Ms. Cindy Wilson gave welcome and introductions at 1:30.

Mr. Eric Wolf joined the committee to give updates on the other six implementation committees.

Integrated Service Delivery

1.  State Level MOU policy framework.

2.  Infrastructure funding agreement model.

3.  Navigator roles and responsibilities

4.  Toolkits for youth and adults

The committee meets once a month. Small groups are meeting and exploring.

Barrier and Accessibility Solutions Committee is meeting monthly. They have been diving in on the 14 barrier populations. The goal is to bring in a service provider and a customer perspective from each group. They have developed new connections, like tribes. Last meeting they met with Cowlitz tribe down in Longview.

Performance Accountability has been focused on data sharing issues. They are working with the different agencies to get some issues worked out.

Business Engagement will be moving to a more regular schedule. They have started from scratch and are also trying to make a toolkit for employer engagements. They would welcome any best practices. The committee will be looking at the single point of contact for businesses to avoid the 1000 cuts.

Professional Development has been working on cliff notes versions of WIOA resources and understanding the system. They want a 101 briefing to streamline in an accessible way.

Integrated Service Delivery has two subcommittees that would like to meet with the Common Intake- toolkit development and state MOU framework group.

WA connections had really positive feedback from this committee. How does the staff feel about viability about the breadth of work that would be required? There is a concern about data sharing is a concern. The group needs to define how we will be using the program.

Action Item: Looking into other states’ common intake processes. What are the baselines? Indiana?

Action item: Upskill $60,000 uses. Working on a proposal for the WDC grant? Hiring someone for identifying all the common elements of intake around the state and what are other states doing? How does the system define eligibility? What about common data points? Members: Cindy, Erin, Gary, Jeff.

Let’s look at who the required partners are and go from there. Start small. Develop a base.
