ISAS Meeting Agenda January 13, 20161

1.Welcome

Bud Freeman, ISAS Chair will call the meeting to order. Attendees will be asked to introduce themselves by name and affiliation, both in person and over the phone/webinar.

2.WECC Antitrust Policy Open Meeting Reminder

All WECC meetings are conducted in accordance with the WECC Antitrust Policy and the NERC Antitrust Compliance Guidelines. All participants must comply with the policy and guidelines. This meeting is public—confidential or proprietary information should not be discussed in open session. The meeting will be recorded for the purpose of taking minutes. Please contact WECC legal counsel if you have any questions.

4.Review August 26-27, 2015 ISAS Meeting Minutes

Bud Freeman will introduce the minutes from the August 26-27, 2015 meeting. We will hear any discussion, addition or correction to the published draft minutes at this time.

5.Review of Previous Action Items

Raymond Vojdani will review action items carried over from the August 26-27, 2015 ISAS meeting. Action items for review are:

6.UFAS Report –Pete Heiman, WAPA

A new version of the Western Interconnection Unscheduled Flow Mitigation Plan (WIUFMP) was filed this year and a new cost allocation methodology continues to be discussed.

7.Draft 2017 WECC Preschedule Calendar – Raymond Vojdani, WAPA

Review and assess the proposed 2017 Preschedule Calendar.

8.North American Energy Standards Board (NAESB) Report – Craig Williams, WECC

An update on current projects and proposed business standards for the electric industry.

9.Morning Break – 15 Minutes

10.After-The-Fact Working Group (AFTWG) Report – Sheryl Welch, BPA

An update on the purposes and proper uses of ATF tags will be given and the ATF Tagging Guideline paper will be discussed.

11.Energy Imbalance Market (EIM) Basics – John Schaffroth, PacifiCorp

In a continued effort to educate and train industry members on the growing market presence of the EIM this presentation provides some basic working principles from a participant view.

13.North American Electric Reliability Corporation (NERC) Activities Report – Craig Williams, WECC

An update on current, proposed,and future NERC activities.

14.Market Interface (MIC) & Operations (OC) Committee Reports –Andy Meyers, BPA

An update on recent, proposed, and future MIC & OC activities.

15.Spring 2016 Schedulers Meeting – Bud Freeman, SCL

An opportunity for all ISAS members to help draft the topics for the upcoming Schedulers Meeting. The date for this meeting is TBD.

16.WECC 4.9 Review Report – WECC Staff / TBD

Updating members on the recent Board of Directions actions related to the recent Section 4.9 Review conducted at WECC.

17.Western Interchange Tool (WIT) Improvement Survey – Raymond Vojdani, WAPA

A survey was sent to all Balancing Authorities in the Western Interconnection to solicit comments and suggestions for improvements to the WIT tool. A review of the responses will be provided.

18.Interchange Work Group (IWG) Report – Danielle Johnson, BPA

An update of recent and proposed work items for the IWG.

19.Discussion on Checkout and Tagging During Software / Internet Outages

There has been a great deal of conversation on the ability of entities to meet their Interchange standards obligations during times when WIT servers or internet connections are not functional. It is strongly felt that the WECC Interchange Authority Backup (WIAB) process is not practical for Real-Time operations and so new solutions are being discussed and developed.

20.WebIntegrity– Jeremy West, Peak RC

The next generation of the webSAS tool with better capabilities is under development. This is an opportunity to understand the schedule and implementation plans for the tool.

21.Reliability Messaging Tool (RMT) – Michelle Mizumori, Peak RC

The next generation of reliability messaging tools is near to implementation at Peak RC. This is an opportunity to understand the schedule for deployment of this tool.

22.Open Discussion

An opportunity for any member or participant to discuss issues of concern with tagging, interchange, checkout, or other issues.
