Connecticut / Connecticut's Online Business Startup Tool, which serves as a one-stop-shop model, contains a link directly to the EIN# page on the IRS website. It is in Step 3, about 5 or 6 pages into the 12-page tutorial-style Startup Tool. Customers report that it is very useful. Here is the link:

Delaware
District of Columbia
Florida / Florida give the IRS website in our acknowledgment letters but nothing electronically.
Georgia
Hawaii / We assist the filer through our Business Action Center offices on Oahu and Maui.
Our Business Action Center is a one stop shop where they can have assistance with business registrations, Hawaii tax licenses and Federal Identification numbers.
We provide public computers in our office on Oahu and Maui for customers to access the website. If they have questions about the online application, we assist as much as possible in getting them through the application. We also provide a printer so that they can print out their confirmation letter.
If they choose to apply on their own at home, we give them a quarter sheet flyer with IRS's contact info (phone and website) where they can apply. In recent years, we have taken great pains to remind customers that the EIN is free -- do not google "EIN", but instead go directly to because there are many predatory sites that charge $149 or more for a free number.

Pennsylvania / Pennsylvania does not work directly with the IRS. However, with our electronic filing system, PA provides a link to the IRS website to where the filer can obtain a Federal Identification Number.
Here is the statement:
FEIN enables agencies to confirm that Commonwealth accounts are properly matched and that this request is processed without added delay. If the business entity does not currently have an FEIN, it can get a FEIN immediately by applying online at irs.gov at the following page
In theory, the filer can leave the filing they are doing, hit the IRS link, get the EIN and come back to the filing in minutes.
This same notice appears on the equivalent paper form as well.

South Carolina
South Dakota
Tennessee
Texas
Utah / When we developed our onestop 14 years ago we worked directly with the IRS in giving out numbers. Then the IRS developed their own web site. So now, the filer links out to the IRS website at the proper time in the process, electronically files the SS4, then returns to their session to complete the OneStop filing.
