Purpose

  • To coordinate the implementation of the Aboriginal and Torres Strait Islander Health Closing the Gap Plan in the Wide Bay Health Service District.
  • To maximise the benefits of additional resources to Aboriginal and Torres Strait Islander Health by coordinating new and enhanced service initiatives, and by monitoring and evaluating the impact on Aboriginal and Torres Strait Islander Health.
  • To develop and manage a consultative process to ensure that Aboriginal and Torres Strait Islander people are involved in decision making processes at the community level for planning and delivery of health services to their communities.
  • This position reports to the District Chief Executive Officer.
  • This is an evolving position and the expectation is that after six months the JD will be reviewed by the DCEO and the position holder to ensure the position is meeting the needsand intent of the position

Your key responsibilities

  • Fulfil the accountabilities of this rolein accordance with Queensland Health’s core values, as outlined above.
  • Develop local Aboriginal and Torres Strait Islander policies based on Queensland Health’s Aboriginal and Torres Strait Islander Health Policy.
  • Provide advice and support to operational supervisors of Aboriginal and Torres Strait Islander Health Workers in relation to professional issues identified in the Performance and Development (PAD) process.
  • Facilitate the development of and monitor the implementation of health plans that meet the needs of local Aboriginal and Torrs Strait Islander communities.
  • Provide expert advice and information to the District Chief Executive Officer and senior management staff in relation to National and State strategic policies and plans for Aboriginal and Torres Strait Islander health.
  • Encourage and facilitate the development of intersectorial partnerships to address Aboriginal and Torres Strait Islander health issues.
  • This position has staffing and some budget responsibilities for a number of positions within the Health Services including : Senior Health Worker and cultural support to Aboriginal and Torres Strait Islander Health Workers
  • To develop an maintain networks with range of stake holders within and external to Queensland Health to implement strategies which aim to improve the health and well being of Aboriginal and Torres Strait Islander peoples.

Qualifications/Professional registration/Other requirements

  • Under 25s of the Anti-Discrimination Act 1991 (Qld), it is a genuine occupational requirement for the incumbent to be Indigenous to the Aboriginal or Torres Strait Islander Community.
  • Possession of a Queensland ‘C’ class license.

  • Knowledge of contemporary Aboriginal & Torres Strait Islander health and cultural issues, and relevant policy frameworks.
  • Ability to plan and prioritise to effectively assist in the alignment of services with the overall National and State strategic plans for Aboriginal and Torres Strait Islander Health.
  • Highly effective interpersonal skills, including demonstrated ability to consult and communicate with staff at all levels; and create and maintain effective relationships with community members and organisations.
  • Demonstrated commitment to quality and proactively identify opportunities for improvement, appropriately making suggestions for changes and implementing strategies to manage change within the service.
  • Demonstrated analytical and problem-solving skills.
  • Ability to produce complex documents, including reports and briefs within short timeframes.
  • Ability to actively participate in a working environment which supports quality human resource management practices including employment equity, anti-discrimination, occupational health and safety, and ethical behaviour.

The Wide Bay Health Service District (WBHSD) provides health services to a fast growing regional area. The district covers the coastal stretch from Agnes Waters in the north to Maryborough and Hervey Bay in the South and includes the accompanying rural hinterland. Included in the WBHSD are the Fraser Coast Health Service District (Hervey Bay and Maryborough Hospitals and the Yaralla Place Residential Aged Care Facility) and the Wide Bay Health Service (Bundaberg hospital, the main referral centre with health facilities at Gin Gin, Childers, Biggenden, Eidsvold, Mundubbera, Gayndah, Mt Perry and Monto). The WBHSD serves a population of approximately 184,000 residents.

Across the district, a range of specialty services are provided including acute care, surgical, medical, maternity, mental health rehabilitation and aged care services. Hervey Bay and Bundaberg Hospitals provide care in some major adult specialties and provide support to the surrounding smaller hospitals in the district. The district has a number of Multipurpose Health Services that provide access to integrated health and aged care services to smaller communities.

The district provides a variety of primary and community health services including oral health, child health, school health, health promotion, environmental health, aged care and rehabilitation, aged care facilities, sexual health services and drug and alcohol services. The WBHSD also provides a comprehensive and fully integrated mental health service to residents in both the community and acute care settings.

The Wide Bay District is well known for its relaxed lifestyle, natural beauty and local attractions. Bundaberg is located at the southern tip of the Great Barrier Reef with access to coral islands and scuba diving. Possibly the most famous beach in Bundaberg is Mon Repos. Located 15 kms east of Bundaberg, Mon Repos is known for having the largest concentration of nesting marine turtles on the eastern Australian mainland and is considered one of the two largest loggerhead turtle rookeries in the South Pacific Ocean. For a taste of the Australian bush, Cania George, located in the hinterland west of Monto, is popular for bushwalks and abseiling.

Fraser Coast includes the World-Heritage listed Fraser Island, which has a unique and unspoilt landscape including rainforests with abundant fresh water lakes and crystal clear creeks. From July to November, during their annual migration, Humpback whales take time out in the protected waters of Hervey Bay. The whales perform a variety of behaviours providing a spectacular display for visitors and locals.
