MINUTES of the REGULAR MEETING

April 11, 2017

The Regular Meeting of the Somers Village Board was called to order at 5:30 p.m. by President George Stoner at the Somers Village Hall, 7511 12th Street.

Present: President George Stoner, Trustees Dave Geertsen, Richard Heinisch, Jack Aupperle, Joe Cardinali, Karl Ostby. Excused: Trustee Al Brokmeier. Also present: Admin- istrator William Morris & Clerk-Treasurer Tim Kitzman.

All Stood for the Pledge of Allegiance.

Consent and Approval of Minutes of Village Board meeting on March 28, 2017, Vouchers dated 03-30-17 & 04-06-17, Tax Refund Voucher dated 03-31-17, March ACH payments, Building Report

Trustee Aupperle moved to approve Minutes of the Village Board meeting on March 28, 2017, payment of Vouchers dated 03-30-17 & 04-06-17, Tax Refund Voucher dated 03-31-17, March ACH payments & Building Report, second by Trustee Geertsen. Motion carried 6-0.

President Stoner congratulated the Paris Town Board & Town Clerk on their re-election.

Trustee Cardinali congratulated Trustees Heinisch, Aupperle & Sinnen on their election.

Trustee Heinisch welcomed Gregg Sinnen to Board. Trustee Ostby thanked Mr. Sinnen for attending meetings in preparation for service on the Board.

Plan Commission Recommendations:

A. Action on request from Hyslop Foundation Inc., 880 Green Bay Rd., Kenosha, WI 53144 (Owner), Lori Artiomow, 880 Green Bay Rd., Kenosha, WI 53144 (Agent), for an amendment to the land use plan map for the Village of Somers (Map 80) as adopted in the Multi-Jurisdictional Comprehensive Plan for Kenosha County: 2035 from "Commercial”, “Medium-Density Residential”, “PEC”, “Nonfarmed Wetland” & “Other Conservancy Land to be Preserved” to “Park and Recreational”, “PEC”, “Nonfarmed Wetland” & “Other Conservancy Land to be Preserved” on Tax Parcels #82-4-222-101-0304 & 82-4-222-101-0322 located in Section 10, T2N, R22E, Village of Somers.

B. Action on request from Hyslop Foundation Inc., 880 Green Bay Rd., Kenosha, WI 53144 (Owner), Lori Artiomow, 880 Green Bay Rd., Kenosha, WI 53144 (Agent), for rezoning from A-1 Agricultural Preservation Dist., A-2 General Agricultural Dist., R-2 Suburban Single-Family Residential Dist., C-2 Upland Resource Conservancy Dist. & C-1 Lowland Resource Conservancy Dist. to PR-1 Park-Recreational Dist., C-2 Upland Resource Conservancy Dist. & C-1 Lowland Resource Conservancy Dist. on Tax Parcels #82-4-222-101-0304 & 82-4-222-101-0322 located in Section 10, T2N, R22E, Village of Somers.

C. Action on request by RRZ LLC, 970 Green Bay Rd., Kenosha, WI 53144 (Owner), Scot Smet, SJ Smet Properties LLC, 3300 93rd St., Pleasant Prairie, WI 53158 (Agent), for a Conditional Use Permit for a contractor’s business in the B-5 Wholesale Trade and Warehousing Dist. on Tax Parcel #82-4-222-162-0050 located in the NW 1/4 of Section 16, T2N, R22E, 8100 12th PL, Village of Somers.

Trustee Cardinali moved to approve recommendations A, B & C, second by Trustee Geertsen. Motion carried 6-0.

Action on proposed Ordinance No. 17-012 Comprehensive Land Use Plan Amendment

Trustee Geertsen moved to waive the 1st reading of said Ordinance, second by Trustee Cardinali. Motion carried 6-0. Trustee Cardinali moved to adopt Ordinance No. 17-012 Comprehensive Land Use Plan Amendment (reference Plan Commission Recommendation A) second by Trustee Aupperle. Motion carried 6-0.

Action on Preliminary Resolution No. 17-007 Hamilton Property Special Assessment & set public hearing on final resolution on April 25, 2017

Trustee Geertsen moved to adopt Preliminary Resolution No. 17-007 Hamilton Property Special Assessment & set public hearing on final resolution on April 25, 2017, second by Trustee Aupperle. Motion carried 6-0.

Motion to approve transfer of Mobile Home Park License at 1530 Sheridan Road from James Billy to Mid City Mobile Homes LLC

Trustee Geertsen moved to approve transfer of Mobile Home Park License at 1530 Sheridan Road from James Billy to Mid City Mobile Homes LLC, second by Trustee Aupperle. Motion carried 5-1 with Trustee Cardinali dissenting.

Approval of Operator Licenses: Paul W. Leach, Justin D. Traughber, Dana R. Siegal, Amber A. Woyak

Trustee Aupperle moved to grant Operator Licenses to Paul W. Leach, Justin D. Traughber, Dana R. Siegal & Amber A. Woyak, second by Trustee Ostby. Motion carried 6-0.
