The context of this job

Octavia Housing & Care provides affordable homes in the heart of London. We develop, manage and maintain properties and provide a range of specialist support services to meet the diverse needs of our tenants. Our aim is to provide a service which is professional, personal, effective and caring.

Our support services include care and support for elderly and vulnerable tenants. We aim to enable people to live independently and in comfort for as long as possible. Our schemes offer on-site care for older people and those with dementia and mental health problems.

The purpose of this post

  • To manage the day to day running of the Centre
  • To ensure provision of recreational programmes for the service users.
  • To provide a safe, happy environment whilst meeting individual needs of the users, staff and volunteers.
  • To carry out the operational policies of Octavia Housing and Care and implement any pertinent legislation.

Key tasks

Service Provision

  1. Overall responsibility of service users and their welfare and activities at KDC.
  1. Overall decision making with regard to the activities proposed to enable a full time table of activities for the service users.
  1. To liase between the Centre and self-employed tutors and service providers.
  1. To oversee the well-being of the service users; individual care planning and recording and implementing changes of need.
  1. To liase with other services and link service users to these services and facilitate reviews as required.
  1. To facilitate service users and hold regular meetings of all service users to inform and consult with them, recording all involvement.
  1. To implement and conduct quality assurance reviews and audit same.
  1. To keep abreast of changes in legislation that may affect service users so that up to date advice can be given.

  1. To maintain contact with members who are unable to attend.
  1. Efficient purchase and management of all food requirements, cleaning and office equipment

Health & Safety

  1. To ensure all aspects of the daily running of the Centre comply with the relevant Health and Safety Legislation.
  1. To conduct risk assessments and record same.
  1. To undergo the necessary training and ensure that relevant staff members receive the required training.
  1. To arrange for contractors to attend for minor repairs and maintenance.

Staff & Volunteer Management

  1. To assist recruitment of non-officer grade staff in accordance with OHAC policies and procedures.
  1. To assist in the recruitment of all other grades in liaison with the Officers of OHAC.
  1. To oversee all aspects of the work undertaken by the staff of KDC and to give supervision to all staff.
  1. To oversee recruitment, supervision and training of volunteers.
  1. To hold regular staff and volunteer meetings and record same.
  1. To assist in Risk Assessments of both service users, staff and tasks

Financial Responsibilities

  1. To assist in setting the budget for KDC and to be responsible for the adherence to the budget set, monitoring and reporting to the ACSM.
  1. Overseeing the management of the office and maintenance of the Income & Expenditure ledgers and imprest Petty cash systems.

Organisational

  1. To attend and to prepare written reports for quarterly meetings.
  1. To maintain regular contact with stake holders from the Royal Borough of Kensington & Chelsea.
  1. Preparing reports and audits as required in accordance with the Service agreement.
  2. To network with local groups and organisations to the benefit of KDC.
  1. To undertake training as required.
  1. To undertake any other task as may reasonably be required.

How will the post holder know if they are performing?

A number of performance targets will be planned and agreed each year with the line manager and these will be monitored at regular meetings. Regular feedback will be provided by the line manager and opportunity provided to discuss any problems, personal and team matters and personal development issues.

The post holder will be expected to comply with the Association’s and the department’s policies and procedures at all times. These include, but are not limited to equal opportunities, confidentiality, data protection and health and safety.

Tenant/client involvement is an essential part of all roles within the association and all are expected to support the policies and procedures relating to the involvement of tenants/clients and to contribute to the association’s action plan.

In order to do their job the post holder will be trained and coached in the procedures and policies of the Association. They will be expected to familiarise themselves with the association’s procedures and policies and to seek advice and guidance from the line manager if required.

Essential Criteria
1 / Experience:
  • Staff management in a senior position for at least one year.
  • Worked in voluntary sector or community based organisation.
  • Worked with older people for at least two years.
  • Report writing and presentation
  • Computer literate and ms office.
  • Worked to, and managed a budget.
  • Financially literate/book keeping experience.
  • Networked effectively with other relevant professionals.

2 / Knowledge:
  • A recognised nursing or social work qualification.
  • A recognised qualification in management.
  • Benefits System.
  • Standard setting, quality control and audits.
  • Setting budgets, monitoring, purchasing and keeping within set budgets.
  • Relevant legislation including Food/Hygiene/Safety and the Health and Safety at Work Acts and manual Handling Operations Regulations 1992.
  • A comprehensive understanding of the needs of, and issues relevant to, frail, older people and those with disabilities.
