Tour de France Cultural Festival 2014

Artistic Commissions

Application Guidelines and Criteria

January 2014

Sheffield Culture Consortium and Sheffield City Council are inviting applications from arts, cultural and community organisations to develop and deliver an inspiring range of cultural activities as part of Sheffield’s contribution to theTour de France Cultural Festival 2014.

Introduction

The Tour de France Grand Depart

The Grand Depart is the opening three days of the Tour de France bike race, the largest annual sporting event in the world. Sheffield is the destination of Day Two – Sunday 6th July 2014 - with the route running from Midhopestones to High Bradfield, Worral, Oughtibridge, Grenoside, Shiregreen, Burngreave, Attercliffe, Wincobank and the Lower Don Valley.

The Cultural Festival

For the first time, a Cultural Festival will be run prior to and alongside the Grand Depart. The festival will run in Yorkshire over 100 days from March 27th to July 6th.

All community events and cultural activities can apply to be listed as part of the Cultural Festival ‘Sportive programme’, which gives official promotion to your event:

A number of largefestival commissions have been selected by Welcome to Yorkshire and will be supported by Arts Council England and Local Authority funding. This programme of events will be announced during January 2014.

In Sheffield, we will complement the Festival with a vibrant programme of community-based arts and cultural activities.

The programme has 2 strands:

  • Activity focussed along the route during the weekend of 5th/6thJuly 2014
  • Activities that take place in the city centre as part of the festival launch on the 27th– 30thMarch.

Where will the commissions take place?

The commissioned activity should be delivered at the following gathering points or Community Hubs along the Grand Depart route:

  • Coronation Park, Oughtibridge
  • Grenoside Park
  • Abbeyfield Park
  • Wincobank Common
  • City Centre

There will be an additional Spectator Hub at Don Valley Bowl, which is not eligible for this funding.

What sorts of things might we fund?

This funding will support cultural and artistic activity that showcases the skills and creativity of Sheffield people and that is interesting and fun to see and take part in, and that creates a lively carnival atmosphere during the Tour de France. Examples might include:

  • Street parties
  • Route dressing, flags, creative bunting.
  • Music, dance, singing or drama performance
  • Images, wording or planting that is visible from the air and can be filmed by the Tour’s 9 helicopters for international TV.
  • Temporary sculpture or artwork.
  • Creating an artwork which lots of people at a Spectator Hub can help to make.
  • Bicycle pageants.
  • Anything else you may think of!

Your idea should fit in with the overall Festival themes of:

  • True Grit – creative expressions of physical skill and courage.
  • Yorkshire ‘en fete’ – creative transformations of Yorkshire’s culture, heritage and landscape; creative celebrations of the bicycle and its green credentials.
  • World-class Sheffield /Yorkshire

Most of all your project idea should be fun, visible, accessible and inclusive!

Who can apply, and how much can I apply for?

Applications are welcome from community groups, arts organisations, schools and artists based in Sheffield. Schools can apply for funding if the activity is to take place at one of the Community Hubs on 5th or 6th July. You will need your own bank account or business account.

You can apply for between £100 and £2000.

Where is this money coming from?

The commissions are funded by Arts Council England, as a result of a successful bid from the Sheffield Culture Consortium;from local businesses and from the City Council’s small cultural budget. The total fund is worth £50,000;while we welcome all relevant applications, we are unlikely to be able to fund all the ideas we receive and will have to make some tough decisions!
