Subject
The Southampton Railroad Station Society is requesting proposals for masonry construction services from qualified masonry contractors, in connection with the renovation of the Southampton Station at 609 2nd Street Pike, Southampton, PA. The Southampton Railroad Station Society will act as architect for this project.

1.0  Intent

The Southampton Railroad Station Society intends to select a Masonry Contractor (GC) to repair the foundation of the station building. The project team consists of Southampton Railroad Station Society Renovation Committee , the Southeastern Pennsylvania Transportation Authority (SEPTA) and Architect, Jim Rose.

2.0 Background


The Southampton passenger station, constructed in 1892, was the work of Theophilus Parsons Chanbler a noted architect of the late 19th Century. The station is a wood frame building with decorative shingles, similar to other stations on the former Reading RR. The design most closely resembles that of the Churchville station, the next stop on the Newtown line. The first floor consisted of a waiting room with benches and a ticket office. The second floor, also two rooms, provided living quarters for the stationmaster.

The upstairs living quarters were used until ca. 1960 by a retired Reading RR employee. The ground floor continued to be used as a waiting room until service on the line was abandoned in the 1980’s. Since then, the building has suffered from vandalism and lack of maintenance. However, a recent inspection, performed by the township’s Historical Advisory Board, code enforcement officials and representatives of SEPTA found the building to be structurally sound.

The Southampton Railroad Station Society was formed in 2006 and soon achieved 501c3 non profit status. Its mission is to completely restore the interior and exterior of the Southampton Station including the grounds surrounding the station.

2.0  Schedule

The SRSS proposes to award the contractor the project October 18, 2012, start construction by November 1, 2012and have the project complete by December 1, 2012

3.0  Scope of Services

The scope of the services of this contract will include but not be limited to that which is defined in Southampton Railroad station Society Owner-Contractor Agreement, & Supplementary Conditions.

Please refer to attached drawing A-1 for the details of repairs to be executed as part of the agreement.

4.0  Proposal Requirements

·  A letter confirming the firm’s understanding of work to be accomplished, the conditions under which the work will be carried out, and the proposed schedule.

·  The firm’s experience regarding similar projects.

·  Comments regarding the proposed project schedule and targeted budget.

·  Detail Breakdown

§  Staffing at each phase, including in-house labor, which would be provided for each construction trade.

6.0 Criteria for Selection

The following criteria will be used to evaluate the submitted proposals:

§  Evidence that the firm and key staff members has successfully completed similar work.

§  Efficiency of the firm in managing projects of the size, as reflected by the percentage of general conditions to the overall construction cost.
