The House met at 10h05.

6.1 Ms N Dube-Ncube, ANC, to move:

Noting:

The significance of our province being the last place Madiba visited as a free man before he was arrested by the apartheid police on 5 August 1962, and

Further noting:

That these historic events have contributed to the creation of the iconic Mandela Day Marathon which traces Madiba’s journey from Edendale to the Capture Site near HOwick.

This House therefore resolves:

To encourage all athletes who wish to take part in this year’s Mandela Day Marathon to register as soon as possible the closing date for registration is Monday, 31 July 2017.

6.2 Mr M Ntuli, ANC, to move:

Noting:

The sudden departure of one of the outstanding veteran government communicators Mr Ronnie Mamoepa, the finest product of the people’s struggle in South Africa and the ANC, the oldest African National Liberation Movement.

Mr Ronnie Mamoepa’s experience over decades accumulated to a reputation of being one of the most revered communicator across all sectors of the society.

The African National Congress, calls upon this House to celebrate the excellence and pay tribute to this outstanding son of our soil.

6.3 Mr YS Bhamjee, ANC, to move:

This House notes:

That, numerous reports are receiving prominence in the media regarding poor quality health care services, received by cancer patients, citing lack of oncologists and dysfunctional diagnostic equipment, at certain hospitals or in the province of KZN.

Further:

It is also alleged that there have been gross transgressions in the SCM processes, in the acquisition of oncology equipment.

This House therefore resolves:

That the MEC for Health offers insight into the state of affairs regarding oncology services in KZN.

6.4 Mr MB Gwala, IFP, to move:

This House notes that:

This Legislature is failing to hold regular sittings and goes about as though everything is running smoothly in KwaZulu-Natal when in fact our province is grossly mismanaged.

Motions are not being debated regularly; and

By not holding regular sittings, this ANC-led administration is muzzling debates because it is afraid that such debates will open a can of worms and shortcomings of this government will be exposed.

This House calls on:

The Speaker to ensure that regular sittings are scheduled and those motions are placed on the agenda for debate.

6.5 Dr I Keeka, DA, to move:

Noting:

That over the weekend a patient at townhill psychiatric hospital slit his own throat and stabbed his chest, piercing his lung.

That an underqualified nurse was left in charge of the ward overnight to care for patients without support and no security.

He was found in a pool of blood at shift change.

This follows a separate murder of a policeman by an escaped psychiatric patient at Madadeni Hospital.

Critical staff shortages is in crisis.

This House resolves to call upon:

The Health MEC to ensure improved security and specialist staffing in psychiatric facilities; and

To investigate these cases internally.

6.6 Ms S Thakur-Rajbansi, MF, to move:

Noting:

That Ghana’s Employment Ministry through a 2015 Legislative Act, initiated a youth employment agency, shaped by a 12 model framework, where every university graduate is given a one-year mandatory public or private internship.

Further noting:

That Ghana’s Labour Act, 2003 provides for establishment of Public and Private Employment Centres facilitating employment and registration of unemployed persons to expedite internships.

This honourable House invites discourse on the merit of introducing such Centres to ensure employment and skilling through an Employment Bill in South Africa.

6.7 Mr S Moodley, IFP, to move:

This House noting:

That honourable Dhlomo, MEC for Health desist from his recent policy of denialism and blatant arrogance. This has undoubtedly compounded the problems being experienced at our public hospitals.

Further noting that:

Our ailing health care system needs a good dose of realism and resolve to cure the ills plaguing it. Honourable MEC Dhlomo must also be cognizant of the fact that opposition politicians have a right to address concerns and to hold him accountable as if we don’t, then we would be failing the masses of impoverished individuals who are forced to utilize public hospitals despite its pathetic state.

6.8 Ms LC Bebee, ANC, to move:

6.9 Mr SMM Dlomo, ANC, to move:

6.10 Mr HS Gumbi, DA, to move:

Noting:

The failures of governance under ANC led municipalities in KZN, with particular regard to the provision of water and electricity, tender fraud, financial mismanagement, service delivery protests and the murders of municipal officials.

Resolves to call on:

The MEC for COGTA to provide proper leadership that ensures service delivery and good governance are prioritized, and that political leaders are held accountable for failing in their duties as prescribed in the Constitution and municipal legislation.

6.11 Dr R Viranna, DA, to move:

Noting:

The failure of the Department of Education MEC Dlungwane in running a proper tender process for the National School Nutrition Programme.

As a result 50000 poor and vulnerable learners are still without their daily meal almost one week into the school term.

Yet again an uncaring ANC government.

Hereby resolve:

MEC Dlungwane take personal responsibility for the crisis and formulate an urgent plan to resolve it.

He must also present this plan via an executive statement to this House.

6.12 Ms GN Swartbooi, ANC, to move:

Noting:

The recent inauguration of the uThukela District Development Agency as an engine of local economic development for the family of municipalities within that district.

This House therefore resolves:

To applaud the role that our DDAs play in the advancement of the previously disadvantaged businesses in accessing municipal contracts; and

To support the DDAs as they take on an additional task of driving the government’s agenda of Radical Economic Transformation and specifically the Rural Agrarian Socio-Economic Transformation in partnership with the National Schools Nutrition Programme in our municipalities.

6.13 Mr MA Zondi, ANC, to move:

Noting:

The sanctity of human life and the need to respect and protect our democratically elected leaders in all spheres of government.

This House therefore resolves:

To condemn the recent murders and attempted murders of councilors in uMzimkhulu Local Municipality in the strongest language as something that does not belong in a free and democratic society; and

To urge communities to come forward with any information that could lead to the arrest of the perpetrators of these heinous crimes.

6.14 Ms PATN Buthelezi, IFP, to move:

That this House notes:

The KZN Local Government audit outcomes regressed in 2015 – 16 from 2014 – 15. Only 18 % of Municipalities received clean audit compared to 30 % in 2014/15.

AG report states that “Basic controls are still not being embedded in daily and monthly processes to prevent non-compliance with legislation”.

This House therefore calls on:

The MEC for COGTA to assist and support these municipalities as this is her legislative mandate. It is clear that this mandate is not properly been given effect to by the Department of COGTA.

6.16 Mr IS Mkhize, ANC, to move:

That this House notes:

With great appreciation progress thus far made by the Department of Justice in Re-opening the second inquest on the death in detention of Ahmed Timol.

This House resolves:

That the death and sacrifices made by fallen heroes like Timol during our struggle cannot be forgetten. We must continue as a country to preserve their legacies.

That smilar cases of mysterious deaths in detention and elsewhere including that of Chief Albert Luthuli should be re-opened.

6.17 Ms TP Mthethwa, IFP, to move:

6.18 Ms PH Mbatha-Cele, ANC, to move:

Noting:

The key role education plays in our efforts to build better communities.

This House therefore resolves:

To applaud the ongoing Back to School Monitoring Programme as championed by this House and the Speaker’s Office, which sees MPLs traversing the province to monitor the status of teaching and learning and the readiness of our schools as the second semester of the current school years commences.

6.19 Mr SC Nkosi, ANC, to move:

This House:

The significant role the Amakhosi play in our communities as government’s partners in the development of the traditional areas that had borne the brunt of successive oppressive regimes which deliberately neglected their development in the past.

This House therefore resolves:

To welcome the findings of the commission headed by Professor P Ntuli, who was investigating accusations levelled against Inkosi Maurice Nyawo of the Nyawo TC in uMkhanyakude. This commission found no wrongdoing in the conduct of Inkosi and instead exposed those who had sought to undermine a legitimate leader of the community.

6.20 Mr SA Duma, ANC, to move:

The South African economy does not benefit enough in terms of exports and imports. We continue to import goods for purposes of consumption and export raw materials. There is an urgent need to enhance youth participation in the economy so as to add value to the raw materials that we export, for us to realise radical economic transformation. This will open up new sectors in the economy and support black industrialists which will enhance job creation.

6.21 Mr LJ de Klerk, DA, to move:

This House notes:

That in 2016, there were 15 million people with jobs in South Africa, while 17 million people are receiving social grants with South Africa formally in a recession. The government will find it difficult to afford the costs of its social grant programme as the economy stagnates and the revenue eventually slows and demand for more grants will increase.

This House calls on:

The governing party to clean their house of corruption and poor leadership and amend their political policy to a pro-growth policy so that the poor and unemployed can be assisted property.

6.22 Ms MC Frazer, ANC, to move:

6.23 Ms MM Ntuli, ANC, to move:

LeNdlu inaka:

Isasasa nokukhula ngesivinini kwe Dundee July okungumjaho wamahhashi, ukukhangisa ngengqephu, umculo ombandakanya labo abasafufusa ekanti usuku lokwandulela kunendumezulu ye parade lapho kuqhakanjiswa amasiko anhlobonhlobo. Lelisasasa selikapakele nakumazwe ka SADC asebambe iqhaza elikhulu.

Ukuzinikela kosomabhizinisi bendawo kunikeza ithemba elikhulu emphakathini walendawo ohlomulayo ngokunikezela ngimiklomelo ebhekile ngokubambisana noMnyango.
