Call to Order
President Kellen Hatcher called the Board meeting to order at 6:00 p.m. Janelle Hepler moved to approve the agenda. The motion was second by Jeff Kimmel. Motion carried with a vote of 7-0.
Approve Board Minutes
The board minutes from the February 9, 2017 board meeting were reviewed. Wayne Halter moved, second by Dennis Branstetter, to approve the February 9, 2017 Regular Meeting, Open Minutes, February 9, 2017 Regular Meeting, Executive Minutes. Motion carried 7-0.
Consent Agenda
Jeff Kimmel moved, second by Bridget Lee, to approve the consent agenda including expenditures totaling $273,869.55 and approve the Treasurer’s Report. The motion carried with a vote of 7-0.
District Evaluations
Mrs. Franklin presented the ELL (English Language Learners) Program Evaluation.
Bridget Lee moved, second by Wayne Halter, to approve the ELL (English Language Learners) Program evaluation. Motion carried with a vote of 7-0.
Approve Preschool Program
Mrs. Banner discussed the Preschool Program. Jeff Kimmel moved, second by Janelle Hepler, to approve the Preschool Program for the 2017-2018 school year. Motion carried 7-0.
Citizens and Staff Communication
Mrs. Banner introduced the CTA representatives Dallas Halley and Andi Foster. Keith Albrecht, Thomas Christen and Kathy White, board candidates for the upcoming April 4 election, were present.

Chris May and Mike Hepler with the County Commission presented information regarding the county road tax issue which will be on the April 4 ballot. The ballot would have $1 per acre for Agriculture land only tax for Road Rock for the county roads which will generate approximately $401,000. They explained this amount taxpayers would pay is less than the tax that was paid when the townships were in place.
Chris May and Mike Hepler left the meeting at 6:35 p.m.
Administrative report
Mrs. Franklin presented the Elementary February Attendance rate of 95.90% and enrollment of 147 students.
Mrs. Franklin discussed the “Campgopher” Title I parent night which had 162 in attendance.
The Green City Elementary PTS soup luncheon raised $530. Cookie dough sales raised $4,500.
Mrs. Franklin discussed the pacing guides. She discussed the Focus School Data Leading Indicators.
Preschool and Kindergarten screenings are scheduled for March 27 and March 28, respectively. Fourteen have signed up for PK screening and 18 for Kindergarten screening.
Mrs. Roberts presented the High School February attendance of 96.9% and enrollment of 120 students.
Mrs. Roberts presented the Behavior report and the D/F report for the 3rd quarter.
Mrs. Roberts discussed Basketball All Conference Honors: 1st team Devin Fields, Nikita Powell, and Brooke Littrell (also MVP); 2nd team – Katelyn Conner, and Honorable Mention Blythe LaFaver; Coach of the Year – Cody Moore.
Basketball All District Teams included Devin Fields, Camden Williams, Brooke Littrell, Nikita Powell, Blythe LaFaver and Katelyn Conner.
FFA Proficiency Awards include Samantha Thomas, Katelyn Conner and Camden Williams. State FFA Degrees include Thomas Watt and Samantha Thomas. There are approximately 56 students in High School and Junior High Track. Baseball has 14 boys.
Camden Williams is the Area III FFA Secretary for the 2017-2018 school year.
Seven students with parents attended the Four-year Plan night. Nine students and two parents attended ACT prep night.
High School PD have been working on the MO Writing Project.

Mrs. Roberts presented a calendar of upcoming events to the Board.
Superintendent Report
EPN update
The EPN meeting was held March 2, 2017 at 6:00 p.m. at Green City School. EPN course offerings for the 2017-2018 school year were discussed.
District Tournament
The District tournament finances were presented to the Board.
Concession Stand Update
Mrs. Banner gave the Board an update on the concession stand progress.
Approve Insurance Change
Mrs. Banner discussed leaving MEUHP and joining the EBA (Educators Benefit Association). Janelle Hepler moved, second by Ryan Barnes to leave the MEUHP insurance group and join the EBA (Educators Benefit Association). Motion carried 7-0.
Approve Insurance Rates
The 2017-2018 health insurance rates were presented to the Board. A decrease of 5% was given to the NEMO consortium. Wayne Halter moved, second by Dennis Branstetter, to approve the Board paid employee health insurance plans with Anthem - $6,550 HSA at a monthly cost of $331.55, $4,000 HSA at a monthly cost of $370.50, $3,000 HSA at a monthly cost of $390.45, and $1,500 PPO at a monthly cost of $587.10. The difference in the PPO premium of $587.10 and the lower HSA premiums will be contributed to the employee’s HSA account. Motion carried 7-0.
Approve MOREnet contract
Mrs. Banner presented the MOREnet contract to the Board. Bridget Lee moved, second by Dennis Branstetter to approve the full service package MOREnet 3-year contract at at rate of $3,716.00. Motion carried 7-0.
Andi Foster, Dallas Halley, Kathy White, Thomas Christen and Keith Albrecht left the meeting at 7:06 p.m.
Dennis Branstetter moved, second by Ryan Barnes, to enter Executive Session at 7:06 p.m. with a roll call vote of Barnes-yea, Branstetter-yea, Hatcher-yea, Hepler-yea, Kimmel-yea, Lee-yea, and Halter-yea.
The Board reconvened Open Session at 8:08 p.m.
Resignations
Wayne Halter moved, second by Janelle Hepler, to accept Jennifer Peavler’s resignation from Dance coach and Softball coach at the end of the 2016-2017 school year. Motion carried 7-0.
Bridget Lee moved, second by Janelle Hepler, to accept Shelly Durfey’s resignation effective at the end of the 2016-2017 school year. Motion carried 7-0.

Motion by Jeff Kimmel, second by Ryan Barnes, to offer Pat Bender, Angela Fields, Donnie Fields, Danita Gordon, Jamie Halley, Amanda Lunsford, Glenn Palmer, Dale Whitacre, Charlotte Bailey, Andi Foster, Janie Gray, Jennifer Peavler, Becky Tipton and Barb Tomlin, teaching contracts for the 2017-2018 school year. The motion carried with a vote of 7-0.
Motion by Janelle Hepler, second by Ryan Barnes, to offer LaNessia Ballinger a teaching contract for the 2017-2018 school year. Motion carried 7-0.
Motion by Ryan Barnes, second by Jeff Kimmel, to offer Kaitlin Guffey a teaching contract for the 2017-2018 school year. Motion carried 7-0.
Motion by Janelle Hepler, second by Bridget Lee, to offer Dallas Halley a teaching contract for the 2017-2018 school year. Motion carried 7-0.
Motion by Wayne Halter, second by Janelle Hepler, to offer Amber Liebhart a teaching contract for the 2017-2018 school year. Motion carried 7-0.
Motion by Dennis Branstetter, second by Janelle Hepler, to offer Marissa Seaton a teaching contract for the 2017-2018 school year. Motion carried 6-0-1.
Motion by Bridget Lee, second by Ryan Barnes, to offer Jared VanManen a teaching contract for the 2017-2018 school year. Motion carried 7-0.
Motion by Ryan Barnes, second by Wayne Halter, to offer Wendy Eberhardt a teaching contract for the 2017-2018 school year. Motion carried 7-0.

Wayne Halter motioned with a second by Ryan Barnes, to adjourn at 8:15 p.m. The motion carried with a vote of 7-0.
