RECOMMENDATION:
That the City Council, by Resolution, declare Lincoln Avenue from the easterly city limit to Rio Vista Street to be county highway for the purposes of design, right-of-way acquisition and construction.
DISCUSSION:
The County of Orange and City of Anaheim have identified a need to widen and improve the Lincoln Avenue Bridge over the Santa Ana River at the border of Anaheim and Orange. The County approached both cities to participate in widening Lincoln Avenue in each respective jurisdiction. Currently, Lincoln Avenue from Rio Vista Street to Riverbend Parkway is a four-lane undivided highway with an Average Daily Traffic of 29,000 vehicles per day having segments with missing sidewalks and less than adequate width for bike lanes. The project will provide for a six-lane primary arterial with sidewalks and striped bike lanes, improving pedestrian and bicycle connectivity to the Anaheim Coves Trail and the Santa Ana River Trail.
On March 26, 2013, the City Council had approved a Cooperative Agreement with the County of Orange, which was fully executed by the County of Orange on May 21, 2013, for the purposes of funding and constructing the Lincoln Avenue bridge widening over the Santa Ana River and other improvements from Rio Vista Street to Riverbend Parkway. This partnership with the County of Orange will allow Anaheim to widen this Major Arterial with fixed financial risk distributed over a period of time as to not significantly impact the current Capital Improvement Program annual budget. The resolution stipulates that Lincoln Avenue from approximately pier #3 and roadways west of Santa Ana River from the bridge to Rio Vista Street, to be county highway for the purposes of design, right-of-way acquisition and construction during the construction of roadway improvements along Lincoln Avenue.
IMPACT ON BUDGET:
While there is no budgetary impact associated with this action, restricted transportation funds are budgeted in the Public Works FY 2012/13 Capital Improvement Program to fund the construction of the project.
