BOARD OF EXAMINERS OF LANDSCAPE ARCHITECTS

CALL TO ORDER

Christopher Schein, Chairman called the meeting to order at 1:30 p.m.

MINUTES

A motion (I) was made by Charles Adams, seconded by Gareth Diedrick and unanimously carried to accept the minutes of the January 20, 2015 Board meeting with no corrections.

COMPLAINT COMMITTEE REPORT

There was no Complaint Committee meeting today as there were no complaints to discuss.

EXECUTIVE DIRECTOR’S REPORT

Pamela Edwards addressed previous email correspondence from Stephanie Marino regarding CLARB fees. Ms. Edwards stated that she spoke to a CLARB representative about the issues raised by Ms. Marino. Ms. Edwards reported that in the past, CLARB charged candidates a $75 administration fee per exam section. When the exam became totally

computerized, CLARB eliminated the administration fee and required candidates to set up a council record as the exam application at a cost of $150.

CLARB does not charge candidates to transmit the record to the licensing jurisdiction for initial licensing. Ms. Edwards reported that currently CLARB offers an annual amnesty for membership renewal fees. She further stated that CLARB typically increases their exam fees3% per year which is announced at the Annual Meeting.

Ms. Edwards noted that the Board took final action at the January 20th meeting to approve the proposed CPC regulations. However, the regulations were put on hold for further consideration by the Secretary of the DLLR. Ms. Edwards met with the Secretary’s Chief of Staff about the regulations. Ms. Edwards reported that she will initiate the formal process recently created for new regulations and follow up with the Chief of Staff.

Mr. Schein requested that Ms. Edwards send an email to remind all licensees and candidates that the law requiring CPC will be effective on October 1, 2015.

Board Counsel Report

Milena Trust did not attend the meeting so there was no Board Counsel Report.

Legislative Report

Ms. Edwards reported that House Bill 720, which applies to permit requirements for landscape architect, surveying, and architect firms, receiveda favorable reportin the House. It must now be approved by the Senate.

NEW BUSINESS

David Locke noted that the Maryland Green Building Council will be submitting CPC courses for the Board’s approval.

Mr. Locke also stated that Baltimore County has recently announced that it will only accept live (or wet) signatures on design documents.

Motion (II) was made by David Locke, seconded by Charles Adams and unanimously carried to approve the following applications for reciprocity.

The next Board meeting is scheduled for June 15, 2015 at 1:30 p.m.

Motion (V) was made by David Locke, seconded by Charles Adams and unanimously carried to adjourn the meeting at 2:45 p.m.
