The 2014 ASB Crime & Policing Act revolutionised the way agencies are able to respond and address anti-social behaviour and criminal activity. The Act empowers ASB Practitioners and enforcement agencies by providing tools, guidance and the flexibility to be innovative.
In particular the powers associated with Premises Closure Orders that enable Housing Providers, Police and Community Safety teams to address ASB successfully across all tenures, and taking legal action where necessary.
“Cuckooed Tenancies: has been an increasingly challenging with ASB/criminal individuals and groups targeting and exploiting vulnerable tenants within their homes. The resulting crime and ASB has a significant impact on the tenant, neighbours and wider community.
This course is designed to equip those attending with the knowledge, tools and templates to undertake the investigation, legal remedy and enforcement action on Premises Closure Orders

Course summary
Aimed at ASB Practitioners and Seniors. Police Teams, Housing Officers as well as those who are providing support to vulnerable tenants, in particular where substance misuse is a factor.
The course establishes a thorough understanding of the Premises Closure Process as well as the ability to recognise and safeguarding of vulnerable tenants.
The course emphasises the importance of strong, local partnership working and effective working practices including information sharing. It looks at the process of Legal action, the Equality, and Human Rights Act.
This is course by a former ASB Manager on how to ensure the effective use of the Premises Closure Order. It is not run through of legislation but a comprehensive discussion on how to use the tools to deliver effective and timely outcomes in partnership.
Course objectives
Successful completion will allow delegates to:
  • Investigate and identify problem tenancies in particular those that might be at risk of “cuckooing”
  • Identify safeguarding risks to vulnerable tenants at risk of exploitation
  • Clarify the importance of partnership
  • Explain the Partial and Full Closure Order options
  • Give a step by step process to how to develop a Premises Closure Order Legal bundle
  • Give an understanding of the importance of the Equality assessment
  • Explain the Court Application process and basic Advocacy framework
  • Discuss the importance to enforce the order
  • Consider sanctions on persistent offenders
  • Explain how to extend and/or amend the Order
  • Explore the ability to use Closure Orders on HMOs and blocks

Introducing the Trainer
David Johnson
Associate of RESOLVE ASB
David is community safety and homelessness professional with fifteen years’ experience managing services in some of the most challenging local authorities in London. He is currently assigned to the Ministry of Housing Communities and Local Government as Advisor on rough sleeping in England.
His previous assignment for eight years was in Newham’s Enforcement & Safety Division where he held a number of portfolios of which the development of their innovative and award winning ASB & Noise Nuisance Service he regards as his proudest achievement.
He worked in Southwark as a Manager in Community Safety developing successful neighbourhood crime reduction partnerships and problem solving solutions to crime and ASB issues.
Before join local government in 2006 he worked in charitable sector managing services that provided support and interventions for individuals with complex needs. This including pan London Resettlement Services for St Mungo’s, substance misuse rehabilitation at Milton House Trust Rehabilitation centre as well as roles homeless advice & advocacy. His experience has provided him a fundamental understanding of the need to always consider the wider environment and ensure prevention as part of the solution. A keen advocate of partnership working, innovation and problem solving techniques, he has been proactive in championing their inclusion at all levels. This has resulted in numerous successful projects that have gained recognition in a number of regional and national awards.
