MINUTES

The Chairman opened the meeting and welcomed Councillor Byron Rhodes.
1. Apologies for absence

2. Aproval of previous minutes
a. Precept meeting of 3rd December 2013
b. Planning meeting of 7th January 2014
There were two manual alterations which were initialled by the chairman. Minutes were signed as a true copy by the chairman
3. Reports from Local Representatives
a. County Council
Councillor Byron Rhodes reported that there is likely to be a shortfall of £110million by 2017/18. This may result in an increase in Council Tax by 1.5% per year over the next four years. Additional funds for Social care will be supplied from the Health Services.
Savings will be made by a reduction in Rural bus services (unlikely to affect Wymondham), Rural Libraries (but not Mobile Libraries), Museums and Roads.
b. Borough Council
Councillor Byron Rhodes reported that the Borough Council is in an excellent financial situation, largely due to the provision of new housing in the borough.
A new local plan is currently being produced.
c. LRALC – Nothing to Report
4. Matters ongoing from previous minutes (if any)
a. Allotments
Buckminster Estate has confirmed that they do own the access track and parking area included in the allotment rents.
Clerk to write to Charlotte Colston to confirm that:-
The resident do have right of access and parking on the same track and
That they are responsible for maintaining the track
b. Community Project
It was unanimously agreed that the community projects should be ongoing, as long as these are sustainable. Councillors to consult with local community groups to ascertain their requirements.
CSJ to consult with: WECS and Village hall
HG to consult with: Edmondthorpe Social Club
PP to consult with: St Peter’s Primary School
c. Neighbourhood plans
This to be put on hold as the Neighbourhood plan needs to align with the Local Plan which is yet to be finalised.
d. Street Lighting
CSS stated that some lights already did go off at midnight. CSJ to investigate.

5. Police Report
There were 3 incidents in the last 63 days
6. Accounts
To receive authorisation for payment of
a. Cheque No. 716 (cancelled)
Cheque No. 719 made payable to Clerk so that order may be made on-line due to availability issues, Curry’s PC World Invoice to WEPC £742.97 Approved
b. New Annual direct Debit CPRE £29 – Approved
c. Cheque No. 717 Brobot Wymondham Village Hall Oil £656.25 Approved
7. Signing of Precept
The precept was approved and signed.
8. Correspondence received
a. The chairman read Mary Bray’s resignation letter and expressed her regret at Mary’s departure from the Parish Council.
Clerk to contact Sally Renwick.
b. SLCC Membership Renewal. It was agreed that the membership should be renewed. This will be on the agenda for approval of payment at the next meeting.
9. Date of Next Meeting
11th February in the Wymondham Village Hall.
There being no further business, and no parishioners in attendance for public forum, the Chairman closed the meeting at 9:21 pm
