Item 1: Margaret Blackmon announced the NCSAPPA Board met by phone on Monday 2/1/10. The board is applying for 501(c)3 federal tax exempt status and as part of that process has adopted bylaws and created an operations manual. NCSAPPA has joined the ? Coalition and is represented by Phil Moring. The Coalition has lobbying ability on MH/DD/SAS issues. Dues for joining the Coalition were paid by the Governor’s Institute.

Item 2: UNC CH is evaluating the Maximizing Your Role as a Teen Influencer: What you can do to help prevent teen Rx drug abuse workshop. 100 tests sites are needed to evaluate the ease of delivery to teen influencers in the community. NOTE: I contacted Julea Steiner at UNCCH and they have all the test sites needed at this time. However, everyone is welcome to use the materials which can be accessed at www.talkaboutrx.org.

Item 3: NC Parent Network Conference – April 13-14 in Raleigh at the Holiday Inn Brownstone in Raleigh. The keynote speaker is the current CSAP Administrator.

Item 4: NCSAPPA will hold a joint meeting with Addiction Professionals of NC (APNC) in Asheville on April 20.

Item 5: Forsyth Technical Community College is offering prevention courses. They are applying for state credit and when this is achieved, the courses can be offered at other community colleges around the state.

Item 6: National Prevention Day – More information will be forthcoming on this.

Item 7: NCSAPPA is planning a 2010 legislative rally day on June 30. Regional advocacy days may be held as well. The SAPPA Policy Advocacy Committee, led by Dylan Mulrooney-Jones and Shawn Arledge, is planning events for Capitol Hill Day at the CADCA Forum.

In other legislative and policy matters, the following were discussed: 1) the beer tax, or a portion of it, should be directed to prevention; 2) ABC control vs. privatization – what will be the impact on youth access; 3) How to direct ABC profits to prevention and treatment. For most communities, state law mandates 7% of local profits be directed to prevention and treatment. However, some communities do not have supportive ABC boards or local governing bodies (city councils, commissioners, etc.) It was suggested that all coalitions form a relationship with the local ABC Boards as well as understanding the dynamics of how the funding stream works. What local municipality appoints the local board, etc. other issues raised were outlet density and how does resident input come into consideration? Age of entry to bars was discussed as was coalition strategies to address the medical marijuana issue.

Item 8: What is the role for coalitions and other PACs in the state wide prevention plan?

Item 9: Information is needed to determine what community PACs relationships are to Healthy Carolinians coalitions and Local Management Entities.

Item 10: Funding Opportunities – RFAs have been released for NCCI and Drug Free Communities. Kate B. Reynolds has issues RFAs for capacity building on the grassroots level and co-location for health centers.

Item 11: Social Entrepreneurship was discussed with an attempt to define what it is. Wanda Boone has done social entrepreneurship in Durham. The definition Wanda uses is someone who looks to solve a social need without the need for themselves. An example is poverty where access to jobs is paired with job skill development. The need is for jobs and skill building. However, the successful attainment of this goal may very well lead to a drug free community and for services to make that happen. Margaret Blackmon said she was looking at ways for social entrepreneurship to lead to sustainability. She used the example of Habitat for humanity and their stores. Further discussion talked about integrating a consistent message into the community through partnerships beyond the coalition membership and to look to non-traditional partners as well. The need to look at ABC funds was brought up again.
