3 - Safety / 3 – South Africa’s borders effectively defended, protected, secured and well managed / Establish the Integrated Border Management Agency (BMA) /
  • Port of Entry Control Centre (PECC) was established in the port of Cape Town on 1 May 2014.
  • On the 10th of December 2014 Cabinet approved the vision for a Border Management Agency (BMA) in South Africa. Cabinet also directed that pilot sites be identified to test the implementation of the approved BMA vision.
  • BMA Multi–Party Agreement was finalized.
  • Operation Pyramid was launched on 19 June 2015.
  • In September 2015, Cabinet approved the introduction of the BMA Bill into Parliament.
  • Whilst the BMA Bill has been introduced into Parliament, engagements with NEDLAC and the PSCBC, regarding the BMA Bill, are currently underway. Upon the conclusion of these engagements in early 2016, deliberations on the BMA Bill will commence in Parliament.

3 – South Africa’s borders effectively defended, protected, secured and well managed / Develop an Over-arching strategy to defend, protect, secure and ensure well-managed borders and ensure it is fully implemented by 2018/19 /
  • Terms of reference for the Border Management Strategy were finalised.
  • By the end of the 2015/16 financial year, a draft project plan would have been developed for an Integrated Border Management Strategy (Over-arching strategy).

6 – Identity of all persons in South Africa known and secured / Ensure that registration at birth is the only entry point for South Africans to the new national identity system (NIS) - By 2018/19,
90% (approximately 950 000) of total births registered within 30 calendar days as prescribed by law /
  • For the period 1 April to 31 December 2015, 519 622 births were registered within 30 calendar days against the 2015/16 annual target of 750 000.

Ensure that systems are in place to enable the capturing of biometric data of all travellers who enter or exit SA legally –
  • all designated ports of entry equipped with biometric systems capable of processing 100% of travellers (for ports equipped with EMCS) by 2018/19

  • EMCS biometric solution was piloted at 4 ports of entry (ORTIA, King Shaka and Cape Town International Airports and Lanseria airport).

4 - Decent employment through inclusive economic growth / 3- Elimination of unnecessary regulatory burdens and lower price increases for key inputs fosters investment and economic growth / Reduce regulatory burdens and reduce the time required for importing requisite skills for the economy and for investment, including by introducing a “one stop shop” at government level -
  • Changes to subsidiary legislation on immigration to facilitate the importation of economic important skills and for workers as identified by economics and infrastructure departments, SOCs and producers

  • One (1) centre was opened in the 2015/16 financial year.

Maximum period for approval to import required skills:
  • 3 months approval from application to approval for import of skills for productive investors and SOCs
/
  • Against the annual target of 65% of critical skills issued within 4 weeks, an average of 60% of critical skills visas was issued within 4 weeks for the period 1 April to 31 December 2015.

12 – Public Services / 6 – Increased responsiveness of public servants and accountability to citizens / Improved feedback opportunities for citizens and other service users:
  • Improvements in facilities based on repeat monitoring and feedback

  • The new DHA contact centre to be in operation by 31 March 2016.
