WORK PLAN AND CALENDAR OF ACTIVITIES
OF THE COMMITTEE ON HEMISPHERIC SECURITY FOR THE 2016-2017 TERM AND OTHER ACTIVITIES OF THE OAS IN THE SECURITY AREA

I.  INTRODUCTION

At its regular meeting of July 13, 2016, the Permanent Council installed the Committee on Hemispheric Security (CSH) for the 2016-2017 term.

The purpose of this Work Plan and Calendar of Activities is to organize the work of the CSH for the 2016 to 2017 period, so that it may carry out its general activities prior to the forty-seventh regular session of the General Assembly.

The programmed activities include three meetings held as part of the CSH at the request of the General Assembly, as well as 19 meetings to conduct the institutional follow-up of topics and to negotiate the draft omnibus resolution for the next regular session of the General Assembly.

II.  OFFICERS

For the period covered by this Work Plan and Calendar, the Permanent Council, at its regular meeting of August 31, 2016, elected Ambassador Diego Pary, Permanent Representative of the Plurinational State of Bolivia to the OAS, as Chair of the Committee on Hemispheric Security (CSH).

III.  MANDATES

Under Article 20 of the Rules of Procedure of the Permanent Council, the CSH has the functions of studying and making recommendations to the Permanent Council on any matters relating to hemispheric security that may be entrusted to it by the Permanent Council and, through it, by the General Assembly, in particular with a view to promoting cooperation in this area.

The Permanent Council, in keeping with Article 30 of its Rules of Procedure, assigned the following mandates to the CSH:

A.  From the forty-sixth regular session, 2016: [2]/

1.  Follow-up on the implementation of resolution AG/RES. 2880 (XLVI-O/16) “Advancing Hemispheric Security: A Multidimensional Approach””

B.  From the forty-sixth special session, September 2014:[3]/

2.  Follow-up on the implementation of resolution AG/RES. 1 (XLVI-E/14): “Reflections and Guidelines to Formulate and Follow up on Comprehensive Policies to Address the World Drug Problem in the Americas.” (Operative paragraph 8)

C.  From the OAS Charter:

3.  Presentation by the members states of observations and recommendations on the annual reports of the following organs, agencies, and entities of the Organization (Article 91 (f) of the OAS Charter):

a)  Inter-American Drug Abuse Control Commission (CICAD)

b)  Inter-American Committee against Terrorism (CICTE)

c)  Inter-American Defense Board (IADB)

D.  Other current mandates:

1.  Consideration of the Four-Year Work Plan, Hemispheric Security pillar Resolutions CP/RES. 1061/16 and CP/RES. 1067/16.

a.  Current mandates relating to the Hemispheric Security pillar:

i.  Mandates arising from application of the first criterion of the Methodology for the Prioritization of Mandates, annex I of Resolution CP/RES. 1061/16

ii.  Mandates A, A/B, and A/C contained in document GT/VE 3/15 rev. 1, Annex III of resolution CP/RES. 1061/16.

IV.  PROCEDURE

Bearing in mind the best practices of previous years and with a view to improving the efficient use of the assigned resources, the following working methodology is proposed:

A.  Preparation of events to be held by the CSH:

During the 2016-2017 term, the following events will be scheduled as part of the CSH:

1.  Sixth Meeting of Ministers Responsible for Public Security in the Americas (MISPA VI), Honduras, second half of 2017. [4]/

2.  First Meeting of the Subsidiary Technical Working Group on the Prevention of Crime, Violence, and Insecurity (Quito, Ecuador, fourth quarter 2016)

3.  Fifth Meeting of National Authorities on Trafficking in Persons (Mexico, July 2017)

4.  Meeting of National Points of Contact (Fighting Transnational Organized Crime)

5.  Seventh Forum on Confidence- and Security-Building Measures (OAS Headquarters, Washington, D.C.)

6.  Meeting on the Special Concerns of Small Island States (OAS Headquarters, Washington, D.C.)

7.  Meeting of Experts on the Protection of Critical Infrastructure in Situations of Natural Disasters (OAS Headquarters, Washington, D.C.).

According to the mandate and in keeping with the established practice, the preparations for the first two events will be carried out by the working groups set up for this purpose.

For the remaining four events, the Chair requests that the delegations submit their suggestions for agenda items. Any proposals should include suggestions for the topics that will be addressed at each event, as well as the panelists that should be invited, with the understanding that the CSH will not be responsible for covering the expenses incurred by said panelists at these meetings.

Based on these suggestions and observations, the Chair will prepare the draft order of business for each of these events, which will be considered by the Committee.

B.  Follow-up on institutional topics

The Calendar will include activities for following up on institutional matters, in each case specifying the topic under consideration. The agendas for these meetings will be prepared by the Chair, taking into consideration the suggestions put forth by the delegations. The goal is to discharge fully and satisfactorily all of the mandates assigned to the CSH by the General Assembly and/or Permanent Council for this term.

To assist delegations in their consideration of priority matters in the CSH, at the start of the Committee’s meetings, the Secretariat for Multidimensional Security will present, as appropriate and when deemed necessary, pertinent information on the background, current status, and/or future plans regarding said matters.

C.  Negotiation of the draft omnibus resolution

Bearing in mind the best practices of previous years and with a view to optimizing the time and resources available, at the end of December, the Chair will present a proposed methodology to organize and simplify the negotiation of the proposed texts to be included in the draft omnibus resolution that will be presented to the General Assembly at its forty-seventh regular session.

The Chair will submit a first draft of the draft omnibus resolution at the beginning of March 2017, which will be expanded and amended by the Committee. To this end, the Chair hopes to closely collaborate with the delegations who have historically taken the lead on the various topics, as well as those that may be interested in spearheading specific topics, in order to promote a system of informal consultations. This would enable, to the extent possible, the Committee to consider texts that already have a certain degree of consensus.

V.  General considerations

This Work Plan and Calendar of Activities will serve as a general framework for the Group’s activities during the 2016-2017 term. Any necessary amendments may be incorporated in order to discharge the assigned tasks and attain optimal results.
