3.Purpose:ToensuretheTransmissionOwnerofa transmissionpathidentifiedin thetabletitled “MajorWECC TransferPaths inthe BulkElectricSystem”(Table) includingassociatedfacilitieshas aTransmissionMaintenanceandInspectionPlan(TMIP);and performs and documentsmaintenance andinspectionactivitiesinaccordancewiththe TMIP.

4.Applicability

4.1 TransmissionOwnersthatmaintainthetransmissionpathsin themostcurrentTable table titled “Major WECC Transfer Paths in the Bulk Electric System” providedby the Western Electricity Coordinating Council. at:

5.EffectiveDate: JThe first day of the first quarter following applicable regulatory approval. uly 1, 2011

B.Requirements

R.1.TEach TransmissionOwnersshallhave a TMIP detailingits their inspectionand maintenancerequirementsthatapplytoalltransmissionfacilitiesnecessaryforSystemOperatingLimitsassociatedwitheach ofthetransmissionpathsidentified inTtable. titled “Major WECC Transfer Paths in the Bulk Electric System.”[Violation Risk Factor: Medium][TimeHorizon:Long-term Planning]

R1.1.TEach TransmissionOwnersshallannuallyreviewtheir TMIPand updateasrequired.

C.Measures

M1. TEach TransmissionOwnerswill shall haveevidence that it annually reviewed and updated its TMIP as required in Requirement R1. a documented TMIP per R.1.

M1.1Transmission Owners shall have evidence they have annually reviewed their TMIP and updated as needed.

M2. TEach ransmissionTransmissionOwnerswill have evidence shall have evidence thatits their TMIP addressestherequiredmaintenancedetails as required in Requirement R2. of R.2.

M3. TEach TransmissionOwnerswill have evidence shall have records thatit they implemented andfollowedits their TMIP asrequired in Requirement R3. R.3. TEvidence may include, but is not limited to:he records shall include:

1.The person or crew responsible for performing the work or inspection,

2.1.Thedate(s)the workorinspectionwasperformed,

3.2.Thetransmissionfacilityonwhichthe workwasperformed, and

4.3.A description oftheinspectionormaintenanceperformed.

TheCompliance Enforcement Authoritymayuse one ormoreofthefollowingmethods toassesscompliance:

-Self-certificationconductedannually

-Spotcheckauditsconductedanytime with 30daysnoticegiven to prepare

-Periodicauditas scheduled bytheCompliance Enforcement Authority

-Investigations

-Othermethods asprovidedforintheComplianceMonitoringEnforcementProgram

TheResetTimeFrameshallbe oneyear.

1.3DataRetention

TheTransmissionOwnersshallkeepevidenceforMeasure M1through M23forthreeyearsplusthecurrentyear,orsincethelastaudit,whicheverislonger.

For Measure M3, in cases where the interval of the maintenance activity is longer than the audit cycle, the Transmission Owner shall keep documentation dating back to the last audit, or dating back to the most recent maintenance activity, whichever is longer.

2.Violation SeverityLevels

2.1.Lower:There shallbea LowerLevelofnon-complianceifanyofthefollowingconditionsexist:

2.1.1TheTMIP does notincludeassociatedFacilitiesforone ofthe PathsidentifiedinAttachment1 FAC-501-WECC-1 as required byR.1butTransmissionOwnersare performingmaintenance andinspectionforthemissingFacilities.

2.1.2TransmissionOwnersdidnotreview theirTMIP annuallyas required byR.1.1.

2.1.3TheTMIPdoesnotincludeonemaintenancecategoryidentifiedinAttachment1FAC-501-WECC-1asrequiredbyR.2butTransmissionOwnersareperformingmaintenanceandinspectionforthe missingmaintenancecategories.

2.1.4TransmissionOwnersdonothavemaintenanceandinspectionrecordsasrequiredbyR.3 buthaveevidencethattheyareimplementingandfollowingtheirTMIP.

2.2.Moderate:Thereshallbe aModerateLevelofnon-complianceifanyofthefollowingconditionsexist:

2.2.1TheTMIP does notincludeassociatedFacilitiesfortwo ofthePathsidentifiedinthe mostcurrentTabletitled“MajorWECCTransferPathsinthe BulkElectricSystem” as required byR.1 andTransmissionOwnersare notperformingmaintenanceandinspectionforthe missingFacilities.

2.2.2TheTMIP does notincludetwo maintenancecategoriesidentifiedin Attachment1 FAC-501-WECC-1 as required byR.2 butTransmissionOwnersareperformingmaintenanceandinspectionforthe missingmaintenancecategories.

2.2.3TransmissionOwnersarenotperformingmaintenanceand inspectionforonemaintenancecategoryidentifiedin Attachment 1 FAC-501-WECC-1 as requiredin R3.

2.3.High:Thereshallbe a High Levelofnon-complianceif anyofthefollowingconditionexists:

2.3.1TheTMIP does notincludeassociated Facilitiesforthree ofthePathsidentified inthe mostcurrentTabletitled“MajorWECCTransferPathsinthe BulkElectricSystem” as required byR.1 andTransmissionOwnersare notperformingmaintenanceandinspectionforthe missingFacilities.

2.3.2TheTMIP does notincludethreemaintenancecategoriesidentifiedin Attachment1FAC-501-WECC-1 as requiredbyR.2 butTransmissionOwnersareperformingmaintenanceandinspectionforthe missingmaintenancecategories.

2.3.3TransmissionOwnersarenotperformingmaintenanceand inspectionfortwomaintenancecategoriesidentified inAttachment1 FAC-501-WECC-1 as required inR3.

2.4.Severe:Thereshallbe a SevereLevelofnon-complianceif anyofthefollowingconditionexists:

2.4.1TheTMIP does notincludeassociatedFacilitiesformorethanthreeofthePathsidentified inthemostcurrentTabletitled“MajorWECC TransferPathsintheBulkElectricSystem” asrequired byR.1 andTransmissionOwnersarenotperformingmaintenanceandinspectionforthe missingFacilities.

2.4.2TheTMIP does notexistordoes notinclude morethanthreemaintenancecategoriesidentifiedin Attachment1 FAC-501-WECC-1 as required byR.2butTransmissionOwnersareperformingmaintenanceandinspectionforthemissingmaintenancecategories.

2.4.3TransmissionOwnersarenotperformingmaintenanceand inspectionfor morethantwomaintenancecategoriesidentifiedinAttachment1FAC-501-WECC-1 asrequired in R3.
