PERIOD:SIXTY (60) CALENDAR DAYS FROM INITIAL APPOINTMENT

MAJOR DUTIES:

Adheres to the Rocky Boy Health Board policies, procedures and Budget Ordinance. Completes Rocky Boy Health Board Directives. Establishes staff development. Evaluates all programs. Provides leadership and support of day-to-day clinic operations and all other programs and divisions. Provides leadership for the Rocky Boy Health Board. Responsible for planning, developing, updating, and implementation of Strategic plan. Establishes planning and evaluation programs so that health needs are identified and services are handled efficiently, effectively, and in a manner acceptable and accessible to the Chippewa Cree Tribe. Responsible for developing, planning, coordinating, and directing the Rocky Boy Health Center with a large range of services needed to provide an outpatient care clinic.

Shall be the active operating executive of the Rocky Boy Health Board and shall prepare plans and annual budgets and make suggestions as to policies and proposals for improvements. Shall have full authority and control over all employees of the Health Department, either directly or through his/her designee and shall be responsible for all program heads and other employees carrying out their assignments. In addition, he/she shall be responsible for all matters such as conformance to approved budgets, standards, program inspection, cost control, employee relations, and in-service training. Establishes planning and evaluation programs so that health needs are identified and services are handled efficiently, effectively, and in a manner acceptable and accessible to the Chippewa Cree Tribe. Maintains effective relationships with and consults with Indian Health Service representatives, Bureau of Indian Affairs representatives, County and Health Department officials, etc., regarding health problems and conditions. Shall act as the Board’s personal representative at local, state, and national meetings having a potential impact on the health status of the Chippewa Cree Tribe. Represents the Board on request at legislative sessions or hearings and advocates for services at the state and national level. Acts as the Health Board chief advocate and negotiator in securing funding for health services from Federal, State, local, and private authorities to subordinate supervisors and holds them responsible for the performance of their organizational units, including employee performance. Reviews and recommends resource (personnel, money, and material) need and allocation for the Tribal Health Facility. Provides status and recommendations thereon, including reasons, justification, impact, etc. Operates the Chippewa Cree Health Facility within parameters of final allocations of personnel, money, and materials.

Responsible for developing, planning, coordinating, and directing the Rocky Boy Health Center with a wide range of services needed to provide an outpatient care clinic.

Exercises direct overall supervisory responsibilities of the planning, development, organization, integration, and evaluation of the Administrative Services consisting of Contract Health Services, Financial/Budget, Business Office, Patient Registration, Motor Vehicle Management, Quarters Management, and Property and Supply, Building and Grounds Maintenance, Housekeeping, Medical, Health Promotion/Disease Prevention, Planning/Legislative, Environmental and departments within. Develops, executes, and monitors all budget and fiscal management activities to assure the most effective use, and accurate accounting procedures and processes, in the provision of quality patient care without exceeding the allotted budget or funds resources.

MINIMUM QUALIFICATIONS

  • Four-Year degree required; Business Administration, Health Care Management, or Public Health and/or 15+ years of experience in related administrative health care field and/or management.
  • A minimum of two (2) years experience with Self Governance/ Self Determination contracts/ compacts
  • Must be bondable.
  • Knowledge of the Rocky Boy Reservation as to its geographic, to population groups, health needs, and cultural differences.

DESIRED QUALIFICATIONS:

Master’s Degree in Public Health with five (5) years administrative responsibilities in clinical or hospital setting.

OTHER SELECTION CRITERIA:

  • Qualified Chippewa Cree members who are honorably discharged veterans will be given preference. DD214 required.
  • Chippewa Cree Tribal Preference.
  • Will be subject to random drug testing.
  • Honorably discharged veterans will be given preference, DD-214 required.
  • If terminated from any positions with the Chippewa Cree Tribal I-99 Ordinancefor violations of the Drug Ordinance I-99 after 3 months after 3 months completion of an approved drug and/or alcohol program.

Knowledge, Skills and Abilities

1. Knowledge and ability to apply and use a variety of management and administrative systems. This includes the ability to formulate, execute and monitor an operating budget, personnel procedures, and procurement processes in an independently functioning multi-program health facility.

2. Knowledge of a variety of health care systems. This includes knowledge of clinical and preventative health care delivery systems, their use, patient care accreditation processes, and other applicable regulatory requirements.

3. Ability to plan, organize, delegate and prioritize work in diverse work setting (i.e. clinical, business office, medical records, etc.) This includes the ability to effectively anticipate long term needs as well as current work load demands and the ability to direct and supervise employees to promote performance to meet these requirements.

4. Ability to develop, assess and assist in negotiation of contracts, particular with health care providers and organizations.

5. Ability to investigate, analyze and solve problems, especially as they may relate to employee/ labor relations. This includes the ability to identify problems, comprehend and interpret written materials, utilize management information technology, and implement a plan of action.

6. Ability to communicate in writing and orally and negotiate a variety of complete coordination issues (i.e. employee/ labor relations, health benefits coordination issues, State Medicaid requirements, etc.) this includes the ability to express oneself through written communications that are clear, concise, and appropriate for a variety of needs such as reports, procedures, guidance, and correspondence. Also orally in a variety of circumstances to a variety of individuals, in clear, objective and courteous manner.

7. Knowledge of legislative issues and legislation that impacts local operations.

8. Evidence of knowledge of cultural differences, commitment to providing quality health care that is based on historical trusts responsibility.
