CAUCUS MEETING

DECEMBER 18, 2012

9:30 A.M.

Members Present: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Edwin Koehler, Margaret Bishop, Kellyann Tolomeo, David Del Conte and James Kane. Councilman Salvatore Zampirri was out of town at a seminar. Also present were City Administrator Louis Belasco, Solicitor William Kaufmann and Engineer Ralph Petrella.

PRESIDENT OF COUNCIL ROSENELLO stated that Resolutions #12 & 13, listed as possible, are both definite. #14 & 15 are not ready. We will also add a resolution extending the Shared Services Agreement with Wildwood Crest for the Municipal Construction Official. Ordinance #1615 needs some minor changes. We will place, motion to amend and then adopt after public hearing.

SOLICITOR KAUFMANN explained that since the changes are generally typographical in nature, not substantially altering any portion of the ordinance, final adoption can take place after a motion to amend, etc.

PRESIDENT OF COUNCIL ROSENELLO stated that there will surely be amendments in the future, including changes to the FEMA map.

MAYOR HENFEY stated that Zoning Officer Larry Booy has been a great help in effecting these changes.

RISK MANAGEMENT CONSULTANTS TOM BYRNE AND JOSEPH MEOLA of the J. Byrne Agency gave the annual JIF stewardship report, which reflects very well on efforts by the City to maintain a safe environment for employees and residents. The Safety Committee was commended on their hard work and diligence. Average JIF loss ratio is 98% whereas North Wildwood is at 44%. North Wildwood’s loss-time accident frequency is 1.04 as opposed to JIF average 2.40. Participation in the JIF is a great benefit to the City.

A regular meeting of the North Wildwood City Council was held on the morning of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 4, 2012.”

RE: Exercising Option To Extend For One-Year Shared Services Agreement With The Borough Of Wildwood Crest For Municipal Construction Official

The above resolution was offered by Koehler, seconded by Tolomeo, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted.

ORDINANCES:

ORDINANCE NO. 1615 - On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1615 be placed on its second reading. Carried.

The Deputy City Clerk read Ordinance No. 1615 by its title, as required by Law, known as “An Ordinance Amending And Supplementing Ordinance 1177, As Amended And Supplemented “.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated that there are some minor changes to be made to this ordinance, generally typographical in nature, which do not substantially change or alter the ordinance, and asked for a motion to amend the ordinance as noted.

On a motion by Koehler, seconded by Bishop, that Ordinance No. 1615 be amended as suggested. Carried.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1615 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the Deputy City Clerk if he had received any objections in writing. The Deputy City Clerk stated that he has received a resolution from the North Wildwood Planning Board, affirming the Board’s opinion that Ordinance No. 1615 is in accordance with the Master Plan as adopted, and encouraging passage of Ordinance No. 1615. The President of Council then declared the hearing closed.

On a motion by Koehler, seconded by Del Conte, that Ordinance No. 1615 be passed as amended on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1615 duly adopted.

ORDINANCE NO. 1616 - On a motion by Koehler, seconded by Bishop, that Ordinance No. 1616 be placed on its second reading. Carried.

The Deputy City Clerk read Ordinance No. 1616 by its title, as required by Law, known as “An Ordinance Amending Ordinance 1578, As Codified At Section §200-3(C) Of The Code Of The City Of North Wildwood Pertaining To The Administration Fee Charges For Construction Office Inspections“.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1616 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the Deputy City Clerk if he had received any objections in writing, the Deputy City Clerk stated none, the President of Council declared the hearing closed.

On a motion by Tolomeo, seconded by Koehler, that Ordinance No. 1616 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1616 duly adopted.

ORDINANCE NO. 1617 - On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1617 be placed on its second reading. Carried.

The Deputy City Clerk read Ordinance No. 1617 by its title, as required by Law, known as “Bond Ordinance Providing For Various Road, Sewer, Bulkhead And Other Related Improvements In And By The City Of North Wildwood, In The County Of Cape May, New Jersey, Appropriating $2,000,000 Therefor And Authorizing The Issuance Of $1,900,000 Bonds Or Notes Of The City To Finance Part Of The Cost Thereof “.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.

The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1617 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the Deputy City Clerk if he had received any objections in writing, the Deputy City Clerk stated none, the President of Council declared the hearing closed.

On a motion by Koehler, seconded by Tolomeo, that Ordinance No. 1617 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1617 duly adopted.
