  1. STATEMENT OF DUTIES
  1. Basic Functions of the Position

Based in Bangui, Central African Republic (CAR), and under the general supervision of the USAID/OFDA Senior Humanitarian Advisor (SHA), or in his or her absence under the Regional Advisor (RA) based in Kinshasa, the Program Management Specialist (PMS) shall serve as an integral member of the OFDA East and Central Africa Regional Office (ECARO), and shall assume primary or alternate management of a portfolio in CAR consisting of up to twenty four (24) projects, ranging from $200,000 to $8 million in value (total programming currently equals $40 million) that cover the span of humanitarian sectors (e.g. basic health, Protection of civilians, Humanitarian Logistics, Economic market and recovery system, Coordination of Humanitarian assistance, Nutrition, and provision of water, sanitation and Hygiene). ECARO is based in Nairobi with a field Office in USAID/DRC that is responsible for programming in CAR. The incumbent’s portfolio will comprise all OFDA/CAR programming, including both emergency and recovery programs. On a regular basis, the incumbent will interact with the other OFDA staff members, Embassy Bangui offices, the USAID/OFDA Nairobi Senior Regional Advisor, Washington based Desk officers for CAR, the U.S. military, donors, government and civil society counterparts. The incumbent will represent OFDA on the ground and attend all humanitarian coordination meetings as well report on context and program to the SHA, the Kinshasa-based RA, and Desk officers in Washington. S/he will liaise with Embassy RSO and other Embassy offices to facilitate travel to the field for herself/himself and other OFDA staff in order to monitor program implementation and assess humanitarian needs. Frequent travel to the field is expected, as well as occasional travel to Kinshasa, DRC.

  1. Major Duties and Responsibilities

Program Management 60 %

The incumbent shall:-

•Maintain close contact with NGO or contractor chiefs of party and or head of missions.

•Develop work plans and Implementation Plans

•Monitor activity implementation by means of meetings with implementing entities, site visits,analyses of partners’ quarterly and monthly reports, drafting success stories and outreach materials.

•Preparing procurement documents as required: scopes of work, action memoranda, justifications, waivers, and financial management documents.

•Preparing budget and work plan realignments when needed.

•Recommending approval of key personnel for programs.

•Coordinating USAID/OFDA programs with other donors, government officials and local NGOs.

Strategy Development 20 %

The incumbent shall obtain background and information needed to guide USAID/OFDA interventions and the development of USAID policy positions in the CAR humanitarian domains. The incumbent shall, on an as-needed basis, assist the Regional Advisor in development of strategic documents; and other reports as required. The incumbent will served as a key member of the OFDA team by advising OFDA Regional Advisor and other team members based in DRC field office on cultural contexts and local perceptions of USG programs. Specific responsibilities will include:

•Reporting on results achieved and humanitarian work plan.

•Developing recommendations to enhance the impact of OFDA Programs, analyze macro political and development trends, opportunities and issues that arise in the CAR, create linkageswith other USAID teams and partners networks as needed (for instance for dissemination of documents),

• Establishing synergies amongst OFDA partners and between them and other partners from

the US Mission, especially from USAID, other humanitarian partners (UN agencies and

NGOs),and from other counterparts as necessary.

•Performing ad-hoc reports requested by the Regional Advisor and USAID/Washington.

•Working with the OFDA/DRC based Team to devise out-year and multi-year strategies for newprograms, coordination with other stakeholders, and reporting.

•Participating on evaluation and assessment teams.

•Drafting descriptions for new programs

•Serving on field evaluation to review concept notes, proposals for new programs and suggested modifications to current ones.

Representation 20 %

The incumbent shall, on an as-needed basis, represent USAID at meetings, conferences, seminars and other events, with responsibilities to include:

•Communicating USAID’s position to Government, other donor or UN organizations.

•Giving interviews to local media (to be performed in coordination with the US Embassy’sPublic diplomacy).

•Serving on sub-sector donor coordination groups, such as for clusters and working groups.

Supervisory relationship: The Senior Program Management Specialist is supervised by the USAID/OFDA Senior Humanitarian Advisor in Banguior in his/her absence under the Regional Advisor (RA) based in Kinshasa. The Program Management Specialist (PMS) shall serve as an integral member of the OFDA East and Central Africa Regional Office (ECARO), also will liaise with Embassy RSO and other Embassy offices to facilitate travel to the field for herself/himself and other OFDA staff in order to monitor program implementation and assess humanitarian needs.
  1. Supervisory Controls: The Senior Program Management Specialist will not directly supervise any one.

  1. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
  1. Education: Bachelor or Master’s degree or equivalent in International Relations, Public Administration, Political Science, Conflict Prevention, Law, International Development, or a closely related field.
  1. Prior Work Experience: Five years of work experience in international development, disaster relief, or similar, with an international or governmental organization. Must include at least three years of project/activity management experience in CAR or similar context.
  1. Language: French: 4 Verbal/Written. English: 4 Verbal/Written. Sango 4 Verbal.
  1. EVALUATION AND SELECTION FACTORS

The selection and evaluation criteria of the selected candidate will be based on the analysis of his/her experience in the technical domain, education required, level of language required. The applicants who obtain the highest score based on the criteria defined will be interviewed and may also be required to pass a written test (depending on the TEC chair’s decision). The security clearance and medical clearance is required for the top ranking candidate, after conducting and receiving the positive reference checks.

Quality ranking Factors:

  1. Technical Knowledge of humanitarian programming: 70 points

Field experience designing and managing humanitarian projects or programs with an NGO or UN Agency, experience coordinating with various humanitarian actors, good context analysis skills, good knowledge of the current humanitarian situation in CAR.

  1. Communication skills: 30 points

Experience in reporting verbally and in writing in both in English and French on ongoing or accomplished project activities and on the situational context.
