DUTIES:

UNDER THE GENERAL SUPERVISION OF THE PROGRAM CO-ORDINATOR.

  1. Identify quality service delivery needs and issues; develop options and resolutions.
  2. Identify priorities and assist in service negotiations defining quality of the service and outcomes, performance indicators and reporting processes.
  3. Develop methods to monitor quality, and monitor agency’s performance, ensuring compliance to legislation, regulations and contract. Report compliance breaches to Ministry of Children’s Services. Identify and assess variances and prepare options for the resolution of issues.
  4. Evaluate physical premises of agencies with which CGS maintains Legal Agreements; prepare reports and make recommendations as it relates to their operation, administration and quality of service levels.
  5. Develop and implement communication strategies to enhance customer service in keeping with Corporate goals (media relations, advertising, on line communications, publications, and promotions).
  6. Research and maintain content for website, digital media, and information flyers and ensure it is current.
  7. Recommend, develop and implement e-media strategies to enhance internal and external communications including but not limited to social media, online videos, photo sharing and social bookmarking.
  8. Review best practices and identify positive elements; develop training modules to support effective intervention approaches and quality improvements.
  9. Develop mechanisms to review curriculum during 0/5 programs and non-school hours and provide options to align programs with provincial initiatives.
  10. Conduct site visits for new programs and make recommendations on location, service description and overall program; prepare information and supporting documentation to the Legal Services Division for negotiations of purchase of service/legal agreements.
  11. Investigate complaints and serious occurrences at internal and external centres. Make recommendations (including those related to discipline, legal action, and policy change) to Directors of services and Ministry, as required.
  12. Review agency proposals for one-time health and safety grants or funding; responsible for monitoring and allocation of same, and make recommendations on viability and validity of request.
  13. Co-ordinate customer service and service provider evaluations/surveys; compile results and facilitate actions to be taken by agencies.
  14. Responsible for the organization and delivery of various training programs including facilitation and evaluation.
  15. Develop methods of Professional Awareness and promotion; support workforce development including recruitment and retention.
  16. Respond to general inquiries and prepare information packages, as required.
  17. Prepare various reports (e.g. site visit reports, statistical data, reports for Council, etc.).
  18. Develop and maintain confidential child care program file system.
  19. Liaise with relevant government ministries, local agencies, community groups, Best Start sites and Hubs and CGS staff as required.
  20. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  21. Perform other related duties as required.

QUALIFICATIONS:

  • Successful completion of a Community College Diploma in Early Childhood Education, Child Development or Social Sciences.
  • Current valid registration with the College of Early Childhood Educators (CECE) required.
  • At least four (4) years of directly related experience, preferably in the early childhood education field, including experience in the administration of a service with direct contact with consumers.
  • Knowledge of children’s services network in the community and familiarity with the Day Nurseries Act, healthy child development theories.
  • Knowledge of applicable legislation and related regulations.
  • Knowledge of best practices within areas of responsibility.
  • General knowledge of elementary school curriculum.
  • Horizontal linkages to other relevant governmental levels and services as well as the private sector.
  • Ability to identify training needs and trends.
  • Ability to build business relationships, to develop strong and productive working relationships with the community, internal teams and agencies.
  • Demonstrate ability related to microcomputer software and administrative systems (e.g. file maintenance, word processing, spreadsheet applications, information input and retrieval).
  • Demonstrate excellent communications skills, both verbal and written.
  • Demonstrate research and planning skills to investigate complaints, assessing service needs, review operations and recommend plan of action and/or best practices.
  • Demonstrate analytical skills to determine the urgency and nature of issues, to assess and interpret the degree to which incidents form general trends and practices.
  • Mental and physical fitness to perform essential job functions.
  • Excellent use of English; verbally and in writing.
  • Excellent French verbal skills and working knowledge of written French is required.
  • Provide, at own cost, a current Criminal Record Check.
  • Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
