Community Services Advisory Board: September 2008 Community Investment Hosting Grant Recommendations
Recommendation:That Community Services Committee recommend to Council:
That the 2008 City of Edmonton Community Investment Hosting Grant Award recommendations as outlined in Attachment 1 of the Community Services Advisory Board report 2008CAAB06 in the amount of $19,937 be approved.
Report Summary
The recommendations in this report provide for the awarding of Hosting Grants to organizations that submitted applications for the September 2, 2008, deadline of the 2008 Community Investment Hosting Grant.
Report
· The formula used to generate the grant recommendations was approved at the February 27, 2008. Community Services Advisory Board (CSAB) meeting, in accordance with Bylaw 14157 and Policy C211F. This formula is provided in Attachment 2.
· Nine organizations requested funding for ten events in the September 2008, round of grants.
· The Hosting program provides support for events hosted by not-for-profit organizations within the City of Edmonton based upon two categories, Amateur Sport and Multicultural/Recreation.
· The recommendation is to fund eight events, two in the Multicultural category, and six in the Amateur Sport category for a total grant award of $19,937.
· Two events do not meet the eligibility criteria for the Hosting Grant program and are not recommended for funding.
· The deadline for appeals was October 7, 2008. No appeals were received.

Justification of RecommendationThe 2008 Community Investment Hosting Grant recommendations are in accordance with Bylaw 14157, Community Investment Grant Bylaw and Policy C211F, Community Investment Grants to Organizations and Individuals. Attachment 3 provides an overview of each applicant’s request, eligibility and recommendation.

Formulation of Recommendations for 2008 Community Investment Hosting Grants
1. Each application was reviewed for eligibility in accordance with Bylaw 14157 Community Investment Grant Bylaw and City Policy C211F Community Investment Grants to Organizations and Individuals.
2. Grant award recommendations were based on the following program priorities:
· Level of event, i.e. International, National, Western Canadian, Provincial,
· Number of Participants,
· Number of days the event is taking place,
· Amount of eligible expenditures,
· Volunteer Support for the Event
· City of Edmonton recognition potential,
· Endorsement from the appropriate governing body
3. Community Investment Hosting recommendations are consistent with previous year’s recommendations for “like” events (i.e. similar expenditures, numbers of participants, number of days, adult/youth, level of event, etc.). In general the following formula was used to generate the grant recommendations:

RECOMMENDATION: That the 2008 Community Investment Hosting Grant request from the Alberta Bicycle Association be denied.
JUSTIFICATION: The event being put forward for consideration, the Jim Horner UCI Cyclo-Cross Grand Prix, Oct 12, 2008 does not meet the event eligibility criteria as outlined in Policy C211F. An eligible event under the Recreation/Amateur Sport Category states that the event must determine a champion for that respective level of competition. The Jim Horner UCI Cyclo-Cross Grand Prix, Oct 12, 2008 is one of many competitions which make up series of events. Participation in numerous races within the series results in the culmination of points achieved in which an eventual “Cup Champion” is declared. In review of the international sport governing body’s website: UCI (International Cycling Union), the schedule of activities includes a distinct World Championship race. Therefore the application for this event is not eligible.

JUSTIFICATION: The event being put forward for consideration, the Miele Alberta Cup Technical Races, Dec. 17 – 20, 2008 does not meet the event eligibility criteria as outlined in Policy C211F. An eligible event under the Recreation/Amateur Sport Category states that the event must determine a champion for that respective level of competition. The Miele Alberta Cup Technical Races, Dec. 17 – 20, 2008 is one of many events that make up series of events. Participation in numerous races within the series results in the culmination of points achieved in which an eventual “Cup Champion” is declared. In review of the provincial sport governing body’s website: Alberta Alpine Skiing Association, the schedule of activities includes a distinct National Championship race, and therefore the application of this event is one of many that make up a “regular seasons” schedule.
