Re: Application to designate a Neighbourhood Plan area for Tiverton and Halberton Parishes.

Willand Parish Council has discussed your letter on this subject dated the 15th May 2015.

It would point out that it has no record or recollection of being consulted originally as part of the initial invitation referred to by Tiverton Town Council. It is understood that this invitation was limited to Parishes adjoining the Tiverton Boundary only.

Willand Parish Council support the application in principal in the light of the development within Tiverton toward Halberton as this will have an adverse effect on traffic flows in Halberton and indirectly will have an adverse effect on Willand parishioners travelling to Tiverton. There is also a need to manage development in close proximity to the Grand Western Canal.

There are concerns with the boundary of the proposed Neighbourhood Area where the Halberton Parish Boundary is to the East of the M5. There is a history of trying to have this boundary reviewed on practical grounds as residents living in this area use the facilities of Willand and Uffculme rather than Halberton. Willand Settlement Area includes part of Halberton Parish and business developments on nearby farms are already adversely affecting MDDC Local Plan provision. There would be extreme concerns if the proposed plan set out proposals for further development in this particular area of Halberton parish. There would be a preference to have a Parish Boundary review in this area or else remove this section of Halberton Parish to the East of the M5 from the boundary area of the proposed Neighbourhood Plan area.
