Title/Position: Human Resources Specialist (HRS)

Supervisor: Director of Human Resources (DHR)

Wage/Salary Classification: Hourly/Non-Exempt

Described Duties:

1.  Work cooperatively with Northwest Health Services providers, supervisors, peers, and subordinates to carry out the goals and objectives of Northwest Health Services according to established policies and procedures.

2.  Will treat others respectfully whether it is a patient, fellow employee, member of management, customer, vendor or visitor to our premises.

3.  Administers payroll functions for new/status changes and terminated employees in payroll and timekeeping system, including but not limited to pay classes and assignment to supervisors. Reviews exceptions not addressed by managers prior to locking timecards for final processing of timecards and payroll. Enters any corrections or additional data required prior to transmission of payroll.

4.  Reviews the receipt of payroll reports for accuracy.

5.  Updates employee information as needed.

6.  Upon receipt of payroll documents, verifies receipt of accurate payroll register from outsourced payroll company. Review payroll check register for accuracy and present to the DHR for approval.

7.  Assists with Affordable Care Act (ACA) reporting compliance and the tracking of hours.

8.  Runs reports for the DHR and the finance department each payroll.

9.  Administers the 401k plan, which includes education, enrollments, changes, hardship requests, distributions and the annual plan audit. Will take minutes at the quarterly 401k trustee meetings.

10.  Verifies and submits 401k, HSA and FSA transactions within 48 hours of each pay date.

11.  Assists the Human Resources Coordinator (HRC) with reviewing and reconciliation of monthly bills for all benefit plans and submits to the Accounting Department.

12.  Verifies and tracks accumulated PTO/vacation/sick/CME leave available for all employees.

13.  Assists with the recruiting and employment process as requested; including but not limited to reviewing and directing applicants, sitting in on panel interviews, performing pre-employment background checks.

14.  Tracks the application status on applicants for open positions, and ensures appropriate communication to candidates.

15.  Ensures compliance with the OIG/SAMS.

16.  Manages all workers compensation claims and ensures that the HRC is informed of all incidents.

17.  Maintain OSHA related incidents and logs per Federal and State requirements.

18.  Maintain the organizations key system to ensure proper key distribution.

19.  Maintain Alarm Code log by site and ensure activation and deactivation of codes is timely.

20.  Ensure compliance of all Federal and State regulated signage for all locations.

21.  Maintains personnel records.

22.  Updates job descriptions as directed.

23.  Track all employee evaluations to ensure all are completed, approved, and scanned to files.

24.  Create HR communication documents as needed.

25.  Will act as the backup orientation facilitator for new employees.

26.  Assist in coordinating student rotations as needed.

27.  Initiate, maintain, distribute, properly store, and distribute Human Resources documents digitally, ensuring that only hard copies will be kept for those documents and/or processes required by federal and/or state law.

28.  Process employee commendations when requested.

29.  Participate and record minutes for committees as directed.

30.  Attend meetings and perform other duties as required.

31.  Perform other administrative duties as requested.

32.  Must comply with the provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996.

33.  Must maintain strict confidentiality of all personnel and company information per policy and as directed.

34.  Perform related work as required.

Essential Job Functions:

1.  Use cognitive skills necessary to read, analyze, and interpret a variety of instructions, policies, and procedures furnished in written and oral form.

2.  Read, write, hear, see, speak, spell, and manually perform mathematical calculations involving addition, subtraction, multiplication, and division of whole and fractional numbers, to include percentages.

3.  Capable of becoming proficient in the use of software used by NHS in support of operational workflow.

4.  Drive long distances if necessary.

5.  Sit for extended periods of time.

6.  Read and comprehend legislation and regulations.

7.  Maintain a professional appearance and attitude.

8.  Be adept at recognizing and acting on implied tasks.

9.  Must respect and maintain confidentiality.

10.  Must demonstrate tact, patience and good communication skills in dealing with patients, NHS staff, and the public.

11.  Establish and maintain effective working relationships with employees and the public.

12.  Must be available to work other-than-normal business hours as required to support HR operations.

Qualifications:

1.  High School graduate or GED. Associates Degree in Business-related discipline preferred.

2.  Human Resources-related experience desired.

3.  Must possess strong typing, ten-key, and computer skills.

4.  Knowledge of grammar, spelling, and punctuation to type from draft copies.

5.  Proficient in the use of Word, PowerPoint, and Excel.

6.  Must possess and maintain a valid Driver’s License, and proof of insurance for personal vehicle used for business.
