PPG activities and justifications:
1)Assessment of legislation and policies for promoting conservation on production lands (PL). PPG funds will be used to review laws, decrees, and policies that relate to conservation on PL in order to define the changes needed to clarify existing opportunities for biodiversity conservation and to promote new incentives. Specifically, the following activities will be funded: i) identification of existing laws andlegislation related to incentives for conservation on forest plantations and cattle farms; ii) assessment to identify impacts, perverseincentives for conservation, implementation problems, and access requirements of existing legislation and policies;iii) update options and required change to further support conservationon PL (i.e., financial, technical, legal, access conditions); and iv) institutional analysis to identify critical steps in order to incorporate proposed changes and updates tolaws and policies.
2)Assessment of needs for strengthening stakeholders’ capacities to enhance conservation through PL.PPG funds will be used to develop a stakeholder analysis and determine knowledge gaps and needs of key staff from national, regional, and local government agencies, civil society organizations, and PL owners in the Colombian Llanosregarding conservation issues on PL. Training targets will also be defined.
3)Baseline data collection and definition of producers’ income and biodiversity indicators. PPG funds will be used to define baseline income values for producers of the project’s pilot farms (approximately 20 forest plantations and cattle farms). Specific activities will include: i) spatial analysis using a Geographic Information System (GIS) and secondary data (i.e., land cover/land use, land tenure, biodiversity distribution and threats, the National Hydrocarbons Agency-TNC conservation portfolio, and socioeconomic data) to identify project’s pilot farms; ii) detailed assessment of the environmental, social, and economic characteristics of the selected farms; andiii) definition of producers’ income indicators.To determine the cost-effectiveness of the proposed sustainable production systems, PPG funds will also be used to developa net income analysis based on previous projects results, models, and income baseline data.
Additionally, PPG funds will be used to finance baseline studies that will serve todefinebiological indicators and their baseline values as well asconservation targets for selected species in 10 of the project’s pilot farms. Specifically, the following activities will be funded: i) detailed review of secondary information on key indicators species, ecosystems, and habitats found in PL (i.e., forest plantations and cattle farms) of the Llanos;ii) identificationof biological and population variables (i.e., abundance, life cycle stages, distribution, and habitat requirements) for the selected species; and iii) definition of indicators and their baseline and target values.
4)Monitoring and evaluation strategy. PPG funds will be used to develop a monitoring and evaluation (M&E) strategy to track the project’s impacts and to measure biodiversity conservation and financial performance trends over the long term. Activities will include the following: i) evaluation of current M&E systems used by participating institutions to measure theimpacts and financial sustainability of conservation on PL; ii) development of farm-level key biodiversity and financial indicators; iii) evaluation of how partner institutions account for financial sustainability and biodiversity impacts and benefits in decision-making and project implementation; iv) formulation of project M&E strategies including baseline levels, indicators, methodologies, and targets to track project progress and effectiveness; and v) development of a cost-effectiveness analysis protocol to identify optimal interventions, assess lessons learned, and outline replication strategies.
