Introduction

I will start off this months report with some excellent news in relation to the rate of crime in North East Lincolnshire. We have seen a month on month drop in crime for a long time now, to such an extent that January 2010 saw the lowest ever monthly crime figures since our current recording began in 1996!

January saw a total of 1,309 offences across all crimes areas in North East Lincolnshire, which averages to 42 offences per day. At peak this was at 3,069 in March 2004 (99 offences per day).

Clearly we will not sit back and relax and will continue to do everything we can to protect communities and target criminals. We will however reflect and ask ourselves why we have made such significant improvements. Amongst others, the reasons are

·  Resources targeting the top offenders who are causing most harm to our communities.

·  The establishment of Neighbourhood Policing Teams across all 15 ward areas in North East Lincolnshire.

·  Prioritising and being flexible with our resources so they are in the right place at the right time in the right numbers.

·  Solid partnership arrangements with other agencies working within the criminal justice and safer communities’ arena.

·  Flow of community priorities and intelligence from ward councillors, town/parish councils, allowing our staff to act in a swift manner.

In relation to local matters, I would be obliged if you could keep feeding in your local priorities to my team. We will take the appropriate action in conjunction with yourselves and ensure that you are given some feedback.

As ever we will endeavour to deal with local issues in a timely and professional manner. If however this level of service falls below your expectations, then Sergeant Mortimer or I will be happy to discuss it with you.

To conclude, policing isn’t just about crime figures, it is about how safe your community feels. If you can distribute this report to your residents, I feel sure that the fact crime is at an all time low will assist in raising confidence and lowering fear of crime.

There have been three dwelling burglaries reported. Over the period of 4th and 5th February, a flat at Aylesby House was broken into and plumbing fittings were stolen.

Between 13th and 14th February, a home on Ferndown Drive was entered and electrical items were stolen.

During the evening of 27th February, a home on Spring Street was entered and cash was stolen.

The Criminal damage offences have occurred at various locations around the town, with no set pattern to these offences.

You will no doubt see the M.A.V.I.S. vehicle (Multi Agency Vehicle4 Information Sharing) around the village and surrounding area over the next two months. The vehicle will be utilised by the Police, our partner agencies including Shoreline, Fire Service, Wardens, and volunteers to provide help, advice, and information. If any person has any problem, helpful information should be available at the vehicle. The vehicle will be used in the evenings by officers and our partners in the young people services to engage with them and offer them advice and services that might not ordinarily be available to them. If you see the vehicle in your area, please pop along and have a chat.

Local priorities and action taken

Criminal Damage - Reed Mere Estate

Criminal damage has in general fallen but it still remains a priority. Several local enquiries are being conducted in relation to some key suspected offenders and the Youth Crime Prevention Project is continuing and the results still being monitored by the NPT.

Anti-social behaviour - Reed Mere Estate, Clyfton Crescent, Woodlands Avenue, Beechwood Avenue, Pelham Road, Immingham

Incidents of Anti-Social Behaviour are also still being monitored although the general number of calls has decreased. Again the Youth Crime Prevention Project is still functioning and it is hoped that the course is making an impact. Patrols are still continuing in the hotspot areas. We are pleased to have seen a decrease in the anti social behaviour that took place within Clyfton Crescent and Kendal Road. When ever a further youth has been identified as causing problems your local team have added them to the list of people being monitored. Three further parental warning letters have been sent out this month in respect of Clyfton Crescent as part of the ongoing Anti-Social Behaviour monitoring project.

Illegal Parking Highfield Avenue and illegal use of HGV’s contravening the 7.5 T Gross Weight Limit within Immingham.

Your local Officers PC Dave Hannath and PCSO Gary Hastings have recently held a site meeting at Manby Road with your local Ward Councillor

Trevor Oliver and Dave Poucher from N/E Lincs Council Highways Dept. to discuss ways of resolving the access issue of HGV's entering the dead end of Manby Road, and the issues of enforcement of the existing regulations. Mr Poucher agreed to the following actions (subjected to Council approval)

1) To extend the double yellow no parking lines to cover the strip of land on Manby Road where the HGV’s park up.

2) To place a further weight restriction sign in the dead end of the cul-de-sac to close the loop hole currently open with HGV’s entering Manby Road through the premises of ATS tyres

3) The replacement of bollards with heavy duty plastic ones

4) To narrow the junction of Manby Road at the bend where it leads into the dead end to deter HGV from driving in a straight line into the dead end part of the road where they park up

5) To improve the drainage of the gutters so that surface water does not cover the yellow lines like it does at present

The new bollards have now been put in place, and the dead end has been blocked off where Manby Road bears to the right to meet the junction with the by-pass

We will be keeping a watch out for illegal parking in the meantime and continue with the use of a warning leaflet to stick on the cabs of those we find illegally parked due to the weight restriction. Prosecutions will follow if the vehicle is found to re-offend

Patrols will continue to monitor the parking issues around the Highfield Avenue area to both deter, advise and prosecute those inconsiderate drivers ignoring the parking restrictions.

Offenders brought to justice

Your local officers have been carrying out high visibility patrols at the relevant places and times to give reassurance to residents and businesses, and prevent and detect crime and anti-social behaviour. The following is a sample of the good work that has been carried out in the last month.

Local man Liam James has been issued with an Anti-Social Behaviour Order (A.S.B.O.) by Grimsby Cleethorpes Magistrates Court which is valid until 22nd February 2012

James MUST NOT

Remain in any retail or leisure premises whatsoever if requested to leave by an employee in Immingham as defined on the map attached to the order (available to view at Immingham Police Station)

Enter Somerfield, Washdyke Lane, Immingham. Sainsbury's Immingham, Farmfoods Immingham, Poundstretcher and Quicksilver Arcade, Immingham

Kick or smash objects by any means which do not belong to him, without the permission of the owner in Immingham

Throw objects thereby causing members of the public in Immingham to feel threatened or abused.

Use language towards any member of the community in Immingham which makes them feel abused or frightened when this behaviour occurs within 50 metres of any retail premises or residential premises.

Your local Officers will deal positively and firmly with any person who engages in Anti-social behaviour. If you are a victim of such behaviour, or witness any incident of this kind, please inform your local officers.

The travellers that arrived in Immingham at the end of February and made camp on the old Immingham football ground were served a notice by your NPT Police officer and Officers from North East Lincs Council. This informed them that they had to move from the area and not return within three months. It has been pleasing to see that they have taken the advice and moved from the field thus preventing any further enforcement action which would have been taken should they have decided to stay.
