Production of World Bank Emergency

Response Plan Flash Movie

1.  Background

The Hazard Risk Management (HRM) team of the World Bank is responsible for producing and implementing knowledge products and learning activities concerning hazard risk management issues, including emergency response and preparedness, methodology for conducting damage and needs assessments, risk mitigation, risk transfer and financing, and risk identification. In order to mainstream disaster risk management in all relevant Bank operations, the HRM team aims to raise the level of sectoral expertise in those sectors for ex-ante risk management to prevent losses and to reduce risks through the development of an interactive online learning program for staff.

The team is currently working with OPCS to assist in the dissemination of the World Bank Emergency Response Checklist, which outlines actions to be taken by various Bank actors in the event a client country government submits a formal request for assistance following a major natural disaster. As a basis for comparison, the Salary Review Increase (SRI) interactive Flash movie (http://etools.worldbank.org/sri/) should serve as a rough guide for the design format and movie length.

2.  Overview and Objectives

The World Bank seeks the development of a compelling and interactive web-based Macromedia Flash movie in support of this project. The length, including all segments, should last approximately 5-10 minutes and should be designed to function within the Bank’s learning management system. The Flash movie will address the following:

·  Overview and purpose of emergency preparedness checklist

·  Segments highlighting (i) corporate response (ii) internal organization of Bank response (iii) preparation and Board approval of Bank assistance (iv) effective implementation of Bank-assisted recovery activities

·  Interviews with Country Directors and/or Task Team Leaders who have managed past disaster response efforts, highlighting good practices

·  List of contact information and resources for Bank staff

3.  Scope of Work

The vendor will be provided with instructionally designed content. They shall be responsible for: developing a functional prototype for evaluation and validation; completing full development of the Flash movie; and ensuring the movie is compliant with the Bank’s learning management system. Specifically the vendor will perform the following tasks:

Content Design and Development

  1. Attend an initial kick-off meeting to meet with the subject matter expert(s) (SME) and Learning Support Group (LSG) to discuss the project, validate critical objectives, and to develop a project plan to guide the project through completion.
  2. Identify a single point of contact for the project and establish a mechanism for reporting and monitoring to allow for continuous oversight of the project.
  3. Work with the SME to identify and gather the audio interviews of Country Directors and/or Task Team Leaders (TTLs) and to instructionally design the content to meet the stated requirements. The module should follow the design approach used by the LSG, based upon the experiential learning model as described by David Kolb’s Learning Styles. (Examples will be provided upon award.) This learning model consists of four phases:

  5. Reflection/Observation
  6. Generalization/Conceptualization
  7. Application
  8. Work with the SME and LSG to create three alternative user interface designs. These designs should suggest color schemes, header and footer sections, navigational and menu buttons, as well as representative displays of how information could be presented. The design should provide for consistency while still providing a means for differentiating between them; i.e. a common appearance, but with “branding” for each Flash movie segment. The Bank will then work with the vendor to refine the designs and select a final interface, which will then be developed into the initial prototype. More detailed instructions regarding the development guidelines for learning modules will be provided to the vendor by the Learning Support Group (LSG) upon signing of purchase order.
  9. The vendor will create a fully-functional segment for the first part of the Flash movie as a prototype. This prototype will be used by the Bank to validate and evaluate the design, functionality, and presentation of content. The Bank uses this approach to ensure programs have:

·  An overall design plan and architecture.

·  A consistent look and feel.

·  A common and apparent navigation strategy.

·  Observations from relevant SMEs.

·  Required visuals – flow charts/decision trees/sketches/interactive image maps, Flash movie, etc.

·  A creative use of vector and pixel-based images to amplify or supplement the content, and which reflect the Bank’s cultural diversity.

·  Additional reading resources and links as required by the SME.

  1. Development should be done in such a way as to fully integrate with the learning management system. This integration may include setting completion requirements, tracking use, maintaining progress, etc. The LMS is SCORM 1.2 compliant, and learning content may be delivered in a SCORM 1.2 package. SCORM-compliant content must include a fully structured manifest file identifying all assets used in the learning content.
  2. The vendor will incorporate any changes resulting from the prototype review and, upon approval from the SME, will complete revisions and commence development of the remaining sections of the Flash movie. Completion of the remaining segments will constitute the beta phase of development, which will be validated through a pilot review with the project sponsors, the LSG, and SMEs.
  3. Upon completion of a beta pilot, the vendor will make any necessary final edits and changes.
  4. The vendor will work with the LSG to disseminate the Flash movie in a manner that allows tracking of a participant’s use of the program.
  5. The vendor is expected to perform functional management of the project through the development stages, coordinating and expediting as necessary, to the timely completion of the project.

4.  General Requirements

Working closely with the Bank’s SME Team and the LSG, the vendor must abide by the following general requirements:

  1. All work must be completed as per the Bank’s technical specifications, including compliance with the Bank’s ED4 desktop platform as per Annex A.
  2. The vendor must have the requisite expertise and experience with HTML, Macromedia Flash (Flash MX is the preferred development application) and the TopClass 7.3.2 or similar learning management system. Flash content must be delivered in a Flash 7 format to ensure compatibility with the ED4 desktops.
  3. Content should be designed and developed in a manner to support use in country offices which may share bandwidth access to the Internet. Video and audio elements should be used sparingly, based on sound instructional need, to facilitate access to learning content by country office staff.
  4. An ability to develop the module in compliance with SCORM and AICC standards is desirable although not required. Standards-based content must include fully structured manifest files identifying all assets used in the content.
  5. As the Bank is always interested in delivering products of the highest quality, the vendor is requested to present any suggestions or comments on how to improve the course design as well as the presentation of content through dynamic tools, interactive concept maps, functionality and/or aesthetic touches.
  6. The vendor is not authorized to use any proprietary software for the development process.
  7. The Bank will own copyright for all materials developed or included in the eLearning program.

5.  Project Work-Plan Requirements

The immediate project work-plan requirements are as follows:

  1. Provide a primary point of contact for this project and, if different, a point of contact to respond to technical and instructional design issues as they arise.
  2. Work may not start until the World Bank work order has been issued and signed.
  3. Within 5 business days of receipt of the learning module content, the vendor should be prepared to present the World Bank with any questions about the content or requirements necessary to ensure successful development.
  4. The vendor should establish an online project management page where the Bank may monitor progress and view work under development.
  5. Within 10 business days of the start of the project, the vendor should be prepared to hold a project status meeting to allow the Bank to assess their initial progress (refining storyboards, evaluating interface designs, discussing changes to the prototype) and to make any corrections necessary to allow for further successful development.
  6. The vendor should designate a project representative to attend progress meetings as required with the Bank through the period covered by this TOR.
  7. The vendor should meet all contractually obligated communication requirements as outlined in their contract with the Bank. Regular communications with the Project Manager are included as part of this requirement.
  8. Technical corrections required due to vendor inaccuracy or programming miscalculation will be the responsibility of the vendor.

6.  Remuneration

The World Bank will remunerate the firm upon successful negotiation of the costs and pricing. The duration of the assignment will be from signing of the purchase order through a completion date of June 30, 2006. Payment will be made in four installments, pending satisfactory completion of assignments and receipt of appropriate invoices:

10% / After initial signing of purchase order
30% / Upon completion of the functional prototype
30% / Upon completion of the beta test
30% / Upon completion of project and delivery of all source files and materials related to the project

7.  Deliverables and Timelines

The vendor will present deliverables in a timely manner and as developed for review and testing by the project sponsor and the Learning Support Group. The table below provides estimated delivery dates and times. The HRM team and vendor will review and revise this schedule at the project kick-off meeting.

Upon completion of the project, all source files, materials and codes must be delivered to the Learning Support Group, and will become the property of the World Bank Group. The World Bank will hold copyright of the developed materials. The vendor should ensure that all Bank-provided materials are returned and/or destroyed per the direction of the project sponsor.
