Cllr Hallam gave her apologies and council RESOLVED to accept them. PCSO Bennett sent her apologies.
144.15 DECLARATIONS OF INTEREST
Cllr Field declared an interest in item11 as he deals with most of the companies tendering for the contract professionally. Cllr Webb declared an interest in item 10 as he is a Church Warden for Gedney Church.

The Clerks notes from the meeting held on July 14th were taken as read and accepted as minutes.
146.15 POLICE MATTERS
PCSO Bennet sent a report in her absence:
Suspicious Circumstances – Silver van seen with 2 men on board trying to sell generators Clarks Hill, Gedney
Burglary – Attempted shed break Church Street Dawsmere
Parking Issues – The Paddocks, Gedney – due to the layout of the road no cars are to park on the road stated in all house deeds. There are passing points only – Residents have been told to contact highways reference white solid lines, single or double yellow lines to prevent cars parking in the passing points on the road. Also residents have been asked to approach the parish council to see if they can assist with anything. Local NPT aware and advised residents to keep reporting should a car be causing obstruction as Community beat managers and police officers only can issue parking tickets for obstruction, PCSO’S cannot issues parking tickets anymore.

148.15 QUESTIONS ON DISTRICT COUNCILLORS REPORT
No report for this meeting.
Council requested Cllr Reynolds to request that SHDC Planning Dept arrange for the Clerk to have internet access to all planning replies.
149.15 CLERKS REPORT
All correspondence has been dealt with from the July meeting.
Work on the Turkey Oak at Dawsmere Cemetery has now been completed.
All grass tenders have been received.
The Audit has been returned from Grant Thornton and will be displayed on the notice board in Gedney Dyke and is on the web site.
The ROSPA inspection at WMP took place this morning (report to follow).
150.15 REPORT TO COUNCIL FROM OUTSIDE BODIES
Cllr Hutchison gave Council the SHVCS figures and informed them that unfortunately as the Gedney drivers were being used for other Parishes they do not give a true picture of Gedneys usage. Also the service were looking into new avenues for funding in a quest not to increase the parish precepts set each year to partake in the scheme.

152.15 TO RESOLVE ON 2016 GRANT ALLOCATION
Two applications were received for a grant, one for Gedney Church and one for Gedney Dyke Village Hall towards Maintenance. Council proposed to agree these requests and budget for them in November for allocation next financial year, this was seconded and RESOLVED
153.15 TO RESOLVE ON GRASS MAINTENANCE CONTRACT
Cllr Field took no part in this item or the vote.
Five tenders were opened, one was rejected as no Insurance certificate had been enclosed and a second was rejected as it did not quote for mole control. Of the three remaining tenders it was proposed to accept Hollyoaks Landscapes, this was seconded and RESOLVED
Cllr Webb abstained.
154.15 TO FORM WORKING PARTIES
A number of suggestions were put forward and discussed. It was proposed to form a working party to draft a set of Standing Orders specifically for Gedney Council using NALC model Standing Orders as a guide, this was seconded and RESLOVED. Party to consist of Cllrs A Parks, I Field and L Smeaton.
Other parties to be formed as and when needed.

156.15 TO DISCUSS PLAY/OPEN AREAS
a. To Resolve on quotations for remainder of tree work.
It was proposed to accept James Chadwicks quotations to :
Remove self-sown hawthorn hedge from QMNR
Fell diseased Chestnut Tree and replace with new at QMNR ( on hold pending visit from SHDC Tree preservation officer)
Cut low crowns to 2.1 m WMP
This was seconded and RESOLVED.
This completes all work from the Tree Survey 2015.

24. / .a. It was proposed to position Dog walking signs at both entry gates and arrows along walk way to end and on return, this was seconded and RESOLVED. Cllr Field to position when signs delivered.
b. Quotations & reports for the flower meadow were discussed and it was proposed to contact Lubbelisse for quotation and time scale of work they advise, this was seconded and RESOLVED.
c. The Tree Preservation Order was discussed at length, Council RESOLVED not to submit an objection and to arrange a meeting with SHDC Tree Preservation officer at QMNR to discuss future maintenance.

Two quotations have been received and two are outstanding, item deferred to next meeting.

Inspections show Cemetery looking good and no problems
Clerk informed Council she will shortly be sending items to working party for proof reading.

Clerk reported closure of B1359 from 22/10/15 to 8/11/15.
162.15 TO RESOLVE ON LOCATION OF FUTURE MEETINGS
It was reported to Council that GDE Village hall now required a member of the Council to collect the keys to the hall and open up for meetings, the lock up afterwards and return the keys.
This was discussed at length and a proposal made that GDE Village Hall Committee be requested to continue unlocking and locking up the hall for the Councils use, this was seconded and RESOLVED.
A second proposal that if this was not agreed, the Council would hold all meetings other than The Parish Meeting and March Council meeting at Gedney Dyke Village hall was RESOLVED.

164.15 To Resolve on whether the council should move into closed session for
discussion of the following agenda items, on the grounds of confidentiality.
This was proposed, seconded and RESOLVED
165.15 ALLOTMENTS
a. Applications for 1 acre allotment at Green Dyke.
Two applications had been received. Council RESOLVED to award the tenancy to Tara Palmer.
Cllr Webb abstained
Clerk to write to the unsuccessful applicant to discuss possibility of a second option.
b. Update on Marker posts at Gedney Common
These have now been completed.
c. Update on Bellamys Land
The return for land to LCC is due for completing in October.
c. Inspection report
Council read the inspection report carried out in August.
Most of the land had a good clean crop, only one contained large amounts of weed, Clerk to write to tenant.
