JOB TITLE: Director Child Rights Governance
TEAM/PROGRAMME: Programme Development and Quality / LOCATION: Dhaka, Bangladesh
GRADE: TBC / POST TYPE: Fixed Term (Two Years)

ROLE PURPOSE: This position has two main roles (1) to provide an overall management, technical support and guidance in the development of Save the Children’s CRG programme (2) to ensure that Save the Children delivers the current Child Rights Governance (CRG) grants (EU-LINK, Danida, SIDA, Swiss Development Corporation) effectively, on time and within budget.

KEY AREAS OF ACCOUNTABILITY:
Programme Development
·  Overseeing the design and approval of a high quality CRG strategy in line with the objectives of the country strategy.
·  Developing funding strategies and grant proposals to ensure adequate resources are secured for programme activities from both grants and the private funds of SCI members. This will include continuously identifying strategic leads and concepts, which can be designed into programs/projects that contribute to the overall strategy of the country programme.
·  Work closely with the other relevant team members in implementing all aspects of the CRG projects in both emergencies and longer term programming contexts, as well as the Save the Children Global Initiative Coordinator to achieve SCI Global Challenge for CRG objectives under access, quality, protection and financing in CRG.
Programme Quality
·  Mobilize internal and external capacity building opportunities and resources to ensure technical knowledge management within the CRG team and provision of high quality technical assistance to programme implementation team.
·  Ensure relevant capacity building opportunities for CRG implementation team. This may include facilitation of workshops or the arrangement of external facilitators to visit the field. Help conduct good quality CRG workshops and ensure that important issues arising from all workshops are documented and reflected and addressed within the project and in new proposals to donors.
·  Apply a risk lens to programme design and implementation in line with the Save the Children policy on Disaster Risk Reduction
·  Initiate program learning across all CRG projects with a focus on identifying best practices; creating evidence for advocacy; and promoting coherence among all CRG programmes and cross sectoral linkages.
·  Assist in the development of Design, Monitoring and Evaluation tools and methods and establish an effective M&E system and guide implementation team to use these tools and methods.
·  Build the capacity of the CRG team to ensure that they support implementation team to make informed management decisions using M&E data to maximize use of resources for positive and sustainable outcomes for children.
·  Lead in the development of a planning cycle for the CRG project, including annual, quarterly and monthly planning as well as the follow-up of monthly work plans. Review project reports and ensure timely reports to donors and headquarters.
Child Rights Governance Grants
·  Support to relevant staff members of Save the Children and partners to implement these programmes (EU-LINK, Danida, SIDA, Swiss Development Corporation) Ensuring that Save the Children complies with donor requirements at all levels of the projects.
·  Ensuring that there is an effective system for monitoring and data collection and analysis. This includes development of necessary monitoring tools and orientation and capacity building of staff and partners.
·  Build the capacity of staff and partners in project management, policy work and CRG advocacy.
·  Develop new proposals for funding and projects to expand the current projects and ensure diversification and quality of CRG programme.
·  Develop and implement strategies to promote inclusive CRG practice in CRG service provision in the project area.
·  Ensure meaningful participation of children and community in all aspects of the CRG projects.
·  Representing these projects both internally and externally.
·  Ensuring the effective control of financial and other resources.
·  Respond as necessary to emerging emergency situations to provide emergency CRG in line with international standards.

QUALIFICATIONS AND EXPERIENCE:
·  A commitment to children’s rights and an ability to provide leadership in this area.
·  Significant demonstrated experience in providing high quality technical advice in CRG programmes for children
·  Experience in managing significant grants, preferably CRG related ones.
·  Experience in working with complex institutional grants
·  Experience of working effectively with partner organisations.
·  Excellent donor relations.
·  Demonstrable competence in training, monitoring and evaluation, policy review and formulation, proposal and report writing.
·  Experience of community participation, ownership and empowerment.
·  More than 10 years experience based in a developing country with responsibility for the development, implementation and/ or technical support of development programmes.
·  Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
·  Masters degree in Social Sciences, in the area of CRG or related field.
·  Experience in remote monitoring and evaluation.
·  High level of integrity.
·  Resource Management, Training and capacity building, Coaching / Mentoring Skills.
·  Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
·  Fluency in written and spoken English.
