A JOINT RESOLUTION directing the Transportation Cabinet to honor Randy Napier as Kentucky's all-time winningest coach in girls' high school basketball.

WHEREAS, on December 13, 2013, Perry County Central High School girls' basketball coach Randy Napier became the all-time winningest girls' basketball coach in Commonwealth history with an impressive career record of 794 wins; and

WHEREAS, Randy Napier began his coaching career in 1979 as an assistant football coach at M.C. Napier High School and the following year he was asked to coach the girls' high school basketball team; and

WHEREAS, he initially accepted as a means to make some extra money with the thought that he would coach for maybe a year or two. Those plans were shot when he led the M.C. Napier High School girls' basketball team to the regional finals in his first year of coaching; and

WHEREAS, in 1994, Randy Napier coached the M.C. Napier High School girls' basketball team to a state championship; and

WHEREAS, in 1995 Randy Napier was named head coach of a new girls' basketball program when M.C. Napier and Dilce Combs consolidated into Perry County Central High School; and

WHEREAS, through his unparalleled perseverance and skill as an athletic coach, Randy Napier has amassed an impressive career. In addition to his previously mentioned accomplishments, Randy Napier has coached the Kentucky Girls' All-Stars in the Kentucky-Indiana Lions Eye Foundation Series in 2007; served as Director of Tryouts for the Kentucky Association of Basketball Coaches (KABC) for the Kentucky All-Stars from 2008 until 2011; has been named 14th Region Coach of the Year a remarkable nine times; was a finalist for the National Girls' Basketball Coach of the Year in 2008; is a member of the KABC Court of Honor; and, during his career, has led his teams to sixteen District 54 Championship titles, and nine 14th Region Championship titles; and

WHEREAS, the General Assembly both individually and collectively hereby recognizes and honors Randy Napier for both his exemplary service to the youth of Perry County as well as the Commonwealth, and his extraordinary achievement of becoming the winningest girls' basketball coach in Kentucky;

NOW, THEREFORE,

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

Section 1. The Transportation Cabinet is herby directed to honor Perry County Central High School girls' basketball coach Randy Napier by erecting signs in Perry County on Kentucky Route 15 at the Breathitt County/Perry County line, Kentucky Route 15 at the Knott County/Perry County line, Kentucky Route 80 at the Knott County/Perry County line, and Kentucky Route 80 at the Leslie County/Perry County line that read "Home of Randy Napier All-Time Winningest Girls' Basketball Coach in State History." The signs shall be erected within 30 days of the effective date of this Resolution and shall remain in place for at least one year from the date of their placement.
