Purpose of the Job

The School Business Manager is responsible to the Headteacher and the Governors for the management of the school's Finance, Human Resources, ICT, Premises and Administration functions. The School Business Manager is a member of the Senior Leadership Team.

Main Responsibilities and Duties

Finance

  • Assist in annual budget and forecast preparation
  • To manage and monitor budgets
  • To ensure the school has appropriate financial systems in place
  • To ensure accurate financial records are maintained and report on a regular basis to the Headteacher and Governing Body
  • To complete all Fund Account and General Account administration and monthly reporting
  • To use financial management information such as benchmarking tools, to identify areas of relative spend and assess trends
  • To promote the school with the objective of maximising letting income
  • To ensure compliance with the Schools Financial Value Standard (SFVS)
  • To negotiate the best value from all procurement
  • To ensure the effective and efficient use of school resources
  • To manage and monitor contracts, tenders and agreements for goods and services
  • To secure funding for Repairs and Maintenance and other projects

Personnel

  • To performance manage the Site Manager, Office Staff and IT Provider
  • In consultation with the Headteacher, produce job descriptions, person specifications and advertisements for vacant posts as required
  • To ensure that all staff are paid on the correct scale and spine point in consultation with Governors and to provide appropriate information on pay to staff, the Governing Body and the LA
  • To motivate and facilitate teamwork and good practice

Premises

  • Be responsible for the school site and its buildings, their maintenance, development and efficient use
  • To manage school lettings and other events:
  • Agree bookings and fees
  • Ensure relevant insurances and other requirements are met
  • Advise other staff of agreed fees for invoicing
  • Identify opportunities for hirers to pay electronically
  • Manage security of buildings during and after lettings by allocating registered key holders
  • Advise the Site manager of furniture arrangements for events
  • Induct new hirers and ensure adherence to school lettings policy
  • Manage the Key Log
  • Liaise with Premises staff to ensure proper maintenance and cleaning schedules
  • Ensure the Health & Safety Policy and all risk assessments related to MPL site are regularly reviewed and implemented at all times
  • Ensure systems are in place for effective monitoring, measuring and reporting of Health & Safety issues to the SLT, Governors and, where appropriate, the Health & Safety Executive
  • Ensure the maximum level of security is maintained at all times
  • Ensure the safe maintenance and operation of all school premises
  • Follow sound practices in estate management and ground maintenance. Ensure contractors follow instructions and requests.
  • Monitor and oversee the quality of work by contractors and action accordingly
  • Ensure ancillary services e.g. catering, cleaning are monitored and managed effectively
  • Manage building and grounds projects

Administration

  • Ensure the provision of effective support systems that enable the governing body and the head teacher to meet their respective responsibilities.
  • Ensure that the school’s financial and administrative procedures meet the requirements of all relevant financial regulations.
  • To develop and improve all office systems and procedures
  • To be proactive in managing the school diary so that actions can be delegated in a timely fashion to ensure supportive communications to all stakeholders
  • Manage the school’s procurement procedures
  • Manage the design and delivery of the school’s marketing and promotion strategies
  • To maintain the school asset register
  • Ensure Account records Retention and Disposal Policy is maintained
  • Ensure all accounting records and banking stationery are stored securely
  • Ensure effective liaison with the PTA

Marketing

  • To liaise with the press to ensure coverage of positive school –linked stories
  • To raise the profile of the school
  • To keep the school prospectus up-to-date
  • To manage the ICT Manager in maintaining the school website and other social networking sites
  • Manage school uniform policy and provision

IT

  • To direct the IT Provider to ensure all systems run efficiently
  • Consult with relevant people and other parties to introduce new technology or improve existing

Technology for different purposes

  • Ensure Back up procedures are maintained for all electronic data
  • Ensure Business Continuity Plan (including Disaster Recovery Plan) is current and workable

Supervision

The post holder is performance managed by the Head Teacher.

Contacts

The post holder will work with all members of staff in the school, the pupils, the parents, Governors and members of the local community.

Additional Information

The duties and responsibilities listed above describe the post as it is at present. The post holder will have a performance management interview each year and is expected to accept any reasonable alterations that may be necessary from time to time. All staff are required to participate in training and other learning activities, and in performance management and development, as required by the school’s policies and practises.

Knowledge, Experience and Training

  • Financial background - minimum 5 years experience of working at a senior level
  • Experience of performance management and performance related pay
  • Experience of project management
  • Relevant qualifications
  • Willingness to undertake further qualifiations
  • Excellent numeracy, literacy and communication skills
  • Strong organisation and planning skills
  • Ability to use standard office software, with potential to develop IT systems to improve the efficiency of admin and financial systems.
  • Ability to organise, lead and motivate people
  • Understanding of the needs of children
