Minutes of the Standard 762 Working Group conference call on January 16, 2004 at 9:00 AM (EST)

  1. FORd and EFORd Write-up Revision 8

Since the October 2003 meeting, the discussion has primarily focused on Table 1 – how the boundary conditions are to be addressed in calculating EFORd.

Gary Schuck and Chris Cordes were asked to review their respective implementations of the “divide-by-zero” rules and to provide a marked up version of Table 1 indicating how their implementations would also effect the terms of the equations and/or the resulting calculated.

Mike indicated that 8% of the generating units in the NERC GADS database report synchronous condensing hours. However, the current equations for FORd and EFORd do not include synchronous condensing hours (the service hours do not include the synchronous condensing hours). The Group was again asked to consider whether or not synchronous condensing and/or pumping hours should be included with the service hours in the FORd and EFORd equations.

The current NERC equations in Appendix F of the NERC GADS Data Reporting Instructions (DRI) includes both synchronous condensing and pumping hours in the equations for EFOR and FOR. PJM uses synchronous condensing hours in their EFORd equation, but not pumping hours.

The EFORd pooling method used by NERC is shown in Appendix F of the NERC GADS Data Reporting Instructions (Equation 57 in the attachment). PJM uses essentially a weighted EFORd methodology when calculating a pooled EFORd, while NERC weights the hours in the traditional method used for other factors and rates. The Group reviewed the Excel spreadsheet that Mike provided in an email to the Group. Mike will revise the spreadsheet to include a weighted version of his calculations for discussion at the next meeting.

As there is some concern regarding the exact methodology and implementation for calculating both the individual unit and the pooled EFORd values (especially considering how the divide-by-zero rules are actually implemented in the calculation methodologies), it was decided that Gary Schuck and Mike Curley would review their respective methodologies and report back to the Working Group.

This subject is scheduled to be on the agenda for the February 2004 meeting.

  1. Commercial Availability

From the September meeting, it was decided that Bob Richwine and Vince Micali would each develop a brief draft write-up for inclusion in the notes or an appendix to the draft Standard. One sentence will be added to the Scope section of the draft Standard to indicate that the Standard is recognizing the need to address commercial availability. Bob and Vince provided their write-ups and sent them to the Working Group members for review.

The wording to be included in the draft was discussed during the December 2003 meeting. Bob was asked to revise his write-up and to resubmit it to the Group for review. Vince will be asked to also review the write-up and to provide any text that reflects additional views related to commercial availability. This is scheduled to be on the agenda for the February 2004 meeting.

  1. Discussion of how to make the necessary Standard 762 changes

Andy will circulate a draft copy of the Standard formatted in Microsoft Word to those team leaders who feel comfortable with Microsoft Word to incorporate any of their changes or additions into the draft copy. For the other team leaders, Andy has asked them to send copies of their sections to him in Word format for inclusion in the draft.

  1. Scheduled Extensions

It was decided that wording for an Extended Class 4 Outage and a note similar to that under Section 3.1.2.1.2 should be added to Section 2.1.2.2.5 Class 4 Unplanned Outage (Deferred). This will essentially define a Basic Maintenance Outage and an Extended Maintenance Outage similar to the existing Sections 3.1.2.1.1 and 3.1.2.1.2 respectively. Murty Bhavaraju developed revised wording, but the wording has not been reviewed. This should be scheduled for the February 2004 meeting.

  1. Combined Cycle

In the November meeting, it was decided that the notes section of the Standard would include a brief discussion recognizing the need to address statistics for combined cycle units. This is still an open item.
