1. Introduction to the Project
1.1. Background Information
The China Western Rural Water Supply, Sanitation and Hygiene Promotion Project (Hereinafter referred to as the RWSSH project) is strongly facilitated by the Chinese Central Government and is jointly financed by Sichuan Province, the World Bank and DFID with support from UNICEF. It aims to help participating communities in the poor projects areas of Sichuan and Shaanxi Province by improving water quality and quantity and providing sustainable water supply, sanitation and hygiene promotion services. In compliance with the updated “ Participatory project management model”, a three-in-one baseline survey has been carried out in a concentrated and district-by-district way to encourage beneficiaries to participate in all project stages in terms of the planning, designing, bidding, engineering, post-project monitoring and maintenance. It aims to improve the quality of rural water supplies and rural sanitation and hygiene as well, and at the same time, to carry out health education campaign to improve hygiene awareness of rural people as well as their hygiene behavior, to prevent and control water-related diseases.
The objective of project resettlement is to set out an action plan for the resettlement and restoration of the living standard of affected people, reduce vulnerable resettlement to as little as possible, assure the affected people are benefiting from the project, and the living standard of the affected people can be improved or at least restored to its original level before project construction.
Main construction contents:
n Water supply schemes: During the four years from 2007-2010, there will be 19 multi-village piped water supply schemes to be built or re-built, 108 single village water supply schemes, 7551 cluster households water supply schemes, and 12,122 single household wells.
n Rural sanitation and hygiene project: There will be 89 school three-compartment latrines, 72 school handwash systems and water sinks, 49 school solid waste drop-off points, 11,967 household biogas latrines, 19,612 household three-compartment latrines, and 23 household water sinks; 439 village solid waste drop-off points,36 three-compartment latrines and 895 sets (times) of village promotion materials and campaigns.
n Health education: Perfect the rural health education system and strengthen rural health education. Beneficiaries of various social groups, genders and educational backgrounds will receive health education by diversified ways including gatherings, campaigns, meetings, courses, etc. The tools used will include wall drawings, plate readings, mass media programs, electronic media, films, videos, etc.. This will involve 14,512 people times of county governmental promotions, 315,644 manuals on the rectification and strengthening of handwash materials, 402,719 times (sets) of mass media promotions, 324,430 people times of recycling health education and promotions, 7,209 people times of training of trainers and 78 times of monitoring and evaluation of health education activities.
n Capability building: This will involve 150,150 people times of community mobilization and participation, 80,436 people times of baseline surveys and post surveys, 150 sets of project management equipments, 12 sets of MIS systems and monitoring and evaluation systems, 921 people times of study and review activities and 6 vehicles.

In order to lessen the impact of land acquisition and resettlement, sites of the centralized water supply projects have been carefully chosen at the Feasibility Study stage. Besides considering relevant factors such as landform, geology, investment, etc., quantities of land acquisition and resettlement have been taken into consideration to avoid or reduce it to as minimum level as possible.
The area covered by land acquisition is with 83 villages of four counties. Land acquisition involves permanent acquisition of 44.5 mu of land, of which paddy field accounts for 4.8 mu, dry land 16.3 mu, vegetable land 0.3 mu, garden land 0.8 mu, forest land 11.4 mu, waste land 11.4 mu and other land 0.1 mu. It also includes 116.7 mu of temporarily occupied land of which paddy field accounts for 9.2 mu, dry land 71.3 mu, garden land 0.7 mu, forest land 32.3 mu, waste land 3 mu and other land 0.1 mu. There is no resettlement of houses.

2. Land Acquisition and Resettlement Impacts
2.1. Collection of Affected Data and Affected Project Villages
In order to analyze the impact of land acquisition, the project owner designated a professional agency to carry out a census of affected population in the four typical project counties of Jialing, Pingchang, Renshou and Lezhi. Data of affected people has been collected directly from the affected villages.
There are 83 project villages in the four typical project counties, with 24 peoject villages in Jialing district, 10 in Pingchang county, 19 in Renshou county and 30 in Lezhi county. See Table 2-5 for details of affected project villages.
