In the table below please outline recommendations for each candidate site and outline any known issues that you believe may hinder development of the site and any other comments you may wish to make.
When outlining recommendations please mark each site green, orange or red as follows:
Red: You recommend that this site doesn’t proceed.
Orange:The site should proceed but with mitigation / limitations / conditions.
Green:You have no objections to this site being put forward for consideration as an allocation in the forthcoming LDP.
The Town Council would like to see development in the town centre as a priority.
Following feedback from the community and a subsequent leaflet drop to every household we are submitting all the comments received in full for consideration by the LDP Team and these are attached. These are summarised below -

179 comments have been received in respect of Norton and of these
25 comments are in support of development on Site 84
127 comments are opposing development on Site 84, including 125 in the form of a petition
16 comments are in support of Site 688

6 comments are against development in Norton altogether and are not site specific
Because some comments overlap these numbers are not definitive
We would also like to draw your attention to the following issues that have been raised about developments in Norton
concern over the capacity of the existing sewerage system
concern over increased usage of the B4355 running the centre of the village
concern that there are insufficient facilities and amenities in the village
concern that there is an inadequate public transport service
concern that site 84 may be a foraging area for bats

Consideration also needs to be given to ensuring adequate sewerage/water facilities are available in this area as this has been a problem in the past.
10 / Land off Knighton Road, Presteigne / Residential / The Western end of the Town is still relatively unaffected by development and includes the town amenity land known as Went’s Meadow which currently has open views on its west face. Development would spoil this aspect of the amenity land to the detriment of all in the community. This site is therefore not a Town Council priority for development.
97 / Land at BroadaxeBusinessPark, Presteigne / General employment / The Town Council would have expected a further area (as shown on the attached plan) to be marked.
414 / Land to East of Kings Court, Presteigne / Residential (Possibly)/Retail (Possibly) / The Town Council supports residential development here as the land is flat and new residential developments already exist in this area although development in the town centre is the priority.
759 / Kaye Presteigne Premises, off Lugg View, Presteigne / Mixed Use ( Residential / Retail / Care Home ) / The Town Council considers this to be the best site for development in Presteigne but can make no further comment in the absence of an actual proposal.It is understood that the development will be mixed in nature and include housing.
782 / Land adjoining Broadaxe and Presteigne By Pass / Residential / Employment / 2 sites shown. and are marked on the attached plan.

871 / Presteigne Mill, Leominster Road, Presteigne / Residential/Retail / The site is too far from the centre of town to be suitable for a supermarket
872 / The Targets, Broadaxe Lane, Presteigne / Unknown / Access is poor and the site is outside the present development area
879 / PresteignePrimary School, Presteigne / Residential / The Town Council does not believe that the School should be moved from the present site but if this should happen it would prefer residential development on the site to any other type.
883 / JohnBeddoesSchool, Broadaxe, Presteigne / Undecided / Residential / Community facility / The Town Council does not believe that the School should be moved from the present site. It is understood that covenants on the playing field site prevent development/building.
1008 / Withybeds, Upper and Lower Went's Meadow / Open space / The site should be retained for open space
84 / Land to West of The Gables, Norton, Presteigne / Residential/Open Space/Community Hall / The proposal by the developer for the transfer of a site for community use is noted. Any land transfer would require full Town Council approval at the appropriate time.
174 / Plot 1, South of Orchards End, Norton / Residential / Possible access issues
175 / Plot 2, North of Orchards End, Norton / Residential
688 / Land south Will's View, Norton / Residential / The Town Council would prefer to first see development within the village as this site would be 'ribbon' development'.
Additionally, please indicate how these site recommendations/comments have been decided upon. For example – through your planning committee/as an agenda item at a regular meeting/through a specific local public meeting or event, via targeted consultation etc.
The comments/recommendations were decided at the Town Council meeting held on 17th April, 2013 and supported by the local housing survey carried out in January2011 by the Town Council with the assistance of Susie Abson, Rural Housing Enabler.
They were further refined at the meeting on 19th June following a household survey in early June 2013. Copies of the responses to this survey will be submitted in full as discussed with Mr. Peter Morris.
NOTE BECAUSE OF THE CONFUSION CAUSED BY THE COLOUR CODING SYSTEM THE TOWN COUNCIL HAS DECIDED TO REMOVE ALL THE COLOUR CODING FROM THE SITES
