State Court Administrator’s Office announces agreement to integrate Denver County Court database with ICON and CICJIS

DENVER, Dec. 3, 2002 – The State Court Administrator’s Office and Denver County Court have announced an agreement to integrate the Denver County Court information database with that of all other Colorado county and district courts (including Denver District Court). The integration will allow law enforcement agencies statewide to share information on a real-time basis.

“This agreement will significantly enhance public safety and staff efficiencies at the local level,” says Bob Roper, CIO, SCAO Integrated Information Services. “The effort integrates electronic sharing of all court and probation information such as warrants, restraining orders, and disposition information.”

Discussions have been ongoing between the Denver County Court, a locally funded, constitutionally separate court and SCAO. In 1997, the State of Colorado installed the ICON (Integrated Colorado OnLine Network) integrating all county (excluding Denver County Court) and district courts. ICON is the only statewide system in the country that fully integrates the court case management, probation, financial and statewide Colorado Integrated Criminal Justice Information System (CICJIS) systems. Government Technology magazine has ranked the ICON/CICJIS the No. 1 system in the country for the last two years.

In fiscal year 2002, there were 469,993 county court cases filed in Colorado, not including the Denver County Court. In calendar year 2001, the latest year available, Denver County Court had 190,091 case filings. This results in a total of 660,084 county court filings, 28.8 percent of which were filed in Denver.

A detailed project plan will be prepared by Feb. 1, 2003. The effort to integrate the systems will be incremental and will involve a significant amount of resources that will be secured through federal grants and other sources.

“The integration of information from the Denver County Court will complete our information database for the state of Colorado,” says Roper. “Denver District Court records, which includes felonies and serious offenses, have been included in the system since its inception.

“The addition of Denver City and County information into ICON and CICJIS is the final link in the information safety net we’ve been crafting,” continues Roper.
