/452/323/448/504/506 IPC PS Sector – 58, Noida which is registered in respect of another project at Sector 63, Noida, UP and it has been revealed that on 01.10.2012, He has also been involved in following other cases:-

a) FIR No. 769 (Criminal Case No. 859/12) dt. 13.09.2012 U/s 420/467/468/471/406 IPC PS Sector – 20, Noida, Distt. Gautam Budh Bagar, UP.

b) FIR No. 718 (Criminal Case No. 799/12) dt. 01.09.2012 U/s 420/467/468/471 IPC PS Sector – 20, Noida, Distt. Gautam Budh Bagar, UP.

· A FUGITIVE ESCAPED FROM THE CUSTODY OF LUDHIANA POLICE

ARRESTED.

· EARLIER INVOLVED IN THREE CASES OF DRUGS, CHEATING AND CRIMINAL ASSAULT IN PUNJAB.

For the last few days, there was an information about the suspicious activities/movements of a person in Trilokpuri area. The information was developed and it is learnt that person’s name is Inderjit Singh and he is wanted by Punjab Police. On this information, a team was constituted under the supervision of Sh. Sanjay Sehrawat, ACP/Kalyanpuri led by Inspector Arvind Kumar SHO/Kalyanpuri comprising police personnel SI Vijay Kumar, Cts. Mohit, Monu, Nagender and Sandeep to develop this information.

The information entailed that Inderjit Singh is a notorious criminal of Distt. Sangrur (Punjab) involved in the cases of NDPS and cheating and is hiding in Delhi as he had escaped from the custody of Punjab Police. On 07/01/2014, a specific information was received about the movement of Inderjit Singh in the area of Block-8, Trilokpuri, Delhi. Accordingly, the raiding team was deployed and the said Inderjit Singh s/o Balwant Singh r/o Dharampura Mohalla, PS Dhuri, Sangroor, Punjab was apprehended at about 10:30 PM from Extra Block-8, near Shiv Mandir, Trilokpuri, Delhi.

The accused Inderjit Singh was subjected to detail interrogation by the investigation team. During interrogation Inderjit Singh confessed that on 21/10/2013, he escaped from the custody of Punjab Police when he was being produced in the Ludhiana Court in a cheating case of PS Salim Tabri, Distt. Ludhiana (Punjab). He was working as Driver in NOIDA and to disguise his identity he removed his pagri and shortened his hair. He has been involved in cases of NDPS, Assault and cheating. The accused Inderjit Singh confessed to have committed/involved in the following sensational crime of cheating, drugs and criminal assault in Punjab.

1. Case FIR No. 207/2013 u/s 223/224/120-B IPC PS Civil Lines Divison No. 5, Ludhiana (Punjab).

2. Case FIR No. 03/2013 u/s 21 NDPS Act PS Dhuri, Sangroor (Punjab).

3. Case FIR No. 155/2011 u/s 420/120-B IPC PS Salim Tabri, Distt. Ludhiana (Punjab).

4. Case FIR No. 86/2010 u/s 452/324/323 IPC PS Sangroor City (Punjab).

The accused is being produced in the concerned Court. The concerned Police Stations have been informed regarding his arrest.

Ø USED TO BREAK THE ELECTRONIC CODES OF THE VEHICLES BY CHANGING THE ECM (ELECTRONIC CONTROL MODULE) WHICH IS THE BRAIN OF THE VEHICLE.

Ø VEHICLES WERE STOLEN ON DEMAND BASIS.

INTRODUCTION:-

Northern Range of Crime Branch has apprehended an inter-state auto-lifter Mehtab s/o Haffizuddin r/o Shyam Nagar, Kainchi wali gali, Meerut, UP, recovered 3 vehicles on his instance and 3 cases of auto-lifting have been worked out.

INFORMATION, TEAM AND OPERATION:-

Information was received that Mehtab, an auto lifter would be arriving near Max Hospital, Haiderpur to sell a stolen vehicle. Information was further developed and a team led by Insp Vijay Kumar and comprising of SI Rishi, HC Virender, Cts Parvej Alam, Mohit and Ravinder was constituted under the close supervision of ACP KPS Malhotra. A trap was laid and Mehtab was apprehended with a Santro Car.

INTERROGATION:-

The accused was put to intensive interrogation. During interrogation, one Toyota Qualis and one Chevrolet Beat car were also recovered from his instance. He further disclosed that he used to steal the cars alongwith his associate Javed.

He further disclosed that he used to work on demand basis and the “Receivers” provide them with the Electronic Control Module (ECM) and lock and key set of the specific model that is in demand. The target vehicle is spotted by the gang and the mastermind breaks open the small window pane and unlocks the vehicle. The lock system is broken or disabled with tools and thereafter, with the help of available lock key set and ECM, he used to start the vehicle and took it away.

RECOVERY:-

One Toyota Qualis and one Chevrolet Beat car found stolen have been recovered at his instance.

The diversion of general traffic according to the movement of procession:

1. No traffic will be allowed towards Jama Masjid - Link Road - Chawri Bazar -Faiz Bazar-Dariba & Link road - Hauz Qazi Chowk & Chandni Chowk, Ajmeri Gate - Lahori Gate Chowk- Hauz Qazi Chowk & Thompson Road, Chowk Hauz Qazi- Chandni Chowk - Jama Masjid- - Lal Quan, Pahar Ganj Bridge - PS Pahar Ganj Chowk, New Delhi Railway Station - Chelmsford Road and Ajmeri Gate,

Access to New Delhi Railway Station:

Those going to New Delhi Railway Station on 9th January 2014 particularly in evening should leave in advance and have sufficient time for possible delay in routes. For reaching New Delhi Railway Station, people should avoid Connaught Place and reach Ajmeri Gate side through Tilak Marg, Deen Dayal Upadhyaya Marg or through Rajghat and Jawahar Lal Nehru Marg depending on movement of procession.

Special instruction to general public

1. The commuters going to New Delhi Railway Station, Old Delhi Railway station, Nizamuddin Railway Station, Sarai Kale Khan and ISBT should leave in advance and have sufficient time for absorbing possible delays in routes.

2. Avail public transport to help decongestion of roads.

3. Park their vehicles only at designated parking lots and avoid roadside parking as it causes hindrance to normal flow of traffic.

4. Before starting for place of visit people should check their vehicles against acts of mischief.

5. In case any unusual/unidentified object or person is seen moving in suspicious circumstances it must be informed to Police Control Room.

There is likelihood of slowing down and congestion of traffic along the route of the procession. The public is advised to make maximum use of public transport, especially Delhi Metro. Adequate traffic arrangements have been made to ensure proper movement of devotees and keep the general flow of traffic normal and smooth as far as possible.

1. Whereas a large number of commercial places/shop have come up in Delhi which are popularly known as cyber cafe and large number of people visit them to use the facilities available in such places including e-mail facilities.

2. And whereas it has come to notice that certain criminal anti-social elements/terrorist are using these facilities to mislead the security/investigating agencies, create panic in the public endanger the security of VVIP's and Govt. Institutions, help in the terrorist activities directly affecting the security of the state.

3. And Whereas it is necessary to take speedy measure in this behalf to prevent danger to human life of safety, to thwart/prevent terrorist activities which may affect the security f the State and disturbance of Public order and tranquility.

4. Now, Therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C, 1973(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U-11036/1/2008(i) UTL dated. 31.10.2008, I Pranav Tayal, Assistant Commissioner of Police, Sub-division, D. Ganj to hereby make this written order for strict compliance by the owner for strict compliance by the owners of such Cyber Cafe in the jurisdiction of the Sub-division , D. Ganj, Delhi.

a) Prohibiting the use of Cyber Cafe by unknown person and whose identity has not been established by the owner of the cafe.

b) Maintaining a register of establishing identity of the users/visitors.

c) Make an entry in the hand writing of the visitor/use mentioning name, address, telephone number and identity proof. The Visitor/ user shall also sign the register kept for this purpose.

d) The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport or photo credit Card (anyone of them)

e) Activity server log should be preserved in the main server and its record should be preserved for at least 6 months.

f) If any activity of the visitor/user is of a suspicious nature, the owner of the cyber cafe will immediately inform the police station.
