MINUTES OF THE PARISH COUNCIL MEETING

PRESENT

Councillors – R Bell(Chair), C Dobson, Mrs K Coe, D Tagg, A Jones (arrived at 8.20 at Item 115/13) Mrs M Mycock, P Redfern, D Jenkinson, P Smith, Mrs J Slawson, Mrs J Burley and N Jenkinson.

APOPOGIES FOR ABSENSE Councillors I Harper, County Councillor Mrs L Chilton and PCSO Badham-Spalding.

ALSO PRESENT – R Smith Clerk to the Parish Council, Mr Brealey, Mr J Seaton and Mr S Tomlin & Mr K Winfindale both representing Hartshorne Cricket Club.

PUBLIC PARTICIPATION
1.  Mr K Winfindale from Hartshorne Cricket Club gave a brief update on the clubs progress to improve the ground and changing facilities at the Rodney Meadows Ground. So far they had received about £50000 towards their overall objective of £130000. Currently they have a claim with Sport England for further funding. They did ask if the Parish Council would consider making a contribution bearing in mind all the work they are currently doing for the community and additional proposals when the pavilion is complete. The Chairman said this would be discussed at the next Finance sub-committee.
2.  Mr Brealey asked if the revised Agreement for the Allotments was ready. The Chairman said this is to be discussed later in the meeting.
3.  Mr Brealey again reported that landowners were not maintaining the footpaths. Councillor Smith he would have further discussions with the Footpaths Officer.
County Councillor report
1.  County Councillor Mrs L Chilton submitted a written report in which she said that finally the work promised on Brookdale/Vale Road has been completed. Also Councillor Mrs J Burley had been in contact with regard to ‘past representation’ for Goseley Community Centre on the County Council as one of their Outside Bodies. Having now checked with County Officers was taken off the Outside Bodies listing in 2005. Goseley CC will now be reinstated on to the list and she shall be the DCC representative.
District Councilors' report
2.  Councillor Smith reported that within the first 3 weeks of the new ''blue bin'' collection the District were saving £450.00 per week.
111/13 / MINUTES OF THE Ordinary Meeting held on held on 7 October 2013 and Recreation sub committee also 7 October.
1.  Item 105/13 amend 'that' to thank', item 103/13/5 add 'and Kendricks Close hedge' and item 103/13/4 add ' f/ps 34 and 29, the minutes were amended and approved as a correct record and signed by the Chairman.

112/13 / POLICE MATTER
1.  PC Basra submitted a written report indicating that crime in both Hartshorne (inc. Goseley) and Lower Midway remain low. PC Basra reported that notices about the sale of eggs and flour to under 16's over the Halloween period. Some shops went further and banned the sale to anyone they suspected of buying for anti social purposes
113/13 / MATTERS ARISING
1.  The Clerk presented a monthly update on all outstanding matters; this is attached to the minutes.
114/13 / HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS.
1.  Councillors Mrs Burley reported further potholes at the junction of Goseley Avenue / Brookvale Road and Brookvale Road/ Elmsdale Road.
RESOLVED Clerk to contact DCC.
2.  Councillor Dobson reported potholes at the bend on Dunnsmoor Lane and also at the junction with Repton Road.
RESOLVED Clerk to contact DCC.
3.  Councillor reported a large amount of rubbish in the lay by at the junction of Coal Lane and Ticknall Road.
RESOLVED Clerk to contact SDDC (Clean Team).
4.  Councillors reported that the hedge near to Sawmills was overgrown and was obstructing the footpath.
RESOLVED Clerk to contact Landowner.
115/13 / PARISH NEWSLETTER AND WEBSITE
1.  Councillor N Jenkinson reported there was an increase on the website due to the Bonfire Night.
2.  Reference to the Hartshorne Bellringers is now included on the site.
116/13 / REPORTS FROM OUTSIDE BODIES
1.  Councillor Bell informed the meeting that he had attended Hartshorne Cricket Clubs annual presentation evening.
117/13 / RECREATION GROUNDS & ALLOTMENTS
1.  The Chairman reported that he had now received the final Draft of the Allotment Agreement between the Parish Council and Hartshorne Charities. Before the Agreement is signed it was agreed that the Clerk would look at the Agreement between the Parish Council and the Allotment holders to see if there were any major differences and make any appropriate amendments. The Agreement will then be circulated to all Parish Councillors for their comments.
2.  Councillor D Jenkinson reported that there was a very successful Remembrance Service held at the Church on Sunday 11th November.

It was proposed by Councillor Mrs J Slawson and seconded by Councillor Mrs J Burley that a contribution of £250.00 is made, this is in line with previous years. This was carried unamiously
RESOLVED that a donation of £250.00 is made to Hartshorne Cricket Club towards the cost of the Firework display.

RESOLVED that the Clerk discuss with the Church who is responsible for any repairs/maintenance for the War Memorial.
