Rwanda Development Board (RDB) is pleased to invite all interested and experienced individual consultant both national and international to submit the expression of interest for the consultancy services shown below:

- design of the office entrance and reception area, a coffee shop (cafeteria ) on the ground floor and a canteen on sixth floor;

- supervision of construction works of the above designs

Participation is open on equal conditions to all national and international experienced individual consultants.

Interested consultants must provide all information related to their experience and qualifications which will be verified based on national procedures governing the public procurement.

Interested consultants can obtain the terms of references at the RDB headquarters as shown at the address below (during working hours from 7:30 am to 5:00 pm) or download it from dg market website (www.market.gov.rw).

TERMS OF REFERENCES FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO DESIGN AND SUPERVISE THE PERGOLA CAFÉ (CAFETERIA AT THE GROUND FLOOR) AND THE CANTEEN (AT THE SIXTH FLOOR)

1. BACKGROUND

1.1. 1.2. Rwanda Development Board seeks to hire well experienced Individual consultant in architectural and building design, to provide technical expertise on the following areas:

 Design of office entrance and reception area, coffee area on the ground floor cafeteria and high end canteen on sixth floor,

 Supervision of construction works

2. THE OBJECTIVE OF THE ASSIGNMENT

The Objective of the assignment is to make an architectural and technical design and quality assurance (contract supervision) for the above mentioned assignments.

3. SCOPE OF WORK

In order to meet the overall objective of the assignment, the consultant(s) will require a deep comprehension of RDB standards on overall outlook branding, furniture design and its specifications.

3.1 Part one: Architectural and technical Design of cafeteria and canteen.

 The consultant will make architectural and technical design and prepare technical specifications for proposed materials

 Prepare technical specifications for furniture, panels, electrical and LAN cabling (where necessary) for the canteen and the cafeteria

 Elaborate the Bill of quantities for all components; Ground floor cafeteria and sixth floor canteen works;

 Make all architectural and execution drawings for execution, electrical and LAN cabling

 Propose and recommend the materials to be used,

Recommend the execution period and other special conditions of contract taking into consideration of the needs of the Client.

 Prepare a tender document for execution works (Using RPPA Standard Bidding Documents),

Guidelines for design and materials specifications:

Ground floor cafeteria:

- It should provide a space for lounge;

- It should create a vibrant and welcoming atmosphere by using recommended materials;

- The design should allow the maximization of the usage space;

- The panels to be used have to serve as media for exhibition of Rwanda arts;

- The designer should take reference to the existing design for RDB partitioning, LAN and electrical cabling (the design will be availed before commencement of the assignment).

- The site visit is recommended to all interested consultants

Sixth floor canteen

- Dual pitched roof shall be made of terracotta tiles or equivalent materials

- Design a sitting arrangement designated to have umbrella shade;

- The open areas have to be raised on a deck affording a better view without obstruction from the balustrade;

- The existing glass doors separating the lift lobby from the terrace are to be removed

- The site visit is recommended to all interested consultants

- The designer should take reference to the existing design for RDB partitioning, LAN and electrical cabling ( the design will be availed before commencement of the assignment)

3.2 Part two: Supervision works

 In collaboration with the RDB project manager, the consultant will carry out the supervision of construction works to ensure work is done as per terms and specifications.

 Approve the supplied materials based on approved technical specifications;

 Confirm work done and approve invoices of the contractor after review of the work;

 Represent the Client (RDB) in onsite meetings;

 Advise the client on any technical changes during execution and seek approval before implementation.

4. OUTPUTS/DELIVERABLES/REPORTS

The following outputs will be delivered in both soft and hard copies (three (03) hard bound copies) by the Consultant:

Part One

• Draft report summarizing technical specifications, bill of quantities, and special conditions of contract. The report must show clearly:

o The nature of materials;

o Technical specifications of materials;

o Bill of quantities;

o Implementation schedule for supply and installation works.

• A Final Report incorporating a feedback from RDB;

• A Complete tender document (soft and hard copy).

Part Two

• Bi-weekly progress reports summarizing the works done. The report must show clearly:

o The materials supplied, works completed and ongoing activities;

o Problems encountered during construction works and solutions taken;

o Progress of contract execution;

o Approvals on invoice payments;

o Cash flow and payment status

o Financial status report.

• Preparation of site meetings and reception of works (handover);

• Handover report;

• Final report summarizing the works executed.

5. COMPETENCES AND QUALIFICATIONS

The consultant shall be an architect or a civil engineer with experience in building design and interior design; with 10 years of experience in architectural building design and interior design with at least 4 completed projects, with proof of them.

Note: the CVs (detailing similar works completed successfully) and copy of degree and certificates must be provided.

6. Duration of the assignment:

The contract duration is 30 days for the part one and 60 days for the part two.

7. REPORTING ARRANGEMENTS

The Consultant will be hired based on a lump-sum for part one and time based contract respectively for part two of the assignment. During the course of the assignment, the Consultant will report to the Chief Financial Officer and work closely with the project coordinator and manager of finance and administration.

8. SUBMISSION OF EXPRESSIONS OF INTEREST
