Minutes of Regular Meeting

July 9, 2008


1)  Call to Order –Chairman Cunningham called the meeting to order at 7:03 p.m.

2)  Public Input – No public input.

3)  Old Business

a)  Approval of minutes from Regular Meeting of June 11, 2008

MOTION: To approve the minutes for the Regular Meeting on June 11, 2008.

George Hall Seconded by Edward Lanati Motion passed unanimously

b)  Review proposed Child Safe Zone ordinance – discussed document and indicated it is enforceable as is. The attorney has seen the document. The document is a draft.

c)  Review 2008 and 2009 budgets – Reviewed budgets.

d)  Review Mutual Police Assistance Compact – discussed document.

MOTION: To accept Mutual Police Assistance Compact as written in present form.

e)  Discuss proposed Teletrack staffing schedule changes – Teletrack staff is requesting decrease in support from Windsor Locks Police Department due to change in business needs.

MOTION: To approve the hours at Teletrack as shown in memo from Captain Chet DeGray to Chief John Suchocki.

4)  Chief’s Report -

6/12 Met with Town attorney regarding pending litigation.

6/13 Attended DARE graduation at South Street School.

6/14 Report of a carjacking on Denslow Street; party apprehended on route #75.

6/15 School bus accident at South Main and South; no injuries.

6/17 Parties apprehended after breaking into a vehicle at 383 South Center.

6/17 Met with representatives of Autotote Enterprises.

6/18 Party apprehended stealing gasoline on Choice Road.

6/19 Attended Labor board hearing regarding grievance.

6/25 Held Staff meeting with supervisors.

7/2 Met with State of Connecticut representatives regarding prohibitive practice.

7/3 Met with Labor Board regarding grievance.

7/9 Met with Town attorney regarding ongoing litigation.

The Police Commissioners indicated that this is a good start to providing more detail on reports.

5)  Correspondence

From Neil Quagliaroli, Windsor Locks to Chief Suchocki – Thank you to Chief Suchocki, Rick Rachele and other assisting officers for quick response to robbery at 59 King Spring Road.

From John T. Suchocki, Jr., Chief of Police, Windsor Locks to Chief Ingvertsen, Simsbury Police Department - Thank you to the North Central Municipal Regional Emergency Services Scuba Team for their quick response, participation, and teamwork regarding the home invasion on June 5th.

From Dr. Dennis Gragnolati, Principal at South Street School – Program from D.A.R.E. Graduation Ceremony on June 13th forwarded to Windsor Locks Police Department. Thank you to Officer Joe Oliveira for being the D.A.R.E. Officer. Graduates have received lessons that will last them a lifetime.

From Edward Banasiak, Windsor Locks to Chief Suchocki – Commend Officers for their dedication and professionalism.

6)  New Business

a)  Discuss guidelines for missing person investigation and acceptance of reports

MOTION: To accept general guidelines for handling missing persons investigations and acceptance of reports as published by “Police Officer Standards and Training Council” into the Windsor Locks Police Department Policies and Procedures.

7) Executive Session

a)  Discuss personnel issues.

MOTION: To enter into executive session at 7:48 pm to discuss personnel issues. The Chief and Captain were asked to remain for their expertise.

b)  Discuss the retirement of Sergeant Richard Post – Discussion followed on the request of Sergeant Richard Post to resign for the purpose of retirement.

MOTION: To add to the agenda the retirement of Sergeant Richard Post.

Motion carried unanimously

MOTION: To accept the request of Sergeant Richard Post with regret and gratitude for many years of faithful service.

c)  Discuss the North Central Non-Emergency Interagency Agreement – the commission decided to approve the agreement.

MOTION: To add to the agenda the North Central Non-Emergency Interagency Agreement.
