MINUTES

May 7, 2007 Regular Meeting

Acton Community Center

The meeting was called to order at 7:33 PM by Vice President Dick Morris. Ray Garwacki

Was absent. All other officers and members were present.

The Minutes of the April 16, 2007 meeting were approved as submitted.

Treasurers Report: Jim Connelly reported a balance of $ 1,222.44

Announcements & Correspondence:

·  We received notice of a meeting of a State Water Board meeting on May 22, 2007.

·  We received notice of a public hearing from Regional Planning for a public hearing on a Mixed Use Ordinance. Unfortunately the meeting was scheduled for April 25, 2007.

·  Ms Ayer receive a letter from Public Works stating that they will have a response on the Hauled Water policy on May 24, 2007.

Sheriff Report: Robert Ferrell—Deputy Ferrell reported on

·  The Gang Task Force is up and running and having good results.

·  An injunction is still being pursued against the Rehab Facility on Eagle Butte.

Presentations:

A.  We had a presentation on TM 68450. 96.75 acres on both sides of Escondido Canyon Rd. near Vasquez High School. They are proposing 48 single-family estate lots. HMK Engineering, Dave Mercer is the presenter. This is an initial presentation.

B.  Bruce Haminmoto, of Public Works, discussed his department’s plans to present flood control options to the Council at an upcoming meeting. He reviewed the history of flood control discussions with the ATC.

C.  Kathy Howald updated us on the 2nd phase of the Park. Preliminary funding approval has been obtained. Discussion was held on a LA County proposed on the site. Carl made a motion to recommend removal of the building at time time. The motion carried. building

COMMITTEE REPORTS:

Planning & Coordinating: Dick Morris & Bill Davis

·  North Star Minerals has requested a 20-year permit from the US Forest Service, Angeles National Forest to continuo mining Clay. They will be using 23.9 acres of their 2,260-acre claim. Their original permit started in 1991. They ask for a letter of approval. Ray Billet made a motion to approve the project. The motion carried.

Angeles Forest Area Report

·  They had a meeting on April 19, 2007 with 33 individuals there. Many were from the Peaceful Valley area. The next meeting will be on May 15, 2007.

Finance/Ways & Means: Jim Connelly --nothing to report

By-laws: Michael Hughes --nothing to report

Trails, Open Space & Recreation: Ray Billet –

Publicity: Mike Foster--nothing to report

Utilities: Jim Connelly--nothing to report

Community Standards: Mike Hughes & Carl Young—will try to meet regarding area zoning prior to the next meeting.

SPECIAL COMMITTEES:

Beautification: Mike Foster – A new billboard off of the Crown Valley Road exit will be looked at.

Drainage & Roads: Carl Young: --Rural Highway standard will be presented at the ARTC meeting. Jacki will also pursue Rural Road standards with LA Co.

Santa Clara River Steering Committee: Ray Billet--nothing to report

Friends of Acton Park Liaison: Mike Foster—Report was given earlier in the meeting.

Community Club Liaison: Dick Morris –A Little Night Music will be held on June 2, 2007.

Chamber of Commerce Liaison: Ray Billet—The next networking breakfast will be held at McDonalds. The next Mixer will be at JAS Construction on May 30, 2007.

Traffic Committee: Michael and Carl --nothing to report

Library Committee: Mike Hughes --nothing to report

Emergency Response/Disaster Planning: Mike Hughes-- nothing to report

School Board Liaison: Mike Hughes—A joint meeting of the ATC, the ADTC and the School Board will be held at VHS on May 30, 2007 at 7:30 PM.

UNFINISHED BUSINESS:

Open Items: 1. Hauled Water—No new update

2. Arsenic and well standards. –no new update

3. CSD interpretations by the County. – the property at Soledad and Sierra with cars stored on it was discussed. The property is in violation of the CSDs. Violations will be placed on the property by LA Co. but they continue. Bill made a motion to send a letter to various departments about the violations and a possible well on the property.

4. Map extensions of timing that exceed County Ordinances. -no new update

NEW BUSINESS: None

OPEN FORUM: The High Speed Rail was discussed. There will be a presentation at the next meeting. We also discussed several signs in the community.

Next Meeting Date: Regular Meeting, May 21, 2007, @ Acton Community Club @ 7:30 PM.

Planning Meetings have been canceled until further notice.
