Approval of Minutes

Ms. Cummings made a motion that the minutes of the May 4, 2009 meeting be approved. The motion was seconded by Mr. Bowman.

Lewin Group Presentation (by phone): Mr. Dall

§  Dr. Mick gave a brief presentation to the committee about what we are looking to have the Lewin Group accomplish.

§  Mr. Dall stated that the Lewin Group developed approximately six years ago their own model and have dropped the HRSA model they were using. This model can be constantly maintained. There is a supply and demand side of the model. They would be collecting data for all five of the Virginia regions which include age, gender and medical specialty.

§  “What If” scenarios were discussed.

o  Insured vs. uninsured-universal coverage scenario

o  Baseline scenario-if current demand stays what it currently is, they are able to project what demand will be in 2025-2030.

o  Use of Nurse Practitioners and Physician Assistants

o  Physicians new, physicians entering/leaving Virginia, physicians trained in Virginia and actually stay in Virginia

Committee Discussion of the Lewin Group:

§  Ms. Carter asked if individual physicians were tracked. Mr. Dall said no, that they are all listed under one category.

§  Dr. Hofford asked about active family doctors. Mr. Dall said that he uses the AMA Masterfile data at the national level applying algorithms to determine activity. Mr. Studer advised the group that the AMA data is “way off”. Dr. Mick suggested using Mr. Studer’s data and the AMA data combined. Mr. Dall advised the group that the AMA data that he has access to is very limited, unless it is purchased for him to use. Dr. Mick recommended that DHP HCWF buy the AMA data for him to use. Ms. Tooke-Rawlins suggested that we use her data, at a reduced cost than purchasing the AMA data, as she has worked with the AMA and has more accurate data. Mr. Studer said that his data is extremely detailed; Mr. Dall said that this may not be necessary to get that detailed at this point in time. Mr. Dall, Mr. Studer and Ms. Tooke-Rawlins will be working together to get the most accurate data for use by Mr. Dall.

§  Mr. Dall needs the demographic data for the five Virginia regions. It was recommended that Mr. Dall consider using the VEC or UVA’s Weldon Cooper Center for population data.

§  Mr. Studer said that he can provide Mr. Dall with good extender data to include in his model.

§  Mr. Dall said that inputting the data into the model is what takes the most amount of time.

§  The committee agreed to use the 2008 data from Mr. Studer. Mr. Studer said that it may be possible for him to include 2nd quarter 2009 data in the information he sends to Mr. Dall. Mr. Studer said that the data is not yet complete for the 2nd quarter but should be ready by the 2nd week in June.

§  Ms. Tooke-Rawlins made a motion to authorize Ms. Beck to contract with the Lewin Group for the Physician’s Supply and Demand model. The motion was seconded by Ms. Harris.
