Hall Bars- Guidance on Discipline Framework

Purpose

The purpose of this document is to outline sanctions that may be imposed by the bars as a result of breaches of conduct as outlined in Regulation 20 of the University.

Rationale

The Hall bars, part of the Estates and Development Directorate, Residential and Commercial Services (E&D- RCS), do not encounter many breaches of discipline. In most instances they may be minor and only require a warning to individuals about their behaviour. The matrix below is designed to give guidance regarding the kinds of sanctions that may be imposed by the bars for the outlined breaches of conduct, alongside the penalties they may incur from the University.

A record of any instances of refused service, or incidents that occur that may require an individual to be asked to leave, or where they are subsequently barred, are all recorded at the venue. Where individuals are barred this is assessed on a case by case basis as to the length of the ban. Serious or repeated breaches of this regulation would result in the matter being escalated to the Student Conduct Team to investigate under regulation 20, or to the Police for investigation if the offence is deemed to be serious enough.

Offences that would be considered to be referred direct to the Student Conduct Office are as follows:

Serious Altercations;

Assault;

Possession, use or supply of illegal substances;

Malicious Fire Alarm Activation;

Possession of firearm/weapon

The designated premises supervisor (DPS) of the venue retains their right to barr individuals for their behaviour irrespective of whether their case goes to a student conduct hearing or not. However, the DPS may review their decision following the outcome of any hearings. The DPS will support and enforce campus exclusions imposed by the Vice-Chancellor.

Information Sharing

Following consultation with the Student Conduct and Governance teams it is agreed that information will be shared to other relevant stakeholders i.e. KSU & KPA by the Student Conduct Team in instances where serious discipline offences have been referred to them by the Campus Bars. This is intended to allow all licensed premises on Campus to make an informed decision in-line with their own policies in order to manage the security and enjoyment of their premises for all users.

Welfare & Support Services

There are support services provided by the University for both students (SSDS department and staff (Department of Occupational Health and Safety There is also additional support services made available to students by Keele SU (Advice & Support at Keele These services can assist with some of the following as examples;

  • Critical Incident Support
  • Counselling & Mental Health
  • Money & Advice

If you feel that you, a member of staff, or student areaffected by their current circumstances or would benefit from further support then please discuss this with your line manager or, if appropriate, signpost the individual to the above services via the links provided.
