NHS Programme Director

Salary Scale: £50,000 per annum

Accountable to: Executive Director of Support & Development

Hours: 37 hours a week

Contract: 3 years (subject to continued funding)

Location: Flexible, with travel across England and frequent travel to London and Liverpool.

Job Objectives

  1. To provide strategic leadership to the £1.74m Shared Lives Plus national development programme, which is grant funded by NHS England for 3-5 years.
  2. To develop and deliver a strategic plan for the Shared Lives sector to scale up as a cost-effective and sustainable new healthcare and NHS service.
  3. To contribute to the health, sustainability and development of Shared Lives Plus.

The postholder will line manage a small team of national and regionally-based officers, and will work closely with colleagues who are part of other teams. S/he will liaise with NHS leaders at national and local level and be responsible for delivering our sector’s most high profile project and partnership to date. The programme’s success and continued funding is based on achieving NHS uptake of the programme’s funding opportunities and reaching sector growth targets which have been agreed with NHS England.

Main duties and responsibilities

  1. To devise and lead a market-building programme, encouraging and helping CCGs, HWBs and professional bodies to develop and commission new Shared Lives provision.

1.1. Create, deliver and monitor a plan within the available budget which aims to meet the agreed target numbers and timescales for new users of Shared Lives.

1.2. Working with NHS England, develop systems and governance which enable match-funding to be offered and monitored to NHS commissioners and providers.

1.3. Recruit and work effectively with a multi-agency and stakeholder steering group.

1.4. Line manage a Development Officer who will work with two part time market building posts embedded in two accelerator regions to help NHS commissioners and providers to explore, set up, sustain and evaluate new Shared Lives schemes and new healthcare provision within existing Shared Lives schemes.

1.5. With the programme team, encourage and support CCGs and their local partners to take up the offer of matched funding to develop demonstrator Shared Lives schemes in at least two accelerator regions.

1.6. Work with NHSE and other partners to design and implement a system for monitoring the demonstrator sites and provide support and appropriate challenge.

1.7. Support the work of the communications team to raise awareness of Shared Lives with healthcare commissioners, clinicians and people using healthcare services and their families.

  1. Support the programme team to produce resources, training and events and liaise with colleagues in other teams to work on cross-cutting projects which will aim to:

2.1.  Develop new resources, training and guidance, including new care pathways and commissioning support tools, for Shared Lives schemes and their commissioners and referrers.

2.2.  Foster peer support amongst member organisations and develop communities of interest specific to this programme.

2.3.  Support the Office Manager and other colleagues to plan seminars and other events for stakeholders to promote Shared Lives.

  1. Help the sector and Shared Lives Plus to develop and sustain national partnerships, which support the development of healthcare-orientated Shared Lives:

3.1.  Work with senior NHS leaders to promote and develop the partnership.

3.2.  Identify and develop new partnerships with national charities, disability organisations, healthcare bodies and government.

3.3.  Support the team and our members to develop new local and regional partnerships.

3.4.  Add value to Shared Lives Plus’ contribution to the IPC programme as a Strategic Partner.

  1. Lead on the relationship with the team at NHSE funding the programme and explore other funding opportunities:

4.1. Compile reports as agreed with the funders.

4.2. Help schemes to explore funding sources and to engage with our social investment programme, the Shared Lives Incubator.

4.3. Develop a continuation and sustainability plan for this programme.

4.4. Identify funding and income opportunities and carry out/ support fundraising activity with trusts and statutory bodies.

5.1. Lead on commissioning the programme evaluation and monitoring that contract.

5.2. Work with our academic partners to embed and develop our outcome measuring approaches, writing reports and articles for key audiences based upon the growing evidence base.

5.3. Explore opportunities for new research partnerships.

  1. Contribute to the effective administration of Shared Lives Plus.

6.1. Contribute to the small senior leadership team.

6.2. Monitor and report on the outcomes of the programme to the CEO and board.

6.3. Contribute to budgeting and financial planning, managing and monitoring identified budgets, working with the Business Manager.

Criteria /
Qualification / ·  Educated to degree level or similar
Experience / ·  Extensive experience of project management and strategic leadership.
·  Successful project development and change management at a regional or national level within the healthcare sector.
·  Working with senior leaders to influence and deliver change in a healthcare setting.
·  Managing and/ or commissioning relevant services in the public or voluntary sector.
·  Making presentations to a variety of audiences including to senior leaders and at national events.
·  Budget planning and management.
Knowledge / ·  An understanding of Shared Lives and the philosophy and values underpinning our work and the sector.
·  An understanding of the ways in which healthcare for adults can be funded, commissioned and delivered in England.
·  An understanding of Integrated Care systems and pathways and knowledge of current trailblazer initiatives within the NHS.
·  Understanding of quality assurance and safeguarding practice in healthcare and adult social care.
·  Detailed knowledge and understanding of relevant government policies and NHS structures.
·  Knowledge of empowerment approaches and the self-advocacy movement.
