OVERALL PURPOSE OF JOB:

Ø  To work with the Board of Trustees in advancing the mission and strategic development of Target TB

Ø  To ensure that all the programme work develops in alignment with Target TB’s strategic plans.

Ø  To provide proper and effective leadership and management of Target TB and to be responsible for the development of systems, structures and policies to ensure the effective operation of Target TB

Ø  To work with the Board of Trustees to ensure that the organization has sufficient funds for the continued and effective operation of its work, including the support and development of agreed overseas programmes

Ø  To represent Target TB at national and international levels, with governments, other international agencies, donors, the media and the general public

Ø  To ensure that Target TB meets all relevant statutory obligations

KEY RESPONSIBILITIES:

Governance (9%)

1.  Liaise with the Trustees to ensure clarity about Target TB’s vision and purpose at all levels within the organisation.

2.  In liaison with the Chairman of the Trustees, enable the Board of Trustees to fulfil their governance functions and ensure that the Board and all related sub-committees receive timely and appropriate reports, information and advice on all relevant matters.

3.  Ensure that the organisation meets its obligations (both statutory and otherwise) as an employer, a registered charity, and as a company limited by guarantee.

4.  Maintain an overview and advise the Trustees on the structure and management processes of the organisation.

5.  Support the Chairman to ensure the continued engagement and involvement of all members of the Board of Trustees and work with the Board of Trustees in advancing any plans for Board development.

Planning and Management (9%)

6.  Ensure the development of sound 3 year Business Plans for the organisation, with associated one year rolling operational plans and budgets, based on the Strategic Frameworks agreed by the Board of Trustees,

7.  Ensure that, in accordance with the strategic direction set by the Trustees, annual operational plans with measurable objectives, defined performance indicators and benchmarks, with regular monitoring, evaluation, and review, are prepared and implemented for all staff.

8.  Develop and review criteria, policies and procedures for all aspects of the work and ensure that these are effectively implemented, taking the lead on the overseas programmes and partner related aspects of the work.

9.  Ensure that the very best use is made of the resources of the organisation to achieve Target TB’s ongoing programme for planned growth.

10.  Ensure that proper control procedures are in place so that Target TB is managed in accordance with its constitution, and all statutory, legal and financial requirements.

Leadership (9%)

11.  Take the lead in ensuring a focus on the cost effective achievement of strategic goals by empowered, motivated and mutually supportive staff and volunteers, thereby ensuring that Target TB’s values, ethos, philosophy, policies and guidelines are fairly and consistently implemented.

12.  Work with Trustees and staff to create opportunities for maximum partner involvement in the operation and management of Target TB, legitimising policy, advocacy and fundraising messages, using evidence taken from the experiences of partners.

13.  Foster good relations within the organisation and maintain a climate which attracts, motivates and retains good quality staff and volunteers to grow within Target TB.

14.  Provide energetic leadership to the organisation through appropriate articulation, consultation and active demonstration of ways of achieving Target TB's visions, mission, strategic aims and objectives.

15.  Provide supervision and appraisal to those team members reporting directly to this post and hold regular meetings so that the team and each individual achieves agreed objectives within a culture of excellence.

Programmes, Programme Funding, Research Initiatives and Policy (50%)

16.  Work with the Board of Trustees, medical and other advisers to ensure that Target TB maintains awareness of developments in all areas (research, geographical, economic and policy) in which the organisation works, keeping up to date on all TB related issues and disseminating such developments amongst Trustees, staff and volunteers

17.  Oversee the Programme Development Manager and work closely with the programmes team in developing and managing funding initiatives to major statutory and institutional sources to support the development of Target TB’s programmes

18.  Support the programme team in the development and delivery of high quality and effective overseas programmes, which show a high degree of accountability and transparency.

19.  Ensure the development of Target TB’s programme work is aligned to Target TB’s strategic and operational plans and in keeping with Target TB’s values.

20.  Support the programmes team in ensuring that the experiences of partners are fully represented in all the activities Target TB undertakes. Ensure that Target TB adds value to its partners’ work, and that two-way dissemination of experiences and sharing of lessons learnt is a reality.

21.  Regularly visit new and existing partners and projects in Africa and Asia, representing Target TB to relevant local and national stakeholders including partner staff, government officials and other agencies, as required.

22.  Support the programmes team in recommending suitable partnerships and projects for approval by Target TB’s Board of Trustees

Finance, HR and Administration (11%)

23.  Take the lead in developing budgets and cash flows linking in with the annual strategic planning process

24.  Ensure that the financial resources of Target TB are accounted for, planned and managed within agreed suitable parameters, and that these are reported to the Board of Trustees promptly and regularly

25.  Ensure that financial aspects of the overseas programme work are monitored and managed appropriately by the programmes team (developing sound budgets, cash flows, financial and narrative reporting mechanisms for partners, and identifying overseas project payments).

26.  Together with the Finance and Office Manager, ensure that the recruitment, management, training and development of staff are directed to achieving the objectives of the organisation, including the implementation of current employment and equal opportunities legislation and good practice.

27.  Work with the Finance and Office Manager to develop robust performance management, training development and remuneration policies which enable Target TB to achieve its aims and objectives; encouraging staff to continually seek to enhance their performance and thereby maximising the quality of work undertaken.

28.  Take the lead in ensuring sound central administration systems and procedures are in place.

Fundraising, Marketing and Communications (12%)

29.  Take the lead in sourcing and servicing major donors for Target TB – both corporate and individual – and the marketing strategies and communications tools needed to move forward on these areas of funding

30.  Oversee the Fundraising Manager and work on delivering income in line with the agreed Fundraising Strategy, prioritising unrestricted income.

31.  Work with the fundraising team on any other marketing and fundraising initiatives, as time allows and as appropriate, in line with Target TB’s strategic and operational plans.

32.  Develop and promote the work of Target TB by marketing, advocating, lobbying and influencing to relevant decision makers and stakeholders, including potential and existing donors, policy makers, journalists, at the highest levels, both nationally and internationally.

33.  Represent Target TB from time to time via written articles, interviews, speaking engagements, conference facilitation and attendance, and other related activities.

34.  Ensure that the key partnership approach espoused by Target TB is energetically and appropriately pursued both in the UK and worldwide and is understood by all stakeholders.

35.  To undertake other tasks as will, from time to time, be required

PERSON SPECIFICATION

Essential qualities:

a)  Ability to think strategically, define policy, ensure the effective implementation of policy and the delegation of tasks.

b)  Understanding of the challenges faced by a small organisation, that is growing and changing, operating within the overseas development, health and disability environments.

c)  Proven management experience, sound interpersonal skills and the ability to provide leadership, direction and motivation to a team of paid and unpaid staff

d)  Sound programme management and funding experience, with a track record of working overseas in a developing country, preferably with a Non-Government Organisation

e)  Ability to work with people and manage projects, at a distance, with limited face to face contact.

f)  Proven financial and IT literacy, with ability to digest and interpret complex numerical, statistical and financial information. A working knowledge of various management information systems, including donor databases and accounting packages.

g)  To be in a position to spend a considerable amount of time abroad [as a guide, 3 to 4 times a year for 1 to 2 weeks each trip] and live simply when making overseas trips.

h)  An articulate and able opportunistic communicator with excellent presentation skills, drive, energy and enthusiasm, motivated by the achievement of key organisational and development objectives.

i)  Ability to sustain and convey a clear vision and to communicate this vision to a wide range of audiences. For instance, able to relate to partners at grassroots level whilst confident enough to represent them at governmental level.

j)  Ability to write reports and make public presentations, using excellent written and spoken English and editing skills.

k)  A demonstrable track record of success in fundraising, preferably from statutory, institutional or major donor sources.

l)  Good interpersonal skills and sense of humour.

Desirable qualities:

m)  Complete empathy with the ethos, values and philosophy of Target TB and a clear belief in equality of opportunity and the integrity of the individual

n)  Willingness to work within a small organisation with a very small staff operating from an open-plan office.

o)  Knowledge and understanding of the Charities Act, SORP and all relevant legislation.

p)  Proven ability to manage a varied and heavy workload.

TERMS AND CONDITIONS:

Salary: £40,000 – 45,000 per annum

Annual leave: During each full year of service, full time staff are entitled to 25 days holiday per annum. Leave year runs January to December.

Benefits: After successful completion of the probationary period the employee will be entitled to join the Target TB pension scheme. Target TB will contribute 5% of salary, as long as this is matched by an employee contribution of 5%.

Place of work: At the Target Tuberculosis office in central Brighton.

Term: There will be a six month probationary period upon successful completion of which, the contract will be permanent.
